Guidingideology坚持以习近平新时代中国特色社会主义思想为指导,全面 贯彻党的十九大和十九届历次全会精神,认真落实党中 央、国务院关于深化“放管服”改革优化营商环境的决策 部署,完整、准确、全面贯彻新发展理念,加快构建新发 展格局,全流程优化电子电器行业生产准入和流通管理, 加强事前事中事后全链条全领域监管,大幅降低制度性交 易成本,激发企业创新动力和发展活力,促进技术产品研 发创新和市场公平竞争,切实维护电子电器相关产业链供 应链安全稳定,加快推动电子电器行业高质量发展。EffortsshallbemadetoadheretotheguidanceofXiJinpingThoughtonSocialismwithChineseCharacteristicsforaNewEra,fullyimplementthespiritofthe19thCPCNationalCongressandallpreviousplenarysessionsofthe19thCPCCentralCommittee,conscientiouslyimplementthedecisionsandarrangementsoftheCPCCentralCommitteeandtheStateCouncilfordeepeningthereformofsimplificationofadministrativeprocedures,decentralizationofpowers,combinationofdecentralizationwithappropriatecontrol,andoptimizationofservicesandoptimizingthebusinessenvironment,implementthenewdevelopmentconceptinacomplete,accurateandcomprehensivemanner,acceleratethebuildingofanewdevelopmentpattern,optimizethewholeprocessproductionaccessandcirculationmanagementoftheelectronicandelectricalindustry,strengthenex-ante,interimandex-postregulationofallaspectsinthewholeindustry,significantlyreducesystemictransactioncosts,invigoratetheinnovationanddevelopmentofenterprises,promotetheresearch,developmentandinnovationoftechnologicalproductsandfairmarketcompetition,effectivelymaintainthesecurityandstabilityoftherelevantindustrychainandsupplychainoftheelectronicandelectricalinduslrj,andacceleratestepstoadvancethehigh-qualitydevelopmentoftheelectronicandelectricalindustry.II. Optimizingtheaccessadministrationsystemforelectronicandelectricalproducts1. )Reformingandimprovingthecompulsorycertificationsystemforelectronicandelectricalproducts.Accordingtotheactualdevelopmentoftechnologiesandproducts,thecatalogueofcompulsoryproductcertificationshallbedynamicallyadjusted.Lithium-ionbatteriesandpoweradapterschargerswithhighersafetyrisksshallbeincludedincompulsorycertificationmanagement,andnineproductssuchasdataterminalsandmultimediaterminalsthathavelowersafetyrisksandmorematuretechnologiesshallnolongerbesubjecttocompulsorycertificationmanagement(seeAnnex1).Compulsorycertificationproceduresshallbeadjustedandoptimized,factoryinspectionsshallbeconductedbeforecertificationisobtainedthrough“randomselectionofinspecteesandinspectorsandpublicdisclosure,thefrequencyofsupervisor),inspectionsshallbescientificallyandreasonablydeterminedaftercertificationisobtainedbasedonsuchfactorsasthecreditstatusofenterprisesandnationalsupervisionandrandomsamplingofproductquality,andstrengthensupen,isoryinspectionsofconsistencyofproducts,soastocontinuouslyimproveregulatoryeffectiveness.(TheStateAdministrationforMarketRegulationshallberesponsible.)2. Reformingandimprovingthenetworkaccesslicensingsystemfortelecommunicationsequipment.Thecatalogueoftelecommunicationsequipmentsubjecttothenetworkaccesslicensingsystemshallbedynamicallyadjusted.Satellite二、优化电子电器产品准入管理制度(一)改革完善电子电器产品强制性认证制度。根据技术和产品发展实际情况,动态调整强制性产品认证目录。将安全风险较高的锂离子电池、电源适配器/充电器纳入强制性认证管理,对安全风险较低、技术较为成熟的数据终端、多媒体终端等9种产品不再实行强制性认证管理(见附件1)o调整优化强制性认证程序,按“双随机、一公开”方式开展获证前工厂检查,结合企业信用状况、产品质量国家监督抽查情况等因素科学合理确定获证后的监督检查频次,加强产品一致性监督检查,不断提升监管效能。(市场监管总局负责)(二)改革完善电信设备进网许可制度。动态调整实行进网许可制度的电信设备目录。