施行。(AnnouncementNo.31)TheTwenty-firstMeetingoftheStandingCommitteeoftheSixteenthGuangzhouMunicipalPeople'sCongressadoptedtheRegulationsofGuangzhouCityonForeignLanguageSignsinPublicPlacesonNovember29j2023.ItwasreviewedandadoptedbytheSeventhMeetingoftheStandingCommitteeoftheFourteenthGuangdongProvincialPeople,sCongressonDecember28,2023.ItisherebypromulgatedandwilltakeeffectfromFebruary1,2024onwards.广州市人民代表大会常务委员会TheStandingCommitteeofGuangzhouMunicipalPeople'sCongressJanuary4,20242024年1月4日RegulationsofGuangzhouCityonForeignLanguageSignsinPublicPlaces广州市公共场所外语标识管理规定Article1TheseRegulationsareestablishedinaccordancewithrelevantlawsandregulations,consideringthecurrentcircumstancesinGuangzhou(referredtoasthecity).Theprimaryobjectiveistoregulatetheinstallationandmaintenanceofforeignlanguagesignswithinpublicplacesinthecity,therebyenhancingitsstatusasafocalpointforglobalcommunicationandconsumptionandreinforcingitsidentityasaninternationalmetropolis.第一条为了规范本市公共场所外语标识的设置和管理，打造国际交往中心城市、国际消费中心城市，推进国际大都市建设，根据有关法律、法规，结合本市实际，制定本规定。Article2TheseRegulationsshallapplytotheforeignlanguagesignsinpublicplaceswithintheadministrativeareaofthecity,aswellaspertinentservicesandmaintenanceactivities.第二条本规定适用于本市行政区域内公共场所外语标识的设置和相关服务、管理等活动。Thetermforeignlanguagesigns,asstipulatedintheseRegulations,encompassessymbolsdisplayedonvariousmediums,includingguideposts,electronicdisplays,lightboxes,printedposters,etc.Suchsignsuseoneormoreforeignlanguagestoconveyinformationregardingdesignation,location,purpose,alert,warning,restriction,prohibition,instruction,orbriefintroductionofpertinentdetails.本规定所称外语标识，是指在标牌、电子显示屏、灯箱、印刷招贴等各种载体上，使用一种或者多种外国文字告知名称、方位、用途、警示警告、限令禁止、指示指令或者简介有关内容等信息的标记。TheseRegulationsareapplicablewhenforeignlanguagesareimplementedforthedisseminationofinformationviavoiceannouncementsinpublicspaces,asdescribedintheaforementioned在公共场所使用外语播报前款规定信息的，参照本规定执行。paragraph.外语标识设置涉及广告、地名、 党政机关名称的，依照国家有关 规定执行。Moreover,theseRegulationsareapplicableincaseswhereforeignlanguagesignsrelatetoadvertising,geographicalnomenclature,andthedesignationsofthePartyandgovernmententities.第三条市、区人民政府应 当将公共场所外语标识管理工作 纳入国际交往中心城市、国际消 费中心城市建设和城市管理工 作。Article3Themaintenanceofforeignlanguagesignsinpublicplacesshallbeincludedintheworkagendaofthemunicipalanddistrictpeople'sgovernmentstoimproveurbanmanagementandenhancethecity'sstatusasahubforglobalcommunicationandconsumption.第四条 市人民政府外事部 门负责本市行政区域内公共场所 外语标识设置的管理及相关工 作，组织实施本规定，并履行以 下职责：Article4GuangzhouForeignAffairsOfficeshallberesponsibleformaintainingandprovidingpertinentsupportregardingtheforeignlanguagesignsinpublicplaceswithintheadministrativeareaofthecityandorganizingtheexecutionoftheseRegulations.Thefollowingdutiesshallbeperformed.