Generalrequirements一、总体要求Fortheaccelerationoftheconstructionofawasterecyclingsystem,XiJinpingThoughtonSocialismwithChineseCharacteristicsforaNewErashallbefollowed.Theguidingprinciplesofthe20thCPCNationalCongressshallbecomprehensivelyimplemented,andXiJinpingthoughtonstrengtheningeco-civilizationshallbefurtherimplemented.Acceleratedeffortsshallbemadetofosterthenewdevelopmentdynamic,withafocusonpromotinghigh-qualitydevelopment.Thephilosophyofcirculareconomydesignedtoreducewasteandresourceconsumption,reuseresources,andrecyclewasteshallbefollowed.Theresourcerecyclingindustryshallbedevelopedinallfieldsofproductionandlifethroughthefinemanagement,effectiverecovery,andefficientutilizationofwastetoimprovetheefficiencyofresourceutilization.Theincentiveandrestraintmechanismsshallbeimproved,andtheestablishmentofacomprehensive,efficient,standardized,andorderlywasterecyclingsystemshallbeaccelerated,thuslayingagreen,low-carbonfoundationforhigh-qualitydevelopmentandhelpingtobuildabeautifulChinainanall-roundway.加快构建废弃物循环利用 体系，要以习近平新时代 中国特色社会主义思想为 指导，深入贯彻党的二十 大精神，全面贯彻习近平 生态文明思想，完整、准 确、全面贯彻新发展理 念，加快构建新发展格 局，着力推动高质量发 展，遵循减量化、再利 用、资源化的循环经济理 念，以提高资源利用效率 为目标，以废弃物精细管 理、有效回收、高效利用 为路径，覆盖生产生活各 领域，发展资源循环利用 产业，健全激励约束机 制，加快构建覆盖全面、 运转高效、规范有序的废 弃物循环利用体系，为高 质量发展厚植绿色低碳根 基，助力全面建设美丽中 国。一一系统谋划、协同推 进。立足我国新型工业化 和城镇化进程，系统推进 各领域废弃物循环利用工 作，着力提升废弃物循环 利用各环节能力水平。加一Committedtosystematicplanningandcoordinatedadvancement.WasterecyclinginvariousfieldsshallbesystematicallypromotedbasedonnewindustrializationandurbanizationinChina,withafocusonimprovingthecapacityofallaspectsofwasterecycling.Policycoordination,departmentalcoordination,regionalcoordination,andindustrialcoordinationforwasterecyclingshallbestrengthened,andthesupportandconnectionofpolicymechanismsshallbestrengthened.强废弃物循环利用政策协 同、部门协同、区域协 同、产业协同，强化政策 机制配套衔接。Adoptingwell-targetedpoliciesandmeasuresAccordingtothesource,scale,resourcevalue,utilizationmode,andeco-environmentimpactofvariouswastes,theresponsibilitiesofentitiesengagedinwasterecyclingandrelevanttechnicalpathsshallbedefinedbycategory,andtheresourcerecyclingindustryshallbeplannedaccordingtolocalconditionstoimprovetheoperationefficiencyofthewasterecyclingsystem.分类施策、精准发 力。根据各类废弃物来 源、规模、资源价值、利 用方式、生态环境影响等 特性，分类明确废弃物循 环利用主体责任和技术路 径，因地制宜布局资源循 环利用产业，提高废弃物 循环利用体系运转效率。-创新驱动、提质增 效。发挥创新引领作用， 加强废弃物循环利用科技 创新、模式创新和机制创 新，不断开辟新领域、塑 造新动能，拓展废弃物循 环利用方式，丰富废弃物 循环利用品类，提升废弃 物循环利用价值。the recycling methods of waste shall be expanded, and the recycling categories of waste shall be diversified to enhance the recycling value of waste.一一政府引导、市场主 导Q充分发挥市场在资源 配置中的决定性作用，更 好发挥政府作用，建立有 利于废弃物循环利用的政 策体系和激励约束机制， 激发各类经营主体活力， 引导全民参与，增强废弃 物循环利用的内生动力。