Guidingthought.Itincludesthefollowing:followtheguidanceofXiJinpingThoughtonSocialismwithChineseCharacteristicsinaNewEra;implementtheguidingprinciplesoftheParty's19thNationalCongress,andthesecond,third,fourthandfifthplenarysessionsofthe19thPartyCentralCommitteeinfull;actonthegeneralprincipleofpursuingprogresswhileensuringstability;groundeffortsinthenewdevelopmentstage;applythenewdevelopmentphilosophy;andcreateanewpatternofdevelopment,withthesupply-sidestructuralrefbnasthemaintask;deepenurefbstostreamlineadministrationanddelegatepower,improveregulation,andupgradeservicesinrespectofforeigntrade;promoteinnovationintermsofsystems,management,service,formsofbusiness,andmodelsinrespectofforeigntrade;expandroomforthedevelopmentofforeigntrade;improvetheoperatingefficiencyofforeigntrade;makeindustrialchainsandthesupplychainsunimpeded;andpromotethehigh-qualitydevelopment.2. Developmentgoals.By2025,thesystems,mechanismsandpolicyframeworksforthedevelopmentofnewformsofbusinessandnewmodelsofforeigntradewillbebetterimproved;thebusinessenvironmentwillbecomemoreoptimized,andagroupofinternationallycompetitiveindustry-leadingenterprisesandindustrialclusterswillbeformed;theleveloftheindustrialvaluechainwillbecomefurtherimprovedandplayagreaterroleindrivingforeigntradeandthenationaleconomy.By2035,thedevelopmentlevelofnewformsofbusinessandnewmodelsofforeigntradewillbeintheforefrontofinnovativecountries;thesystemoflawsandregulationswillbecomemorecomprehensive;thetradeliberalizationandfacilitationwillreachtheworld'sadvancedlevel,toprovidepowerfulmomentumforthehigh-qualitydevelopmentoftradeandstrongsupportforbasicrealizationofsocialistmodernization.II.Activelysupportingtheuseofnewtechnologiesandnewtoolstofacilitatethedevelopmentofforeigntrade4. Promotingtheapplicationofintelligentdigitaltechnologies.Digitaltechnologiesanddigitaltoolsshallbeutilizedtopromotetheoptimizationandimprovementofallrespectsof务效能。积极探索建立适应和引领外贸新业态新模式发展的国际规则，推动高水平开放。（三）发展目标。到2025年，外贸新业态新模式发展的体制机制和政策体系更为完善，营商环境更为优化，形成一批具有国际竞争力的行业龙头企业和产业集群，产业价值链水平进一步提升，对外贸和国民经济的带动作用进一步增强。到2035年，外贸新业态新模式发展水平位居创新型国家前列，法律法规体系更加健全，贸易自由化便利化程度达到世界先进水平，为贸易高质量发展提供强大动能，为基本实现社会主义现代化提供强劲支撑。二、积极支持运用新技术新工具赋能外贸发展（四）推广数字智能技术应用。运用数字技术和数字工具，推动外贸全流程各环节优化提升。发挥“长尾效thewholeprocessofforeigntrade.Thelong-taileffectshallbemaximized,fragmentedordersshallbeintegrated,andthechannelsforobtainingordersshallbeexpanded.Digitalexhibitions,sociale-commerce,productcrowdfunding,andbigdatamarketing,amongothers,shallbevigorouslydeveloped,andamarketingsystemfeaturedbyonlineandofflineintegrationanddomesticandoverseasinteractionshallbeestablished.Datainallrespectsoftheforeigntradesupplychainshallbeintegrated,andresourceconnectionandinformationsharingshallbestrengthened.By2025,thelevelofdigitalizationandintelligenceofforeigntradeenterpriseswillbesignificantlyimproved.(TheMinistryofCommerceshalltaketheleadinthisrespectandallrelevantentitiesshallberesponsibleinthisrespectaccordingtotheirrespectivefunctions)5. Improvingthesupportpoliciesforthedevelopmentofcross-bordere-commerce.Thesupe,isionmodelforcross-bordere-commercebusiness-to-business(B2B)directexportandcross-bordere-commerceexportoverseaswarehousesshallbeappliedacrossthecountry,andthesupportingpoliciesshallbeimproved.Themanagementofreturnandexchangeofgoodsundercross-bordere-commerceimportandexportshallbefacilitated.Thelistofcommoditiesundercross-bordere-commerceretailimportshallbeoptimized.Thepilotprogramofcross-bordere-commerceretailofimportedmedicalproductsshallbesteadilyimplemented.Enterprisesshallbedirectedtoeffectivelyutilizetheexemptionpoliciesforvalue-addedtaxoncross-bordere-commerceretailexportandthemeasuresforassessmentandcollectionofincometax.The应”，整合碎片化订单，拓宽获取订单渠道。