TheOverallPlanfortheDevelopmentoftheGuangdong-MacaoIn-DepthCooperationZoneinHengqin(4tPlan)isapprovedinprinciple.Pleaseconscientiouslyorganizetheimplementationthereof.国务院关于横琴粤澳深度合作区总体发展规划的批复（国函（2023）143号）国家发展改革委：国家发展改革委关于报送横琴粤澳深度合作区总体发展规划（送审稿）的请示（发改区域（2023）1603号）收悉。现批复如下：一、原则同意横琴粤澳深度合作区总体发展规划（以下简称规划），请认真组织实施。II. IntheimplementationofthePlan,theguidanceofXiJinpingThoughtonSocialismwithChineseCharacteristicsforaNewErashallbeadheredto,thespiritofthe20thCPCNationalCongressshallbefurtherimplemented,thegeneralprincipleofpursuingprogresswhileensuringstabilityshallbeadheredto,thenewdevelopmentconceptshallbeimplementedinacomplete,accurate,andcomprehensivemanner,theconstructionofanewdevelopmentpatternshallbeaccelerated,effortsshallbeconcentratedonpromotinghigh-qualitydevelopment,developmentandsafetyshallbecoordinated,appropriatediversificationofMacao'seconomyshallbecloselycenteredon,t4onecountry,twosystemsandruleoflawshallbeadheredto,emancipationofthemindandreformandinnovationshallbeadheredto,mutuallybeneficialcooperationandopennessandinclusivenessshallbeadheredto,thepoliciesandmeasurespromotingtheintegrateddevelopmentofHengqinandMacaoshallbeinnovatedonandimproved,cooperationshallbeenrichedandexpanded,theindepthcooperationbetweenGuangdongandMacaoshallbeadvancedthroughmoreeffectivemeasuresforopeningup,thenewindustriesthatpromotetheappropriatediversificationofMacao'seconomyshallbevigorouslydeveloped,theconstructionofnewhomesteadfacilitatingthelifeandemploymentofMacaoresidentsshallbeaccelerated,effortsshallbeconcentratedontheconstructionofanewsystemofhigh-standardopeningupthatintegrateswithMacao,thenewsystemfeaturingjointconsultationjointcontributionjointadministration,andsharingofbenefitsbyGuangdongandMacaoshallbecontinuouslyimproved,Macaoshallbesupportedinbetterintegratingitselfintotheoverall二、规划实施要以习近平新时代中国特色社会主义思想为指导，深入贯彻党的二十大精神，坚持稳中求进工作总基调，完整、准确、全面贯彻新发展理念，加快构建新发展格局，着力推动高质量发展，统筹发展和安全，紧紧围绕促进澳门经济适度多元发展，坚持“一国两制”、依法办事，坚持解放思想、改革创新，坚持互利合作、开放包容，创新完善推动琴澳体化发展的政策措施，丰富拓展合作内涵，以更加有力的开放举措统筹推进粤澳深度合作，大力发展促进澳门经济适度多元的新产业，加快建设便利澳门居民生活就业的新家园，着力构建与澳门一体化高水平开放的新体系，不断健全粤澳共商共建共管共享的新体制，支持澳门更好融入国家发展大局，为澳门“一国两制”实践行稳致远注入新动能。三、广东省人民政府要与澳门特别行政区加强沟通协 调，加大支持力度，为横琴粤澳深度合作区规划建设提供 坚实保障。横琴粤澳深度合作区管理委员会要加强统筹协 调、提高议事决策效率，切实履行合作区规划建设主体责 任。横琴粤澳深度合作区执行委员会要勇于担当、善于作 为，务实承担合作区规划建设主体执行责任，深入推进改 革创新、开放合作，高标准、高质量、高效率推进合作区 开发建设。四、国务院有关部门要结合自身职能加大政策保障力度，加强全过程指导，把横琴粤澳深度合作区作为本领域 深化改革、扩大开放的试验田和先行区。国家发展改革委 要完善工作协调机制，会同有关部门加强对规划实施 和横琴粤澳深度合作区建设的统筹指导，协调解决实施过 程中遇到的困难和问题，重大事项及时向党中央、国务院developmentofthecountry,andMacaoshallbegivenanewimpetusforstableandsustainedpracticeof“onecountry,twosystems.”III. ThePeople'sGovernmentofGuangdongProvinceshallstrengthencommunicationandcoordinationwiththeMacaoSpecialAdministrativeRegion,increaseitssupport,andprovideasolidguaranteefortheplanningforandconstructionoftheGuangdong-MacaoIn-DepthCooperationZoneinHengqin.TheManagementCommitteeoftheGuangdong-MacaoIn-DepthCooperationZoneinHengqinshallstrengthenoverallplanningandcoordinationandimprovetheefficiencyofdeliberationanddecision-making,andeffectivelyfulfilltheprimaryresponsibilitiesfortheplanningforandconstructionoftheCooperationZone.TheExecutiveCommiueeoftheGuangdong-MacaoIn-DepthCooperationZoneinHengqinshalldaretoassumeresponsibilitiesandbeadeptintakingactions,assumeinadown-to-earthmannertheprimaryimplementationresponsibilitiesfortheplanningforandconstructionoftheCooperationZone,furtheradvancereformandinnovationandopeningupandcooperation,andadvancethedevelopmentandconstructionoftheCooperationZonewithhighstandards,highqualityandhighefficiency.IV. RelevantdepartmentsoftheStateCouncilshallincreasepolicysupportbasedontheirrespectivefunctions,strengthenguidancethroughouttheprocess,andmaketheGuangdong-MacaoIn-DepthCooperationZoneinHengqinatestfieldandpilotzonefbrdeepeningthereformandexpandingopeningupinthisfield.TheNationalDevelopmentandReformCommissionshallimprovetheworkcoordinationmechanism,strengthenoverallguidanceontheimplementationofthePlan请示报告。国务院andtheconstructionoftheGuangdong-MacaoIn-DepthCooperationZoneinHengqin,coordinateinsolvingthedifficultiesandproblemsencounteredduringtheimplementation,andreportimportantmatterstotheCPCCentralCommitteeandtheStateCouncilforinstructionsinatimelymanner.StateCouncilDecember 1(), 20232023年12月10日