Committedtoinnovation-drivendevelopmenttoimprovequalityandefficiency.Theleadingroleofinnovationshallbemaximized,andthetechnologicalinnovation,modelinnovation,andmechanisminnovationofwasterecyclingshallbestrengthenedtocontinuouslyopenupnewareasandcreatenewgrowthdrivers.到2025年，初步建成覆一Committedtogovernmentguidanceandmarket盖各领域、各环节的废弃 物循环利用体系，主要废 弃物循环利用取得积极进 展。尾矿、粉煤灰、煤阡 石、冶炼渣、工业副产石 膏、建筑垃圾、秸秆等大 宗固体废弃物年利用量达 到40亿吨，新增大宗固 体废弃物综合利用率达到 60%o废钢铁、废铜、废 铝、废铅、废锌、废纸、 废塑料、废橡胶、废玻璃 等主要再生资源年利用量 达到4.5亿吨。资源循环 利用产业年产值达到5万 亿元。到2030年，建成覆盖全 面、运转高效、规范有序 的废弃物循环利用体系， 各类废弃物资源价值得到 充分挖掘，再生材料在原 材料供给中的占比进一步 提升，资源循环利用产业 规模、质量显著提高，废 弃物循环利用水平总体居 于世界前列。mechanisms.Themarketforcesshallbeallowedtoplaya"decisiveroleninallocatingresources,andtheroleofgovernmentshallbebetterleveraged.Apolicysystemandincentiveandrestraintmechanismdesignedtoencouragewasterecyclingshallbeestablishedtoinvigoratevariousbusinessentities.Publicparticipationshallbeencouragedtoenhancetheendogenousmotivationofwasterecycling.By2025,awasterecyclingsystemcoveringallfieldsandlinkswillbepreliminarilyestablished,andpositiveprogresswillbemadeintherecyclingofmajorwastes.Theannualutilizationofbulksolidwastessuchastailings,flyash,coalgangue,smeltingslag,industrialby-productgypsum,constructionwaste,andstrawwillreach4billiontons,andthecomprehensiveutilizationrateofnewlyaddedbulksolidwasteswillreach60%.Theannualutilizationofmajorrenewableresourcessuchasscrapironandsteel,scrapcopper,scrapaluminum,wastelead,wastezinc,wastepaper,wasteplastics,wasterubber,andwasteglasswillreach450milliontons.Theannualoutputvalueoftheresourcerecyclingindustrywillreach5trillionyuan.By2030,acomprehensive,efficient,standardized,andorderlywasterecyclingsystemwillbebuilt;thevalueofvariouswasteresourceswillbefullytapped;theproportionofrecycledmaterialsinthesupplyofrawmaterialswillbefurtherincreased;thesizeandqualityoftheresourcerecyclingindustryW川besignificantlyimproved;andthewasterecyclinglevelwillgenerallyrankamongthetopintheworld.II. Promotingfinemanagementandeffectiverecoveryofwastes二、推进废弃物精细 管理和有效回收1. Strengtheningthefinemanagementofindustrialwastes.Theresponsibilityofentitiesgeneratingwastesshallbespecified,andthejournalsystemforthemanagementofgeneralindustrialsolidwastesshallbeimproved.Theclassifiedcollectionandstorageofindustrialsolidwastesshallbepromotedtopreventmixedaccumulationanddischarge,thusreservingconditionsforresourcerecycling.Longstandinglandfillsitesforsolidwastesshallbecomprehensivelyinvestigatedtoimplementtargetedrectification.Enterpriseswithlargestoragecapacityshallbesupervisedinstrengtheningtherecyclingofresources.Facilitiesforthecollectionandtreatmentofindustrialwastewatershallbeimproved.Waste-generatingandutilizingentitiesshallbeencouragedtocarryoutpeer-to-peercooperation.