将卫星互联网设备、功能虚拟化设备纳入进网许可管理,对与电信安全关联较小、技术较为成熟的固定电话终端、传真机等11种电信设备不再Internetequipmentandfunctionalvirtualizationequipmentshallbeincludedinnetworkaccesslicensingformanagement,and11typesoftelecommunicationsequipment,suchasfixed-linetelephoneterminalsandfaxmachines,thatarelessassociatedwithtelecommunicationssecurityandhavemorematuretechnologiesshallnolongerbeincludedinnetworkaccesslicensingformanagement(seeAnnex2).Testingitemsfornetworkaccesslicensingshallbestreamlinedandoptimized,andthetestingfeeratesshallbeaccordinglyreduced.Thepromisedapprovalperiodforthenetworkaccesslicensingshallbereducedto15workingdays.Thevalidityperiodoftheapprovaldocumentsfortrialnetworkaccessshallbeextendedfromoneyeartotwoyears.Electroniclabelsofnetworkaccesslicensingshallbepromotedtograduallyreplacepaperlabelstickers,andtelecommunicationsequipmentshallnolongerberequiredtoindicatetheserialnumberofitsnetworkaccesslicenseontheproductpackaging,built-ininformation,advertising,andotherplaces.Aproductshallbeenabledtobemarketedassoonaspossibleafteranetworkaccesslicenseisobtained,buttheproductmaynotbesoldorusedbeforeanetworkaccesslicenseisobtained.Thefamilyoftelecommunicationsequipmentproductsshallbemanaged.Asregardsproductsforwhichthenetworkaccesslicenseisobtained,theholderaddsorchangesanyentrustedmanufacturer,ormakeschangesintechnologyorappearancewithoutchanginganymainfunctionorcorecomponent,theholderisnotrequiredtore-applyfortestingandlicensing.(TheMinistryofInduslrj,andInformationTechnologyshallberesponsible)forunifyingthetestingrequirementsfornetworkaccesslicensingoftelecommunicationsequipmentandcompulsorycertificationofelectromagneticcompatibility实行进网许可管理(见附件2)。精简优化进网许可检测项目,相应降低检测收费标准。将进网许可的审批承诺时限压减至15个工作日。将进网试用批文的有效期由1年延长至2年。推行进网许可标志电子化,逐步替代纸质标志贴签,不再要求电信设备产品包装、内置信息、广告等处标注进网许可证编号,便利产品取得进网许可后尽快上市,但产品取得进网许可前不得销售或者使用。实行电信设备产品系族管理,对取得进网许可的产品,持证企业新增、变更委托生产企业,或者进行不改变主要功能、核心元器件的技术和外型改动的,无需重新办理检测和许可。(工业和信息化部负责)统一电信设备进网许可和强制性认证电磁兼容(EMC)检测要求,企业申办许可和认证时只需进行一次检测,检测报告相互承认。(工业和信息化部、市场监管总局按职责分工负责)(EMC),andenterprisesapplyingforlicensingandcertificationsareonlyrequiredtoconductatest,withtestreportsmutuallyrecognized.(TheMinistryofIndustryandInformationTechnologyandtheStateAdministrationofMarketSupervisionshallberesponsibleaccordingtothedivisionoftheirrespectiveresponsibilities.)3. Optimizingthetype-approvalsystemforradiotransmittingequipment.Thepromisedapprovalperiodforthetypeapprovalofradiotransmittingequipmentshallbereducedto15workingdays.Inadditiontotherequirementsfortheadjustmentofradiofrequencyplansandthelicenseperiodforfrequency,thevalidityperiodoftheType-ApprovalCertificateofRadioTransmittingEquipmentshallbeextendedfromlessthantwoyearstotwoyearsormore.Thecodingmodeoftypeapprovalcodesofradiotransmittingequipmentshallbeoptimized.TheMinistryofIndustryandInformationTechnologyshalldevelopandissuethecodingrules,andenterprisesshallindependentlypreparetheirapprovalcodesinaccordancewiththecodingrulesandbefacilitatedintheireffortstoarrangetheirproductionplans,buttheproductsshallnotbesoldorusedbeforeobtainingtypeapproval.(TheMinistryofIndustryandInformationTechnologyshallberesponsible.)4. Advancingtheself-testingandself-certificationoftheaccessofelectronicandelectricalproductstothemarket.Bytheendof2022,agroupofmanufacturersoftelecommunicationsequipment,radiotransmittingequipment,informationtechnologyequipment,andhouseholdapplianceswithcompleteconditionsandgoodqualitymanagement(三)优化无线电发射设备型号核准制度。将无线电发射设备型号核准的审批承诺时限压减至15个工作日。除受限于无线电频率规划调整和频率使用许可期限要求外,将无线电发射设备型号核准证有效期限短于2年的延长至2年以上。