大力发展数字展会、社交电商、产品众筹、大数据营销等，建立线上线下融合、境内境外联动的营销体系。集成外贸供应链各环节数据，加强资源对接和信息共享。到2025年，外贸企业数字化、智能化水平明显提升。（商务部牵头，各有关单位按职责分工负责）（五）完善跨境电商发展支持政策。在全国适用跨guidelines for the protection of intellectual property rights in境电商企业对企业（B2B）直接出口、跨境电商出口海外仓监管模式，完善配套政策。便利跨境电商进出口退换货管理。优化跨境电商零售进口商品清单。稳步开展跨境电商零售进口药品试点工作。引导企业用好跨境电商零售出口增值税、消费税免税政策和所得税核定征收办法。研究制定跨境电商知识产权保护指南，引导跨境电商平台防范知识产权风险。到2025年，跨境电商政策体系进一步完善，发展环境进一步优化，发展水平进一步提升。（商务部牵头，财政部、海关总署、税务总局、国家外汇局、国家药监局、国家知识产权局按职责分工负责）respectofcross-bordere-commerceshallbestudiedanddeveloped,todirectcross-bordere-commerceplatformstopreventintellectualpropertyrightrisks.By2025,thepolicysystemforcross-bordere-commercewillbefurtherimproved,thedevelopmentenvironmentwillbefurtheroptimized,andthedevelopmentlevelwillbefurtherraised.(TheMinistryofCommerceshalltaketheleadinthisrespect;andtheMinistryofFinance,theGeneralAdministrationofCustoms,theStateAdministrationofTaxation,theStateAdministrationofForeignExchange,theNationalMedicalProductsAdministrationandtheNationalIntellectualPropertyAdministrationshallberesponsibleinthisrespectaccordingtotheirrespectivefunctions)6. Makingsolidprogressintheconstructionofcross-bordere-commerceintegratedexperimentalzones.Thepilotprogramforintegratedexperimentalzonesforcross-bordere-commerce(hereinafterreferredtoastheintegratedexperimentalzones")shallbeexpanded.Thepilotprogramshallbeactivelyimplemented,tofurtherimprove“twoplatfbrmsi.e.,oneforonlineintegratedservicesforcross-bordere-commerceandtheotherforofflineindustrialparks,aswellasthe“sixsystems”forregulationofandservicesforinformationsharing,financialservices,intelligentlogistics,e-commercecreditrisks,statisticalmonitoring,andriskpreventionandcontrol,andexploremoregoodexperienceandpractices.Variousentitiessuchascross-bordere-commerceplatforms,operators,andsupportingserviceprovidersshallbeencouragedtobecomebiggerandstronger,andacceleratethebuildingoftheirownbrands.Themechanismsforexaminationandevaluationandexitoftheintegratedexperimentalzonesshallbeestablished,（六）扎实推进跨境电子商务综合试验区建设。扩大跨境电子商务综合试验区（以下简称综试区）试点范围。积极开展先行先试，进一步完善跨境电商线上综合服务和线下产业园区“两平台”及信息共享、金融服务、智能物流、电商诚信、统计监测、风险防控等监管和服务“六体系”，探索更多的好经验好做法。鼓励跨境电商平台、经营者、配套服务商等各类主体做大做强，加快自主品牌培育。建立综试区考核评估和退出机制，2021年组织开展考核评估。到2025年，综试区建设取得显著成效，建成一批要素集聚、主体多元、服务专业的跨境电商线下产业园区，形成各具特色的发展格局，成为引领跨境电商发展的创新集群。（商务部牵头，中央网信办、国家发展改革委、工业和信息化部、财政部、交通运输部、人民银行、海关总署、税务总局、市场监管总局、银保监会、国家邮政局、国家外汇局按职责分工负责）（七）培育一批优秀海外仓企业。鼓励传统外贸企 业、跨境电商和物流企业等参与海外仓建设，提高海外仓 数字化、智能化水平，促进中小微企业借船出海，带动国 内品牌、双创产品拓展国际市场空间。支持综合运用建设- 运营-移交（BoT）、结构化融资等投融资方式多元化投入 海外仓建设。充分发挥驻外使领馆和经商机构作用，为海 外仓企业提供前期指导服务，协助解决纠纷。到2025年， 力争培育100家左右在信息化建设、智能化发展、多元化 服务、本地化经营等方面表现突出的优秀海外仓企业。accordingtowhichexaminationandevaluationshallbeorganizedin2021.By2025,significantachievementswillhavebeenreachedinthebuildingoftheintegratedexperimentalzones,specificallyincludingestablishingahostofcross-bordere-commerceofflineindustrialparkswithgatheredelements,diversifiedentitiesandprofessionalservices,formingadevelopmentpatternforsuchparkswithdistinctivecharacteristics,andmakingthemaninnovationclusterthatleadsthedevelopmentofcross-bordere-commerce.