（一）加强工业废弃物精 细管理°压实废弃物产生 单位主体责任，完善一般 工业固体废弃物管理台账 制度。推进工业固体废弃 物分类收集、分类贮存， 防范混堆混排，为资源循 环利用预留条件。全面摸 底排查历史遗留固体废弃 物堆存场，实施分级分类 整改，督促贮存量大的企 业加强资源循环利用。完 善工业废水收集处理设 施。鼓励废弃物产生单位 与利用单位开展点对点定 向合作。（二）完善农业废弃物收 集体系。建立健全畜禽粪 污收集处理利用体系，因 地制宜建设畜禽粪污集中 收集处理、沼渣沼液贮存 利用等配套设施。健全桔 秆收储运体系，引导秸秆 产出大户就地收贮，培育 收储运第三方服务主体。2. Improvingtheagriculturalwastecollectionsystem.Asystemforthecollection,disposal,andutilizationoflivestockandpoultrymanureshallbeestablishedandimproved,andsupportingfacilitiesfor,amongotherthings,thecentralizedcollectionandtreatmentoflivestockandpoultrymanure,andthestorageandrecyclingofbiogasresidueandbiogasslurryshallbebuiltaccordingtolocalconditions.Thestrawcollection,storage,andtransportationsystemshallbeimproved.Largestrawproducersshallbeencouragedtoconductlocalcollectionandstorage,andthird-partyserviceprovidersforcollection,storage,andtransportationshallbecultivated.Guidanceshallbeprovidedtolocalgovernmentinstrengtheningtherecoveryofwasteagriculturalmaterialssuchasagriculturalfilm,pesticideandfertilizerpackaging,agriculturalmachinery,andfishingnets.Theroleoftherecoverynetworkforsupplyandmarketingcooperativesshallbeactivelyleveraged.指导地方加强农膜、农药 与化肥包装、农机具、渔 网等废旧农用物资回收。 积极发挥供销合作系统回 收网络作用。（三）推进社会源废弃物 分类回收。持续推进生活 垃圾分类工作。完善废旧 家电、电子产品等各类废 旧物资回收网络。进一步 提升废旧物资回收环节预 处理能力。推动生活垃圾 分类网点与废旧物资回收 网点“两网融合”。因地 制宜健全农村废旧物资回 收网络。修订建筑垃圾管 理规定，完善建筑垃圾管 理体系。鼓励公共机构在 废旧物资分类回收中发挥 示范带头作用。支持“互 联网+回收”模式发展。 推动有条件的生产、销售 企业开展废旧产品逆向物 流回收。深入实施家电、 电子产品等领域生产者回 收目标责任制行动。加强 城市园林绿化垃圾回收利 用Q加快城镇生活污水收 集管网建设。3. Promotingthesortingandrecoveryofnonindustrialandmedicalwastes.Thesortingofdomesticwastesshallbecontinuouslypromoted.Therecoverynetworkforvariouswastematerialssuchasusedhouseholdappliancesandelectronicproductsshallbeimproved.Thecapacityforthepretreatmentofwastematerialsforrecoveryshallbefurtherenhanced.Theintegrationbetweendomesticwastesortingoutletsandwastematerialsrecoveryoutletsshallbepromoted.Therecoverynetworkforruralwastematerialsshallbeimprovedaccordingtolocalconditions.Theprovisionsonconstructionwastemanagementshallberevisedtoimprovethemanagementsystemforconstructionwastes.Publicinstitutionsshallbeencouragedtoplayanexemplaryandleadingroleinthesortingandrecoveryofwastematerials.Thedevelopmentofthe'InternetplusRecovery'1modelshallbesupported.Eligibleproductionandsalesenterprisesshallbeencouragedtocarryoutreverselogisticsrecoveryofwasteproducts.Theproducerrecoverytargetresponsibilitysystemforthefieldsofhouseholdappliancesandelectronicproductsshallbefurtherimplemented.Therecyclingofurbanlandscapingwastesshallbestrengthened.Theconstructionoftheurbansanitarysewersystemshallbeaccelerated.III. Improving waste recycling and reuse三、提高废弃物资源 