优化无线电发射设备型号核准代码编码模式,工业和信息化部制定发布编码规则,由企业自主按照编码规则编制核准代码,便利企业安排生产计划,但产品取得型号核准前不得销售或者使用。(工业和信息化部负责)(四)推动电子电器产品准入自检自证。2022年底前确定一批条件完备、具有良好质量管理水平和信用的电信设备、无线电发射设备、信息技术设备和家用电器生产企业开展自检自证试点。试点企业申请办理电信设备进网许可、无线电发射设备型号核准、强制性认证时,除网络安全等特殊检测项目外,可以采用本企业检测报告替代第三 方检测报告;可以在作出相关承诺的前提下,免于提交本 企业或者其委托生产企业的生产能力、技术力量、质量保 证体系方面的申请材料。自检自证开展情况向社会公示, 接受社会和行业监督。根据试点效果,逐步推广电子电器 产品准入自检自证制度。(工业和信息化部、市场监管总 局按职责分工负责)(五)深化广播电视设备器材入网认定制度改革。动态调 整广播电视设备器材入网认定品种,逐步减少线缆、分配 网络器材等品种入网认定管理,对标清类设备等不再实行 入网认定管理。全面推行入网认定电子证件,取代入网认 定纸质证书。(广电总局负责)capabilityandcreditshallbedeterminedtoparticipateinthepilotprogramofself-testingandself-certification.Inadditiontonetworksecurityandotherspecialtestingitems,aparticipatingenterpriseshallapplyfornetworkaccesslicensingfortelecommunicationsequipmentortypeapprovalorcompulsorycertificationofradiotransmittingequipmentmayreplaceathird-partytestingreportwithitsself-testingreport;andunderthepremiseofmakingtherelevantcommitments,itmaybeexemptfromthesubmissionofitsapplicationmaterialsoritsentrustedmanufacturers'applicationmaterialsintermsofproductioncapacity,technicalstrength,andqualityassurancesystem.Self-testingandselfcertificationshallbedisclosedtothepublicandacceptpublicscrutinyandindustrysupervision.Accordingtotheeffectsofthepilotprogram,theself-testingandself-certificationsystemfortheaccessofelectronicandelectricalproductstothemarketshallbepromotedgradually.(TheMinistryofIndUStryandInfonnationTechnologyandtheStateAdministrationofMarketSupervisionshallberesponsibleaccordingtothedivisionoftheirrespectiveresponsibilities.)5. Deepeningthereformofthenetworkaccesscertificationsystemforradioandtelevisionequipmentanddevices.Varietiesofradioandtelevisionequipmentanddevicessubjecttonetworkaccesscertificationshallbedynamicallyadjusted.Thenetworkaccesscertificationmanagementofcable,distributionnetworkequipment,andothervarietiesshallbegraduallyreduced,andSDequipmentandotherequipmentshallnolongerbesubjecttonetworkaccesscertificationmanagement.Electroniccertificatesfornetworkaccesscertificationshallfullyapplyandreplacepaperones.(TheNationalRadioandTelevisionAdministrationshallberesponsible.)III.Integratingtheassessmentandcertificationsystemforgreenproducts6. Streamliningandintegratingtheenergyefficiencyassessmentandcertificationsystem.Theenergyefficiencylabelingsystemshallbecontinuouslystandardizedandenterprisesshallbeencouragedtocontinuouslyimprovetheenergyefficiencyofproducts.ThesystemfortheselectionofproductsttIeadinginenergyefficiency“andthesystemforevaluationofproductsas“energy-efficiencystars“shallbecanceled.Theenergy-savingproductcertificationsystemandthelow-carbonproductcertificationsystemshallbeintegratedintoanenergy-savingandlow-carbonproductcertificationsystem.Therelevantdepartmentsshalljointlydevelopstandardsforenergy-savingandlow-carbonproducts,andtheStateAdministrationforMarketRegulationshalltaketheleadtodevelopthecertificationrules.Theproductsthatpassthecertificationofenergy-savingandlow-carbonproductsshallenjoythepreferentialprocurementorcompulsoryprocurementpoliciesingovernmentprocurementaccordingtotheprovisions,andenjoyrewardsandsubsidiesaccordingtotheprovisionsiftheycomplywiththerelevantlocalrewardsandsubsidiespolicies.