ChapterIGeneralProvisions第一章总则Article1ThisLawisenactedinaccordancewiththeConstitutiontostrengthenpatrioticeducationinthenewera,inheritandcarryforwardthespiritofpatriotism,andformamightyforceforcomprehensivelybuildingamodernsocialistcountryandcomprehensivelyadvancingthegreatrejuvenationoftheChinesenation.第一条为了力口强新时代爱国主义教育，传承和弘扬爱国主义精神，凝聚全面建设社会主义现代化国家、全面推进中华民族伟大复兴的磅礴力量，根据宪法，制定本法。 Article2Chinaisoneofthecountrieswiththelongesthistoryintheworld.Chinesepeopleofallethnicgroupshavejointlycreatedasplendidcultureandbuiltaunifiedmulti-ethniccountry.Thestateshallcarryoutpatrioticeducationamongallthepeople,cultivateandenhancetheiraffectionwiththeChinesenationandthegreatmotherland,carryforwardthenationalspirit,enhancethesenseofnationhood,strengthenanduniteallpatrioticforces,andmakepatriotismthefirmbelief,spiritualstrength,andconsciousactionofallthepeople.第二条中国是世界上历史最悠久的国家之一，中国各族人民共同创造了光辉灿烂的文化、共同缔造了统一的多民族国家。国家在全体人民中开展爱国主义教育，培育和增进对 中华民族和伟大祖国的情感，传承民族精神、增强国家观念，壮大和团结一切爱国力量，使爱国主义成为全体人民的坚定信念、精神力量和自觉行动。Article3Inpatrioticeducation,weshallholdhighthegreatbannerofsocialismwithChinesecharacteristics,adheretotheguidanceofMarxism-Leninism,MaoZedongThought,DengXiaopingTheory,theimportantthoughtofThreeRepresents,theScientificOutlookonDevelopment,andXiJinpingThoughtonSocialismwithChineseCharacteristicsforaNewEra,insistontheunificationofpatriotismwiththeloveofthePartyandsocialism,focusonsafeguardingnationalunityandethnicsolidarity,andtakethecomprehensiveconstructionofagreatmodernsocialistcountryandtherealizationofthegreatrejuvenationoftheChinesenationasthedistinctivetheme.第三条爱国主义教育应当高举中国特色社会主义伟大旗帜，坚持以马克思列宁主义、毛泽东思想、邓小平理论、“三个代表”重要思想、科学发展观、习近平新时代中国特色社会主义思想为指导，坚持爱国和爱党、爱社会主义相统一，以维护国家统一和民族团结为着力点，把全面建成社会主义现代化强国、实现中华民族伟大复兴作为鲜明主题。 Article4Inpatrioticeducation,weshalladheretotheleadershipoftheCommunistPartyofChinaandimproveaworkpatternfeaturingunifiedleadership,concertedefforts,participationofallparties,and jointpromotion.第四条爱国主义教育坚持中国共产党的领导，健全统一领导、齐抓共管、各方参与、共同推进的工作格局。Article5Patrioticeducationshalladheretoideologicalguidance,culturalcultivation,education-basedguidance,practice-basedcultivation,clearthemes,integrationintodailyactivities,adaptingtolocalconditions,andpayingattentiontoactualeffects.第五条爱国主义教育应当坚持思想引领、文化涵育，教育引导、实践养成，主题鲜明、融入日常，因地制宜、注重实效。Article6Themaincontentsofpatrioticeducationare:第六条爱国主义教育的主要内容是：(1) Marxism-Leninism,MaoZedongThought,DengXiaopingTheory,theTheoryofThreeRepresents,theScientificOutlookonDevelopment,andXiJinpingThoughtonSocialismwithChineseCharacteristicsforaNewEra.(一)马克思列宁主义、毛泽东思想、邓小平理论、“三个代表”重要思想、科学发展观、习近平新时代中国特色社会主义思想；(2) ThehistoryoftheCommunistPartyofChina,thehistoryofNewChina,thehistoryofreformandopeningup,thehistoryofthedevelopmentofsocialism,andthehistoryofthedevelopmentoftheChinesenation.(二)中国共产党史、新中国史、改革开放史、社会主义发展史、中华民族发展史； (3) ThesystemofsocialismwithChinesecharacteristics,thegreat achievements,historicalexperiences,andvividpracticesoftheCommunistPartyofChinainleadingtheunityandstruggleofthepeople.(三)中国特色社会主义制度，中国共产党带领人民团结奋斗的重大成就、历史经验和生动实践；(4) ThefinetraditionalChineseculture,revolutionaryculture,andadvancedsocialistculture.