MaingoalsInthenextfiveyears,ahigh-qualityinclusivefinancialsystemwillbebasicallyestablished.Newimprovementwillbemadeintheavailabilityoffinancialservicesinkeyfields,newprogressinsupply-sidestructuralreformofinclusivefinancewillbemade,financialinfrastructureanddevelopmentenvironmentwillbefurtherimproved,newachievementswillbemadeinpreventingandresolvingfinancialrisks,andinclusivefinancewillfacilitatenewprogressincommonprosperity.基础金融服务更加普及。银行业持续巩固乡乡有机 构、村村有服务,保险服务基本实现乡镇全覆盖。基础金 融服务的效率和保障能力显著提升,数字化服务水平明显 提高。Morewidelyavailablebasicfinancialservices.Thebankingindustrywillcontinuouslyconsolidatepresenceofinstitutionsandservicesinallvillages,andinsuranceserviceswillbasicallycoveralltownships.Theefficiencyandguaranteecapabilityofbasicfinancialserviceswillbesignificantlyimproved,andthelevelofdigitalsen,iceswillbesignificantlyimproved.经营主体融资更加便利。小微企业、个体工商户、农 户及新型农业经营主体等融资可得性持续提高,信贷产品 体系更加丰富,授信户数大幅增长,敢贷、愿贷、能贷、 会贷的长效机制基本构建。小微企业直接融资占比明显提 高,金融支持小微企业科技创新力度进一步加大。金融服 务现代化产业体系能力不断增强。金融支持乡村振兴更加有力。农村金融服务体系更加 健全。金融支持农村基础设施和公共服务的力度持续加 大。农业转移人口等新市民金融服务不断深化。三大粮食 作物农业保险覆盖率和保障水平进一步提升。新型农业经Moreconvenientfinancingforbusinessentities.Theavailabilityoffinancingformicroandsmallenterprises,individualindustrialandcommercialhouseholds,farmersandnewtypesofagriculturalbusinessentitieswillbecontinuouslyimproved,thesystemofcreditproductswillbecomericher,thenumberofcredit-grantinghouseholdswillbeincreasedsignificantly,andalong-termmechanismunderwhichfinancialinstitutionshavecourage,wish,abilityandskillstolendwillbebasicallyestablished.Theproportionofdirectfinancingofmicroandsmallenterpriseswillbeincreasedsignificantly,andfinancialsupportforscientificandtechnologicalinnovationofmicroandsmallenterpriseswillbefurtherincreased.Thecapacityofthemodemindustrialsystemoffinancialserviceswillbecontinuouslyenhanced.Greaterfinancialsupportforruralrevitalization.Theruralfinancialservicesystemwillbefurtherimproved.Financialsupportforruralinfrastructureandpublicsendeeswillbecontinuouslyincreased.Financialservicesfornewcitizenssuchasruralmigrantswillbecontinuouslydeepened.营主体基本实现信用建档评级全覆盖。脱贫人口小额信贷 对符合条件的脱贫户应贷尽贷,助力巩固拓展脱贫攻坚成 果同乡村振兴有效衔接.金融消费者教育和保护机制更加健全。金融知识普及 程度显著提高,人民群众和经营主体选择适配金融产品的 能力和风险责任意识明显增强。数字普惠金融产品的易用 性、安全性、适老性持续提升,“数字鸿沟”问题进一步 缓解。金融消费者权益保护体系更加完善,侵害金融消费 者权益行为得到及时查处。金融风险防控更加有效。中小金融机构等重点机构和 重点领域风险防控能力持续提升,风险监测预警和化解处 置机制不断完善。数字平台风险得到有效识别和防控。非 法金融活动得到有力遏制。金融稳定保障机制进一步完 善。Agriculturalinsurancecoverageandguaranteelevelofthreemajorfoodcropswillbefurtherimproved.Fullcoverageofcreditfileandratingwillbebasicallyrealizedamongnew-typeagriculturalbusinessoperators.Microfinanceforpopulationsliftedoutofpovertywillbeprovidedforhouseholdsliftedoutofpropertyasmuchaspossible,toassistineffectivelyaligningeffortstoconsolidateandexpandachievementsinpovertyalleviationwithruralrevitalization.Furtherimprovedconsumerfinancialeducationandprotectionmechanism.Thepopularizationoffinancialknowledgewillbesignificantlyimproved,andtheabilityofthepeopleandbusinessentitiestochoosesuitablefinancialproductsandtheirawarenessofriskresponsibilitywillbesignificantlyenhanced.Theeaseofuse,securityandsuitabilityfortheelderlyofdigitalinclusivefinancialproductswillbecontinuouslyimproved,andtheproblemof“digitaldivide”willbefurtheralleviated.Theprotectionsystemfortherightsandinterestsoffinancialconsumerswillbeimproved,andbehaviorsinfringingupontherightsandinterestsoffinancialconsumerswillbeinvestigatedandhandledinatimelymanner.Moreeffectivenancialriskpreventionandcontrol.Riskpreventionandcontrolcapabilitiesofkeyinstitutionsandfieldssuchassmallandmedium-sizedfinancialinstitutionswillbecontinuouslyimproved,andriskmonitoring,earlywarning,resolutionanddisposalmechanismswillbecontinuouslyimproved.Digitalplatformriskswillbeeffectivelyidentifiedandcontrolled.Illicitfinancialactivitieswillbeeffectivelycurbed.Themechanismforensuringfinancialstabilitywillbefurtherimproved.Furtherimprovedsupportingmechanismforinclusivefinance.Theinclusionandtransparencyofbasicfinancialinclusionplatformswillbecontinuouslyimproved,andcreditinformationsharingplatformsinkeyfieldswillbebasicallycompleted.Thesupportinglegalsystemwillbefurtherimproved,thecreditenvironmentforfaithfulperformancewillbebasicallyshaped,andtherisk-sharingcompensationmechanismwillbegraduallyoptimized.Theindexsystemforevaluatingthehigh-qualitydevelopmentofinclusivefinancewillbebasicallysound.II.Optimizingproductsandsen,icesinkeyfieldsofinclusivefinance4. Supportingthesustainabledevelopmentofmicroandsmallbusinessentities.Financialinstitutionsshallbeencouragedtodevelopproductsandservicesthatmeettheproductionandoperationcharacteristicsanddevelopmentneedsofmicroandsmallenterprisesandindividualindustrialandcommercialhouseholds,andincreasefirst-time,renewal,creditandmedium-andlong-termloans.Thespecializedmechanismforscientificandtechnologicalinnovationofmicroandsmallenterprisesinfinancialservicesshallbeestablishedandimproved,andsupportformicroandsmallenterprisesthatapplyspecial,sophisticatedtechniquestoproduceuniqueandnovelproductsandthatareinstrategicemergingindustriesshallbeincreased.Financialservicesformicroandsmallmanufacturingenterprisesshallbeoptimizedandnancialsupportforequipmentrenewalandtechnological普惠金融配套机制更加完善。普惠金融基础平台的包容性和透明度不断提升,重点领域信用信息共享平台基本建成。配套法律制度体系进一步完善,诚信履约的信用环境基本形成,风险分担补偿机制逐步优化。普惠金融高质量发展评价指标体系基本健全。二、优化普惠金融重点领域产品服务(四)支持小微经营主体可持续发展。鼓励金融机构开发符合小微企业、个体工商户生产经营特点和发展需求的产品和服务,加大首贷、续贷、信用贷、中长期贷款投放。建立完善金融服务小微企业科技创新的专业化机制,加大对专精特新、战略性新兴产业小微企业的支持力度。优化制造业小微企业金融服务,加强对设备更新和技术改造的资金支持。强化对流通领域小微企业的金融支持。规范发展小微企业供应链票据、应收账款、存货、仓单和订单融资等业务。拓展小微企业知识产权质押融资服务。鼓励开展贸易融资、出口信用保险业务,加大对小微外贸企业的支持力度。