(TheNationalDevelopmentandReformCommission,theMinistryOfIndustryandInformationTechnology,theMinistrj,ofFinance,theMinistryofEcologyandEnvironment,theStateAdministrationforMarketRegulation,andallprovincialpeople'sgovernmentsshallberesponsibleaccordingtothedivisionoftheirrespective三、整合绿色产品评定认证制度(六)精简整合节能评定认证制度。持续规范能效标识制度,鼓励企业不断提升产品能源效率。取消能效“领跑者”产品遴选制度、“能效之星”产品评价制度。将节能产品认证制度、低碳产品认证制度整合为节能低碳产品认证制度。节能低碳产品标准由有关部门共同制定,认证规则由市场监管总局牵头制定。通过节能低碳产品认证的产品,在政府采购中按规定享受优先采购或者强制采购政策,符合相关地方奖补政策的按规定享受。(国家发展改革委、工业和信息化部、财政部、生态环境部、市场监管总局和各省级人民政府按职责分工负责)7. Acceleratingthebuildingofaunifiedcertificationandidentificationsystemforgreenproducts.Thecertificationofenvironmentallabels,thecertificationofenergy-savingandlow-carbonproducts,thecertificationofwaterconsen,ationproducts,thecertificationofrenewableenergyproducts,andtheevaluationsystemforgreendesignproductsshallbeintegratedintothegreenproductcertificationandlabelingsystemforunifiedmanagement,andthefulloritemizedcertificationofgreenproductsshallbeconducted.TheStateAdministrationofMarketRegulationshall,inconjunctionwiththeNationalDevelopmentandReformCommission,theMinistryofIndustryandInformationTechnology,theMinistryofEcologyandEnvironment,andotherrelevantdepartments,uniformlyreleasegreenproductlabels,thelistsofevaluationstandards,andthecatalogueofcertifications.Certificationbodiesshall,basedonenterprisedemandsandthestandardsincludedinthelistsofgreenproductevaluationstandards,conductfullcertificationandadmititemizedcertificationresults,soastoavoidrepeatedtestingandcertification.Inthefieldswhereconditionsaremet,theevaluationmethodthroughtheself-declarationofenterprisesshallbeadded.Inthefieldswheregreenproductcertificationhasbeenconducted,productswithgreenproductlabelsshallbepreferentiallyprocuredorcompulsorilyprocuredingovernmentprocurementaccordingtotheprovisions.(TheStateAdministrationforMarketRegulation,theNationalDevelopmentandReformCommission,theMinistryofIndustryandInformationTechnology,theMinistryofFinance,theMinistryofEcologyandEnvironment,theMinistryofWaterResources,the(七)加快构建统一的绿色产品认证与标识体系。统筹环境标志认证、节能低碳产品认证、节水产品认证、可再生能源产品认证和绿色设计产品评价制度,纳入绿色产品认证与标识体系实行统一管理,实施绿色产品全项认证或者分项认证。市场监管总局会同国家发展改革委、工业和信息化部、生态环境部等有关部门统一发布绿色产品标识、评价标准清单和认证目录。认证机构应当根据企业需求,依据纳入绿色产品评价标准清单的标准开展全项认证,并采信分项认证结果,避免重复检测和认证。在具备条件的领域,增加企业自我声明的评价方式。在已开展绿色产品认证的领域,政府采购按规定优先采购或者强制采购具备绿色产品标识的产品。(市场监管总局、国家发展改革委、工业和信息化部、财政部、生态环境部、水利部、商务部、国家能源局按职责分工负责)除法律、行政法规、国务院决定明确规定外,各地区、各部门不得在绿色产品认证与标识体系之外设定和实施涉及产品节约能源、节约资源、环境保护、低碳、绿色等方面的认定、认证、评比、评价、评选、标识等制度。(各地区、各部门负责)MinistryofCommerce,andtheNationalEnergyAdministrationshallberesponsibleaccordingtothedivisionoftheirrespectiveresponsibilities.)Unlessotherwiseexpresslyprovidedinlaws,administrativeregulations,andthedecisionsoftheStateCouncil,allregionsandalldepartmentsshallnotsetandimplementtheaccreditation,certification,rating,evaluation,selectionuponassessment,labeling,andothersystemsforenergyConSerVation,resourceconsen,ation,environmentalprotection,low-carbon,greenandotheraspectsbeyondthegreenproductcertificationandlabelingsystem.(Allregionsandalldepartmentsshallberesponsible.)四、完善支持基础电子产业高质量发展的制度体系IV.Improvingtheframeworkofthesystemforsupportingthehigh-qualitydevelopmentofthebasicelectronicsindustry(八)加大基础电子产业研发创新支持力度。统筹有关政 策资源,加大对基础电子产业(电子材料、电子元器件、 电子专用设备、电子测量仪器等制造业)升级及关键技术 突破的支持力度。通过实行“揭榜挂帅”等机制,鼓励相 关行业科研单位、基础电子企业承担国家重大研发任务。 引导建立以行业企业为主体、上下游相关企业积极参与、 科研院所有力支撑的研发体系,重点支持发展技术门槛 高、应用场景多、市场前景广的前沿技术和产品。(科技 部、工业和信息化部、国家发展改革委按职责分工负责)8.