（一）制定并公布本市公共场所 外语标识译写标准和规范；(I) Toformulateandpromulgatestandardsandnormsforthetranslationandtypesettingofforeignlanguagesignsinpublicplacesinthecity（二）组织开展公共场所外语标 识有关法规、标准的宣传；(II) Toorganizeandcarryoutpublicityonregulationsandstandardsrelatedtoforeignlanguagesignsinpublicplaces（三）组织开展公共场所外语标 识日常监测和纠正工作；(III) Toorganizeandcarryoutroutinemonitoringandcorrectionofforeignlanguagesignsinpublicplaces（四）根据需要出具公共场所外 语标识译写的认定意见；(IV) Toissueaccreditationopinionsonthetranslationandtypesettingofforeignlanguagesignsinpublicplacesasneeded（五）设立专家委员会，为公共 场所外语标识译写认定等工作提 供咨询、指导，协助开展相关检 查、纠正工作；(V) Tosetupanexpertcommitteetoprovideconsultationandguidancefordeterminingthetranslationandtypesettingofforeignlanguagesignsinpublicplacesandassistintherelevantinspectionandcorrectionwork（六）通过广州多语种公共服务 平台等渠道受理、处理对违反本 规定行为的投诉举报或者意见建 议；(VI) Toreceiveandaddresscomplaints,reports,orsuggestionsonviolationsoftheseRegulationsthroughtheGuangzhouMultilingualPublicServicePlatformandotherchannels（七）法律、法规规定的其他职 责。(VII) Tofulfillotherdutiesstipulatedbylawsandregulations区人民政府负责外事工作的部门 负责本行政区域内公共场所外语 标识设置的监督，组织开展公共 场所外语标识有关法规、标准的 宣传。Thedepartmentofthedistrictpeople'sgovernmentinchargeofforeignaffairsshallberesponsibleforsupervisingtheinstallationofforeignlanguagesignsinpublicplaceswithintheadministrativeareaandorganizingandconductingpublicityonregulationsandstandardsrelatedtoforeignlanguagesignsinpublicplaces.教育、公安、民政、交通运输、 商务、文化广电旅游、卫生健 康、应急管理、市场监督管理、 体育、城市管理综合执法、政务 服务数据管理、林业园林等部门 负责在本行业、本系统开展公共 场所外语标识有关法规、标准的 宣传，依照本规定做好外语标识 的有关服务、管理工作。Theresponsibilitiesofpublicizingregulationsandstandardsrelatedtoforeignlanguagesignsinpublicplacesshallbebornseparatelybythedepartmentsofeducation,publicsecurity,civilaffairs,transportation,commerce,culture,radio,televisionandtourism,health,emergencymanagement,marketregulation,sports,urbanmanagementandlawenforcement,governmentservicedatamanagement,andforestryandgardening.RelevantservicesandmaintenanceofforeignlanguagesignsinpublicplacesshallbeprovidedpertheseRegulations.第五条公共场所管理者或 者经营者负责公共场所外语标识Article5Administratorsoroperatorsofpublicplacesshallberesponsibleforinstallingandmaintaining foreign language signs, ensuring that such signs are accurate, complete, legible, and subject to regular inspection.的设置及维护，对外语标识定期 检查，并保持外语标识的准确、 完整、清晰。Article 6 Foreign language signs shall be installed alongside standardized Chinese characters to indicate the information provided in the second paragraph of Article 2 of these Regulations by the administrators or operators of the following public places.第六条下列公共场所的管 理者或者经营者使用规范汉字标 示本规定第二条第二款规定信息 的，应当同时设置外语标识：(I) Government service centers at all levels and foreign-related government service windows in the city（一）本市各级政务服务中心、 涉外政务服务窗口；(II) Emergency shelters（二）应急避难场所;(III) Civil airports, railway stations, ports, watercraft terminals, bus and coach terminals, and urban rail transit stations（三）民用机场、火车站、港 口、客运码头、汽车客运站、城 市轨道交通站点；(IV) Metro trains, buses, trams, ferries, and other means of public transportation（四）地铁列车、公共汽车电 车、渡轮等公共交通工具；(V) Tertiary healthcare institutions（五）三级医疗机构;(VI) Public libraries, state-owned museums, cultural