为了规范公务员的管 理，保障公务员的合法权益，加强 对公务员的监督，促进公务员正确 履职尽责，建设信念坚定、为民服 务、勤政务实、敢于担当、清正廉 作。县级以上地方各级公务员主管 部门负责本辖区内公务员的综合管 理工作。上级公务员主管部门指导 下级公务员主管部门的公务员管理 工作。各级公务员主管部门指导同 级各机关的公务员管理工作。予以保障。Article 12 Thecentralcompetentdepartmentofcivilservantsshallberesponsibleforthecomprehensiveadministrationofcivilservantsnationwide.Acompetentdepartmentofcivilservantsatorabovethecountylevelshallberesponsibleforthecomprehensiveadministrationofcivilservantswithinthelocaljurisdiction.Thecompetentdepartmentofcivilservantsatahigherlevelshallguidetheadministrationofcivilservantsascarriedoutbythecompetentdepartmentofcivilservantsatalowerlevel.Thecompetentdepartmentofcivilservantsateachlevelshallguidetheadministrationofcivilservantsascarriedoutbytheorganatthecorrespondinglevel.八Q=aEQChapterIlQualifications,ObligationsandRightsofCivil第二章公务员的条件、乂务Servants与权利第十三条公务员应当具备下Article13Acivilservantshallsatisfythefollowingcriteria:1.havethenationalityofthepeople'sRepublicofChina;列条件：2.havereachedtheageof18;（一）具有中华人民共和国国3.supportstheConstitutionofthePeople'sRepublicofChinaand籍；upholdstheleadershipoftheCPCandthesocialistsystem;4.havefinepoliticalcaliberandmoralconduct;（二）年满十八周岁；5.havehealthandpsychologicalqualitytoperformhisduties（三）拥护中华人民共和国宪normally;法，拥护中国共产党领导和社会主6.havetheeducationallevelandworkingcompetenceasrequired义制度；bythepost;and7.satisfyothercriteriaasprescribedbylaws.（四）具有良好的政治素质和道德品行；（五）具有正常履行职责的身体条件和心理素质；（六）具有符合职位要求的文化程度和工作能力；（七）法律规定的其他条件。第十四条公务员应当履行下列义务：（一）忠于宪法，模范遵守、Article14Acivilservantshallperformthefollowingobligations:1.beloyaltotheConstitution,bearolemodelinobservingandconsciouslysafeguardingtheConstitutionandlaws,andvoluntarilyaccepttheleadershipoftheCPC;2. IV Employment第二十三条录用担任一级主 任科员以下及其他相当职级层次的 公务员，采取公开考试、严格考 察、平等竞争、择优录取的办法。民族自治地方依照前款规定录 用公务员时，依照法律和有关规定Article 23 For the employment of civil servants with the title lower than Level 1 division director or any other corresponding position level, it is required to adopt such measures as open examinations, strict investigation, equal competition and admitting the best candidate.