化和再利用水平4. Strengtheningthecomprehensiveutilizationofbulksolidwastes.Thecomprehensiveutilizationchannelsforbulksolidwastesshallbefurtherbroadened.Thewidespreadapplicationofcomprehensivelyutilizedproductsintheconstructionfieldshallbestrengthenedonconditionthatthestandardsandrequirementsforenvironmentalqualityarecompliedwith.Opendisposalandrecyclingchannelsforundergroundfilling,ecologicalrestoration,andsubgradematerialsshallbemaintainedtopromotetheefficientextractionandcleanutilizationofvaluablecomponentsintailingsandsmeltingslag.Theresearchanddevelopmentoftechnologyandequipmentforthelarge-scaleutilizationofcomplexanddifficultindustrialsolidwastesshallbeincreased.Thecomprehensiveutilizationofstrawshallbecontinuouslypromoted.（四）强化大宗固体废弃 物综合利用。进一步拓宽 大宗固体废弃物综合利用 渠道，在符合环境质量标 准和要求前提下，加强综 合利用产品在建筑领域推 广应用，畅通井下充填、 生态修复、路基材料等利 用消纳渠道，促进尾矿、 冶炼渣中有价组分高效提 取和清洁利用°加大复杂 难用工业固体废弃物规模 化利用技术装备研发力 度。持续推进秸秆综合利 用工作。（五）加强再生资源高效 利用。鼓励废钢铁、废有 色金属、废纸、废塑料等 再生资源精深加工产业链 合理延伸。支持现有再生 资源加工利用项目绿色 化、机械化、智能化提质 改造。鼓励企业和科研机 构加强技术装备研发，支 持先进技术推广应用。加5. Strengtheningtheefficientuseofrenewableresources.Therationalextensionofthedeepprocessingindustrychainforrenewableresources,suchasscrapironandsteel,scrapnon-ferrousmetals,wastepaper,andwasteplastics,shallbeencouraged.Thegreen,mechanized,andintelligentupgradingofexistingrenewableresourcesprocessingandutilizationprojectsshallbesupported.Enterprisesandresearchinstitutesshallbeencouragedtostrengthenthedevelopmentoftechnologyandequipmentandbesupportedinthewidespreadapplicationofadvancedtechnologies.Acceleratedeffortsshallbemadetoturnsewageintoresources.Wastewaterrecyclingfacilitiesshallbesystematicallyplannedbytakingintoaccounttheupgradingandcapacityexpansionofexistingwastewatertreatmentfacilities.Regionalreclaimedwaterrecyclingprojectsshallbeimplementedaccordingtolocalconditions.快推进污水资源化利用， 结合现有污水处理设施提 标升级、扩能改造，系统 规划建设污水再生利用设 施，因地制宜实施区域再 生水循环利用工程。6. Encouragingthefacilitationandstandardizationofsecond-handgoodstrading.Thedevelopmentofthe"InternetplusSecond-handGoodsTrading'1modelshallbeencouraged.Eligibleregionsshallbesupportedinbuildingcentralizedandstandardizedtradingmarketsforsecond-handgoods.Thetradingmanagementsystemforusedgoodsshallbeimproved.Onlinetradingmeasuresforusedgoodsshallbestudiedanddeveloped,andthetrainingandmanagementmechanismforthepersonnelintheusedgoodsvaluationandappraisalindustryshallbeimproved.Relevantstandardsforinformationclearingneededforthetradingofelectronicproductssuchastabletsandmobilephonesbysecond-handgoodstradingenterprisesshallbeintroducedtoensuretheinformationsecurityofsellerswhensecond-handgoodsaretraded.Thesolutionstotheproblemsofintellectualpropertyinvolvedintheresale,renovation,andotherservicesofusedgoods,orrelatedgoodsshallbeexplored.Theexportofusedvehiclesthatmeetqualityandotherrelatedrequirementsshallbesupported.