centers, and art galleries（六）公共图书馆，国有的博物 馆、文化馆、美术馆；(VII) International neighborhoods international talent communitiesand （七）国际化街区、国际人才社 区；（A）国际体育赛事、国际会 议、国际展会等大型国际活动场 所；(VIII) Venuesofinternationalsportingevents,internationalconferences,internationalexhibitions,andotherlarge-scaleinternationalevents（九）A级以上旅游景区、三星 级及以上旅游饭店；（十）公共环卫设施;(IX) GradeAandabovetouristattractionsandthree-startouristandabovehotels(X) Publicsanitationfacilities（十一）市人民政府外事部门认 为应当设置外语标识的其他公共 场所。(XI) OtherpublicplaceswhereGuangzhouForeignAffairsOfficedeemsthatforeignlanguagesignsshallbeinstalled前款规定的公共场所不具备同时 设置外语标识条件的，应当通过 语音播报或者设置二维码标志等 方式使用外语提供有关信息。Whereforeignlanguagesignscannotbeinstalledinthepublicplacesstipulatedintheprecedingparagraph,therelevantinformationshallbeprovidedinforeignlanguagesviavoiceannouncementsorQRcodesigns.应当设置外语标识的公共场所目 录和标示信息的种类，由市人民 政府外事部门会同市交通运输、 商务、文化广电旅游、卫生健 康、体育、政务服务数据管理等 部门确定，并向社会公布。GuangzhouForeignAffairsOffice,incollaborationwiththemunicipaldepartmentsoftransportation,commerce,culture,radio,televisionandtourism,health,sports,andgovernmentalservicedatamanagement,shalldeterminethecatalogofpublicplaceswhereforeignlanguagesignsshallbeinstalledandthetypesofinformationtobedisplayed.Suchinformationshallbemadepublic.鼓励本条第一款规定以外的中国 （广东）自由贸易试验区广州南 沙新区片区、中新广州知识城、 增城经济技术开发区等经济功能 区内其他公共场所的管理者或者 经营者，依照本规定设置外语标 识。AdministratorsoroperatorsofotherpublicplacesinGuangzhouNanshaNewAreaofChina(Guangdong)PilotFreeTradeZone,China-SingaporeGuangzhouKnowledgeCity,ZengchengEconomicandTechnologicalDevelopmentZone,andothereconomicfunctionalzonesotherthanthosestipulatedinthefirstparagraphofthisArticleareencouragedtoinstallforeignlanguagesignspertheseRegulations.其他公共场所的管理者或者经营 者根据服务的需要，可以依照本 规定设置外语标识。Administratorsoroperatorsofotherpublicplacesmayinstallforeignlanguagesignspertheseregulationsasneeded.第七条设置公共场所标 识，不得单独使用外国文字，不 得违背社会主义核心价值观，不 得违背公序良俗。Article 7 Publicsignsmustnotuseforeignlanguagesexclusivelyandmustalignwithcoresocialistvalues,publicorder,andmorals.设置公共场所标识，应当以规范 汉字为基本服务用字，辅以外国 文字译文。译写外语应当符合外 语译写标准；没有相关译写标准 的，应当符合外语通常使用习惯 和惯例。TheprimaryservicewordsonsignsinpublicplacesshallbestandardizedChinesecharacterswithforeignlanguagetranslationsprovidedassupplementarytext.Thetranslatedtextshallcomplywiththestandardsofforeignlanguagetranslationandtypesetting.Wheretherearenorelevantstandards,theusualuseofforeignlanguagesandpracticesshallbefollowed.第八条市人民政府外事部 门应当通过门户网站公布公共场 所外语标识译写标准及常用译法 规范，并提供分类查询、指引。Article 8 GuangzhouForeignAffairsOfficeshallpublishstandardsoftranslation,typesetting,andcommontranslationnormsofforeignlanguagesignsinpublicplacesontheportalwebsiteandprovidecategory-specificqueriesandguidelines.市人民政府外事部门以及相关行 政管理部门应当按照各自职责为 公共场所外语标识的规范设置提 供咨询服务。