(四)中华优秀传统文化、革命文化、社会主义先进文化；(5) Nationalsymbolsandsignssuchasthenationalflag,nationalanthem,andnationalemblem.(五)国旗、国歌、国徽等国家象征和标志；(6) Themagnificentlandscapeandhistoricalandculturalheritageofthemotherland.(六)祖国的壮美河山和历史文化遗产；(7) TheConstitutionandlaws,andtheconsciousnessandconceptsofnationalunityandethnicsolidarity,nationalsecurity,nationaldefense,andotheraspects.(七)宪法和法律，国家统一和民族团结、国家安全和国防等方面的意识和观念；(8) Thedeedsofheroes,martyrs,andadvancedmodels,andthenationalspiritandthespiritofthetimestheyembody.（八）英雄烈士和先进模范人物的事迹及体现的民族精神、时代精神；(9) Othercontentrichinthespiritofpatriotism.(九)其他富有爱国主义精神的内容。 Article7Thestateshallcarryouteducationinforgingastrongsense ofcommunityoftheChinesenation,promoteexchangesandintegrationamongallethnicgroups,andenhancetheirrecognitionofthegreatmotherland,theChinesenation,Chineseculture,theCommunistPartyofChina,andsocialismwithChinesecharacteristics,soastobuildasharedspiritualhomefortheChinesenation.第七条国家开展铸牢中华民族共同体意识教育，促进各民族交往交流交融，增进对伟大祖国、中华民族、中华文化、中国共产党、中国特色社会主义的认同，构筑中华民族共有精神家园。Article8Inpatrioticeducation,weshalladheretotheinheritanceanddevelopmentofthefinetraditionalChineseculture,carryforwardcoresocialistvalues,promotetheconstructionofasocialistculturewithChinesecharacteristics,bolsterculturalconfidence,andbuildmoderncivilizationoftheChinesenation.第八条爱国主义教育应当坚持传承和发展中华优秀传统文化，弘扬社会主义核心价值观，推进中国特色社会主义文化建设，坚定文化自信，建设中华民族现代文明。 Article9Inpatrioticeducation,weshallintegratethepromotionofpatriotismwithopeningwidertotheoutsideworld,adheretorationality,inclusiveness,andopenness,respectthehistoricalcharacteristicsandculturaltraditionsofallcountries,anddrawonandabsorballexcellentachievementsofhumancivilization.第九条爱国主义教育应当把弘扬爱国主义精神与扩大对外开放结合起来, 坚持理性、包容、开放，尊重各国历史特点和文化传统，借鉴吸收人类一切优秀文明成果。Article10OnOctober1ofeachyear,theNationalDayofthePeople,sRepublicofChina,thestateandallsectorsofthesocietyshallholdvariouscelebrationactivitieswithafocusonpatrioticeducation.第十条在每年10月1日中华人民共和国国庆日，国家和社会各方面举行多种形式的庆祝活动，集中开展爱国主义教育。ChapterIIDutiesandTasks第二章职责任务Article 11 Thecentralpatrioticeducationauthorityshallberesponsibleforguiding,supervising,andcoordinatingpatrioticeducationnationwide.第十一条中央爱国主义教育主管部门负责全国爱国主义教育工作的指导、监督和统筹协调。Article 12 Alldepartmentsofcentralandstateorgansshallorganizepatrioticeducationwithinthescopeoftheirrespectiveduties.中央和国家机关各部门在各自职责范围内，组织开展爱国主义教育工作。Article 13 1.ocalpatrioticeducationdepartmentsshallberesponsibleforguiding,supervising,andcoordinatingpatrioticeducationintheirrespectiveregions.第十二条地方爱国主义教育主管部门负责本地区爱国主义教育工作的指导、监督和统筹协调。 Educationadministrativedepartmentsoflocalpeople'sgovernmentsat orabovethecountylevelshallstrengthentheorganization,coordination,guidance,andsupervisionofpatrioticeducationinschools.Thelocalcultureandtourism,pressandpublication,radioandtelevision,film,cyberspaceaffairs,culturalrelics,andotherdepartmentsatandabovethecountylevelandotherrelevantdepartmentsshallcarryoutpatrioticeducationwithinthescopeoftheirrespectiveduties.县级以上地方人民政府教育行政部门应当加强对学校爱国主义教育的组织、协调、指导和监督。县级以上地方文化和旅游、新闻出版、广播电视、电影、网信、文物等部门和其他有关部门应当在各自职责范围内，开展爱国主义教育工作。