（六）引导二手商品交易 便利化、规范化。鼓励 “互联网+二手”模式发 展。支持有条件的地区建 设集中规范的二手商品交 易市场。完善旧货交易管 理制度，研究制定网络旧 货交易管理办法，健全旧 货评估鉴定行业人才培养 和管理机制。出台二手商 品交易企业交易平板电 脑、手机等电子产品时信 息清除方法相关规范，保 障旧货交易时出售者信息 安全。研究解决旧货转 售、翻新等服务或相关商 品涉及的知识产权问题。 支持符合质量等相关要求 的二手车出口。（七）促进废旧装备再制 造。推进汽车零部件、工 程机械、机床、文化办公 设备等传统领域再制造产7. Promotingthere-manufacturingofwasteequipment.Thedevelopmentofre-manufacturingindustriesintraditionalfieldssuchasautoparts,constructionmachinery,machinetools,andculturalofficeequipmentshallbepromoted,andtheorderlyre-manufacturingofhigh-endequipmentinnewfieldssuchasshieldmachines,aero-engines,andindustrialrobotsshallbeexplored.Theapplicationofkeygenerictechnologiesforre-manufacturingsuchasnondestructivetesting,additivemanufacturing,andflexibleprocessingshallbepromoted.Theapplicationofre-manufacturedautomotivepartproductsinafter-salesmaintenanceandotherfieldsshallbeencouragediftheobligationofinformingconsumersandobtainingtheirconsentisfuelled.业发展，探索在盾构机、 航空发动机、工业机器人 等新领域有序开展高端装 备再制造。推广应用无损 检测、增材制造、柔性加 工等再制造共性关键技 术。在履行告知消费者义 务并征得消赛者同意的前 提下，鼓励汽车零部件再 制造产品在售后维修等领 域应用。(A)推进废弃物能源化 利用。加快城镇生活垃圾 处理设施建设，补齐县级 地区生活垃圾焚烧处理能 力短板。有序推进厨余垃 圾处理设施建设，提升废 弃油脂等厨余垃圾能源 化、资源化利用水平。因 地制宜推进农林生物质能 源化开发利用，稳步推进 生物质能多元化开发利 用。在符合相关法律法 规、环境和安全标准，且 技术可行、环境风险可控 的前提下，有序推进生活 垃圾焚烧处理设施协同处 置部分固体废弃物。9. Makinggreatereffortstoturnwasteintoenergy.Theconstructionoffacilitiesforthetreatmentofurbandomesticwasteshallbeaccelerated,andweaknessinincinerationcapacityfordomesticwasteincounty-levelareasshallbebolstered.Theconstructionoffacilitiesforthetreatmentofkitchenwasteshallbepromotedinanorderlymanner,andthecapacitytoturnwasteoilandotherkitchenwastesintoenergyandresourcesshallbeimproved.Thedevelopmentandutilizationofagriculturalandforestrybiomassenergyshallbepromotedaccordingtolocalconditions,andthediversifieddevelopmentandutilizationofbiomassenergyshallbeadvancedsteadily.Thecoordinateddisposalofsomesolidwastebydomesticwasteincinerationfacilitiesshallbepromotedinanorderlymannerifrelevantlawsandregulationsandenvironmentalandsafetystandardsarecompliedwith,thetechnologyisfeasible,andtheenvironmentalrisksarecontrollable.model.Thecascadeutilizationofenergy,recyclingofwaterresources,andcomprehensiveutilizationofsolidwaste,withinenterprisesandparksandamongindustriesshallbepromoted.Greatereffortsshallbemadetoturnindustrialresidualpressureandheatandwastegasandliquidintoresources.Thepreparationofguidelinesforthedevelopmentofacirculareconomyinthemanufacturingindustryshallbestudied.Thecleanerproductionexaminationandapplicationofresultsofenterprisesinkeyindustriesshallbestrengthened.Theconstructionofgreenminesshallbedeepened.Wastegasgeneratedintheproductionprocessinkeyindust
