SatelliteDatatoMethaneAction:vronmpnUNEP,sMethaneAlertandResponseSystemThroughtheMethaneAlertandResponseSystem(MARS),UNEP,sInternationalMethaneEmissionsObservatory(IMEO)hasfacilitatedconcretemethaneactioninArgentina.MARSisthefirstglobalsatellitedetectionandnotificationsystemprovidingactionabledataonmajormethaneemissionsaroundtheworld.InMarch2023,UNEP'sIMEOprovidedaMARSnotificationtothegovernmentofArgentinaonseveralmajormethaneemissionseventsdetectedfromoilandgasfacilitiesinthecountry.Thenotificationprovideddetailedinformationonthelocation,magnitude,potentialsources,andoperatorsofeachemissionsevent.Basedonsatelliteestimates,oneleakwasemittingroughly5.8metrictonsofmethaneperhour.Everyhour,thattranslatestothesameclimateimpactthat100passengervehicleshaveinafullyear.MARSexiststoidentifylargeemissionsliketheseandenabletargetedactiontoresolvethem.UNEPhascontinuedtomonitorthesiteviasatellitesandhasdetectednofurtheremissions.IMEOcontinuestoengagethegovernmentofArgentinaandthecountry'soilandgasindustrytoraiseawarenessofMARS,buildstakeholdercapacityonmethane,andaddressanyfutureemissioneventsastheyaredetected.Asadditionalmethane-detectingsatellitescomeonlineandcountriesandcompaniesexpandtheirengagement,MARSwillbeabletoscaleitsimpactandunlockfurthertransparent,on-the-groundmitigationeffortsthatcanhelpdeliveronthegoalsoftheGlobalMethanePledgeandtheParisAgreement.ThankstoswiftactionfromtheArgentiniangovernmentandrelevantoperators,theleakwasquicklyresolved.FigureIEstimatedIOCationofmethaneemissionseventsbetweenJan2021andAug2023.DotsareTROPOMI-detectedplumes;insetmapisEMITdetectioninArgentina.MARSHASFOURCOMPONENTSQD亮OmethaneDetect and AttributeIMEOworkswithglobalmappingsatellitestoidentifyverylargemethaneplumesandconductsfurtheranalysiswithhigh-resolutionsatellitesanddatasetstoidentifychesourceofemissions.InArgentina,IMEOdetectedseverallargeemissioneventsfromoilandgasfacilitiesusingtheInternationalSpaceStation'sEMITsensor.MARSisuniquebecauseIMEOcan"task"certainsatellitestohelpinvestigateemissions.Inthiscase.IMEOrequestedthattheItalianSpaceAgency'sPRISMAsatelliteprovideadditionalmonitoringoftheleak.©ALERTNotify and Engage StakeholdersIMEOworkstonotifygovernmentsandcompaniesoflargeemissionseventshappeningacrosstheirjurisdictionsoroperations.Iccontinuesthisengagementasmoreinformationbecomesavailable.InMarch2023,IMEOnotifiedthegovernmentofArgentinaabouttheemissioneventsobservedfromspace,includingdetailedinformationontheirlocation,size,potentialsources,andoperatorsoftherelevantfacilities.Inthiscase,aheatexchangerhadsufferedrupturedtubes,causingmethanetounknowinglyventintotheatmosphere.©RESPONSEStakeholders Take Abatement ActionItisuptonotifiedstakeholderstodeterminehowbesttorespondtothenotifiedemissionsandsharetheiractionswithMARStoshowinitiativeandcommitmenttoenvironmentallyresponsibleoperations.TheArgentiniangovernmentrespondedquickly,sharinginformationwiththerelevantoperatorssotheycouldtakeaction.Afterreceivingthisnotification,theoperatoractedswiftlytoremovedamagedequipmentfromserviceandconductnecessaryrepairs.Theyfurtherimplementedaleakverificationplantopreventsubsequentemissions.OsystemTrack, Learn, Collaborate, ImproveIMEO continues to monitor notified locations for future emissions as mitigation efforts proceed.