第九条市人民政府外事部 门应当组织开展对公共场所外语 标识的日常巡查和定期抽查，对 违反本规定的，应当督促限期改 正并根据需要提供整改建议；拒 不改正的，移交市场监督管理部 门或者城市管理综合执法部门依GuangzhouForeignAffairsOfficeandtherelevantadministrativedepartmentsshall,inaccordancewiththeirrespectivemandates,provideconsultingservicesforstandardizingforeignlanguagesignsinpublicplaces.Article 9 GuangzhouForeignAffairsOfficeshallorganizeandcarryoutroutineinspectionsandregularspotchecksofforeignlanguagesignsinpublicplaces.ForviolationsoftheseRegulations,GuangzhouForeignAffairsOfficeshallurgetheviolatortomakecorrectionswithinaspecifiedtimeframeandproviderecommendationsforimprovementasneeded.RefusaltomakecorrectionsW川Ieadtothecasebeingreferredto照本规定处理。themarketregulationdepartmentortheurbanmanagementandlawenforcementdepartmentforfurtherhandlingpertheseRegulations.相关行政管理部门应当加强对本 行业、本系统公共场所外语标识 设置的检查，对违反本规定的， 应当督促限期改正；拒不改正 的，移交市场监督管理部门或者 城市管理综合执法部门依照本规 定处理。Therelevantadministrativedepartmentsshallstrengthentheinspectionofforeignlanguagesignsinpublicplacesaccordingtotheirmandate.ForviolationsoftheseRegulations,theviolatorshallbeurgedtomakecorrectionswithinaspecifiedtimeframe.RefusaltomakecorrectionswillresultinthecasebeingreferredtothemarketregulationdepartmentortheurbanmanagementandlawenforcementdepartmentforfurtherhandlingpertheseRegulations.建筑物内公共场所外语标识违反 本规定的，由市场监督管理部门 调查处理。Whereviolationsarefoundinforeignlanguagesignsinpublicplacesindoors,themarketregulationdepartmentshallinvestigateandtakeaction.户外公共场所外语标识违反本规 定的，由城市管理综合执法部门 调查处理。Whereviolationsarefoundinforeignlanguagesignsinpublicplacesoutdoors,theurbanmanagementandlawenforcementdepartmentshallinvestigateandtakeaction.第十条违反本规定设置公 共场所外语标识，有下列情形之 一，经相关行政管理部门或者市 人民政府外事部门督促拒不改正 的，由市场监督管理部门或者城 市管理综合执法部门责令改正； 拒不改正的，予以警告，并督促 其限期改正：Article 10 ThisArticleshallapplytoanyoneofthefollowingcircumstanceswhereforeignlanguagesignsareinstalledinpublicplacesinviolationoftheseRegulations.IftheviolatorrefusestomakecorrectionsdespitebeingurgedbytherelevantadministrativedepartmentorGuangzhouForeignAffairsOffice,themarketregulationdepartmentortheurbanmanagementandlawenforcementdepartmentshallurgetheviolatortomakenecessarycorrections.Iftheviolatorcontinuestorefusetomakecorrections,theyshallbewarnedandurgedtomakecorrectionswithinaspecifiedtimeframe.（一）公共场所外语标识未以规 范汉字为基本服务用字，单独使 用外国文字的；(I) StandardizedChinesecharactersarenottheprimaryservicewordsforforeignlanguagesignsinpublicplaces,andonlytheforeignlanguageisused（二）应当设置外语标识的公共 场所未依法同时设置外语标识 的；(II) Foreignlanguagesignsarenotinstalledinpublicplaceswheresuchsignsshallbeinstalledalongside（三）公共场所外语标识不符合 外语译写标准或者不符合外语通 常使用习惯和惯例的；(III) Foreignlanguagesignsinpublicplacesdonotmeettranslationortypesettingstandardsorconformtotheusualuseofforeignlanguagesandpractices（四）公共场所外语标识未保持 准确、完整、清晰的。(IV) Foreignlanguagesignsinpublicplacesarenotkeptaccurate,complete,norlegible违反本规定的行为，法律、法规 另有规定的，适用其规定；构成 犯罪的，依法追究刑事责任。Violationsoftheseregulationsshallbegovernedbylawsandregulationswhereotherwiseprovided.Wheretheviolationconstitutesacrime,thecriminalinvestigationshallbeconductedperthelaw.第H" 一条本规定自2024 年2月1日起施行。Article11TheseRegulationsshallcomeintoforceonFebruary1,2024.