(TheMinistrjzofCommerceshalltaketheleadinthisrespect;andtheOfficeoftheCentralLeadingGroupforCyberspaceAffairs,theNationalDevelopmentandReformCommission,theMiniStryOfIndustryandInformationTechnology,theMinistryofFinance,theMinistryofTransport,thePeople'sBankofChina,theGeneralAdministrationofCustoms,theStaleAdministrationofTaxation,theStateAdministrationforMarketRegulation,theChinaBankingandInsuranceRegulatoryCommission,theStatePostBureauandtheStateAdministrationofForeignExchangeshallberesponsibleinthisrespectaccordingtotheirrespectivefunctions)7. Cultivatingagroupofoutstandingoverseaswarehouseenterises.Traditionalforeigntrade,cross-bordere-commerce,logistics,andotherenterprises,shallbeencouragedtoparticipateintheconstructionofoverseaswarehousesandimprovethedigitizationandintelligencelevelofoverseaswarehouses,soastohelpmicro,smallandmedium-sizedenterprisestogoglobalbycooperation,wherebytostimulatetheexpansionbydomesticbrandsandinnovativeandcreativeproductsoftheirroomfortheinternationalmarket.Supportshallbeprovidedforacombineduseofbuild-operale-transfer（商务部牵头，外交部、国家发展改革委、银保监会按职责分工负责）（A）完善覆盖全球的海外仓网络。支持企业加快 重点市场海外仓布局，完善全球服务网络，建立中国品牌 的运输销售渠道。鼓励海外仓企业对接综试区线上综合服 务平台、国内外电商平台等，匹配供需信息。优化快递运 输等政策措施，支持海外仓企业建立完善物流体系，向供 应链上下游延伸服务，探索建设海外物流智慧平台。推进 海外仓标准建设。到2025年，依托海外仓建立覆盖全球、 协同发展的新型外贸物流网络，推出一批具有国际影响力 的国家、行业等标准。（商务部牵头，国家发展改革委、 交通运输部、市场监管总局、国家邮政局按职责分工负 责）(BOT),structuredfinancingandotherinvestmentandfinancingmethodstodiversifyinvestmentintheconstructionofoverseaswarehouses.Theroleofembassiesandconsulatesandbusinessorganizationsbasedabroadshallbefullyleveraged,toprovideearlyguidancesen,icesforoverseaswarehouseenterprisesandassistinresolvingdisputes.By2025,effortsshallbemadetocultivateabout100overseaswarehouseenterpriseswithoutstandingperformanceininformation-basedconstruction,intelligentdevelopment,diversifiedservices,localizedoperation,andotherrespects.(TheMinistryofCommerceshalltaketheleadinthisrespect,andtheMinistrj,ofForeignAffairs,theNationalDevelopmentandReformCommissionandtheChinaBankingandInsuranceRegulatoryCommissionshallberesponsibleaccordingtoIheirrespectivefunctions)8. Improvingtheoverseaswarehousenetworkcoveringthewholeworld.Enterprisesshallbesupportedinacceleratingthedeploymentofoverseaswarehousesinkeymarkets,improvingtheglobalservicenetworks,andestablishingthetransportationandsaleschannelsforChinesebrands.Overseaswarehouseenterprisesshallbeencouragedtoconnectwithonlineintegratedserviceplatformsintheintegratedexperimentalzonesanddomesticandforeigne-commerceplatforms,amongothers,tomatchsupplyanddemandinformation.Thepoliciesandmeasuresforexpressdeliveryshallbeoptimized,soastosupportoverseaswarehouseenterprisesinestablishingacompletelogisticssystem,extendingtheirservicestotheupstreamanddownstreamofthesupplychain,andexploringtheconstructionofanintelligentplatformforoverseaslogistics.Progressshallbemadeinestablishingoverseaswarehousestandards.By2025,anew-typeforeigntradelogisticsnetworkcoveringthewholeworldfeaturedbycoordinateddevelopmentwillbeestablishedbyrelyingonoverseaswarehouses,andagroupofinternationallyinfluentialnationalandindustrialstandardswillbeintroduced.(TheMinistryofCommerceshalltaketheleadinthisrespect,andtheNationalDevelopmentandReformCommission,theMinistryofTransport,theStateAdminislratkmforMarketRegulation,andtheStatePostBureaushallberesponsibleaccordingtotheirrespectivefunctions)三、持续推动传统外贸转型升级III.Continuouslypromotingthetransformationandupgradingoftraditionalforeigntrade（九）提升传统外贸数字化水平。支持传统外贸企 业运用云计算、人工智能、虚拟现实等先进技术，加强研 发设计，开展智能化、个性化、定制化生产。鼓励企业探 索建设外贸新业态大数据实验室。引导利用数字化手段提 升传统品牌价值。鼓励建设孵化机构和创新中心，支持中 小微企业创业创新。到2025年，形成新业态驱动、大数据 支撑、网络化共享、智能化协作的外贸产业链供应链体 系。（商务部牵头，各有关单位按职责分工负责）9.