TheChinesePeople,sLiberationArmyandtheChinesePeople'sArmedPoliceForceshall,inaccordancewiththisLawandtherelevantprovisionsoftheCentralMilitaryCommission,carryoutpatrioticeducationandmakefulluseoftheirresourcestocarryoutpatrioticeducationtothepublic.中国人民解放军、中国人民武装警察部队依照本法和中央军事委员会的有关规定开展爱国主义教育工作，并充分利用自身资源面向社会开展爱国主义教育。 Article 14 Tradeunions,communistyouthleagues,women'sfederations,federationsofindustryandcommerce,federationsofliteraryandartcircles,writers*associations,scienceandtechnologyassociations,federationsofreturnedoverseasChinese,Taiwancompatriotsassociations,disabledpersons*federations,youth federations,andothermassorganizationsshallmaximizetheirrespectiveadvantagesandcarryoutpatrioticeducationinthefieldsandgroupstheyrepresent.第十三条工会、共产主义青年团、妇女联合会、工商业联合会、文学艺术界联合会、作家协会、科学技术协会、归国华侨联合会、台湾同胞联谊会、残疾人联合会、青年联合会和其他群团组织，应当发挥各自优势，面向所联系的领域和群体开展爱国主义教育。Article14Thestateshallcarryoutpublicityandeducationontheruleoflaw,nationalsecurityandnationaldefenseinvariousforms,enhancecitizens'awarenessoftheruleoflaw,nationalsecurity,andnationaldefense,andguidecitizenstoconscientiouslyfulfilltheirobligationsofsafeguardingnationalunityandethnicsolidarity,andnationalsecurity,honor,andinterest.第十四条国家采取多种形式开展法治宣传教育、国家安全和国防教育，增强公民的法治意识、国家安全和国防观念，引导公民自觉履行维护国家统一和民族团结，维护国家安全、荣誉和利益的义务。 Article15Thestateshallincludepatrioticeducationinthenationaleducationsystem.Variousschoolsatalllevelsshallcarryoutpatrioticeducationthroughouttheentireprocessofschooleducation,effectivelyprovideandteachideologicalandpoliticaltheorycourses,andintegratethecontentofpatrioticeducationintovarioussubjectsandteachingmaterials.第十五条国家将爱国主义教育纳入 国民教育体系。各级各类学校应当将爱国主义教育贯穿学校教育全过程，办好、讲好思想政治理论课，并将爱国主义教育内容融入各类学科和教材中。VariOUSschoolsatalllevelsandothereducationalinstitutionsshall,inaccordancewiththeprovisionsissuedbythestate,establishamechanismforcoordinatingpatrioticeducation-relatedcourses,determinethekeycontentofpatrioticeducationaccordingtothecharacteristicsofstudentsofdifferentages,adoptrichandappropriateteachingmethods,andenhancethepertinence,systematicness,affinity,andinfectiousnessofpatrioticeducation.各级各类学校和其他教育机构应当按照国家规定建立爱国主义教育相关课程联动机制，针对各年龄段学生特点，确定爱国主义教育的重点内容，采取丰富适宜的教学方式,增强爱国主义教育的针对性、系统性和亲和力、感染力。 Article16Variousschoolsatalllevelsshallintegratein-classteachingwithextracurricularpracticesandexperiences,integratepatrioticeducationintocampusculturalconstructionandvariousthemeactivitiesofschools,organizestudentstovisitpatrioticeducationbasesandothervenuesandfacilities,andparticipateinoff-campuspracticeactivitiesonpatrioticeducation.第十六条各级各类学校应当将课堂教学与课外实践和体验相结合，把爱国主义教育内容融入校园文化建设和学校各类主题活动，组织学生参观爱国主义教 育基地等场馆设施，参加爱国主义教育校外实践活动。Article17Parentsorotherguardiansofminorsshallintegratetheirloveforthemotherlandintofamilyeducation,supportandcooperatewithschoolsincarryingoutpatrioticeducationandteachingactivities,andguideandencourageminorstoparticipateinsocialactivitiesonpatrioticeducation.第十七条未成年人的父母或者其他监护人应当把热爱祖国融入家庭教育，支持、配合学校开展爱国主义教育教学活动，引导、鼓励未成年人参加爱国主义教育社会活动。Article18Stateorgansshallstrengthenpatrioticeducationforpublicofficialsandmaximizetheexemplaryandleadingroleofpublicofficialsinbeingloyaltoandmakingcontributionstothecountry,safeguardingnationalunity,promotingethnicsolidarity,andsafeguardingnational