transformationshallbestrengthened.Financialsupportformicroandsmallenterprisesinthedistributionfieldshallbeincreased.Thedevelopmentofsupplychainnotes,accountsreceivable,inventories,warehousereceipts,orderfinancingandotherbusinessofmicroandsmallenterprisesshallbestandardized.Theintellectualpropertyrightspledgefinancingservicesformicroandsmallenterprisesshallbeexpanded.Tradefinancingandexportcreditinsuranceshallbeencouraged,andsupportformicroandsmallforeigntradeenterprisesshallbeincreased.5. Assistingintheeffectiveimplementationofthenationalstrategyforruralrevitalization.Theruralnancialservicesystemshallbeimproved.Theworkofmicrofinanceforpopulationliftedoutofpovertyduringthetransitionperiodshallbeeffectivelycompleted,andthecreditsupplyandinsuranceguaranteeforkeycountiesofnationalruralrevitalizationshallbeintensified,toassistinincreasingtheinternaldevelopmentmomentumofareasandpopulationliftedoutofpoverty.Financialsupportforruralindustrialdevelopment,culturalprosperity,ecologicalprotection,andurban-ruralintegrationshallbestrengthened.Theleveloffinancialservicesforruralhouseholds,groupsofpeoplereturningtotheirhometowns,andnew-typeagriculturalbusinessoperatorsshallbeimproved,toeffectivelymeetthefinancialneedsofnewcitizenssuchasagriculturalmigrants,andcontinuouslyincreasethenumberoffirst-timeborrowers.Financialguaranteeforalllinksandentitiesofgrainproductionshallbeincreased.Themedium-andlong-termcreditsupportforagriculturalandruralinfrastructuredevelopmentshallbeincreased.Thefinancingchannelsfor(五)助力乡村振兴国家战略有效实施。健全农村金融服务体系。做好过渡期内脱贫人口小额信贷工作,加大对国家乡村振兴重点帮扶县的信贷投放和保险保障力度,助力增强脱贫地区和脱贫群众内生发展动力。加强对乡村产业发展、文化繁荣、生态保护、城乡融合等领域的金融支持。提高对农户、返乡入乡群体、新型农业经营主体的金融服务水平,有效满足农业转移人口等新市民的金融需求,持续增加首贷户。加大对粮食生产各个环节、各类主体的金融保障力度。强化对农业农村基础设施建设的中长期信贷支持。拓宽涉农主体融资渠道,稳妥推广农村承包土地经营权、集体经营性建设用地使用权和林权抵押贷款。积极探索开展禽畜活体、养殖圈舍、农机具、大棚设施等涉农资产抵押贷款。发展农业供应链金融,重点支持县域优势特色产业。agriculture-relatedentitiesshallbeexpanded,andtheloanswithmortgagesonconventionalusufructonrurallandforagriculturaloperations,righttousefor-profitconstructionlandincollectiveownership,andforestrightsshallbesteadilypromoted.Loanswithmortgagesonagriculture-relatedassetssuchaslivelivestockandpoultry,aquaculturehousing,agriculturalmachineryandequipment,andgreenhousefacilitiesshallbeproactivelyexplored.Agriculturalsupplychainfinanceshallbedeveloped,withafocusonsupportingadvantageousandcharacteristicindustriesincounties.6. Improvingthequalityoffinancialservicesinthefieldofpeople'slivelihood.Theinvestmentandfinancingsystemsinthesocialfieldshallbereformedandimproved,andweaklinksinsocialundertakingsshallbepromotedinanacceleratedmanner.Thepoliciesforguaranteedloansforbusinessstart-upshallbeeffectivelyimplementedandtheconvenienceofloansshallbeincreased.Theexpansionofloansforwomen'sbusinessstart-upshallbepromoted.Financialinstitutionsshallbesupportedinenrichingfinancialproducts,suchascollegestudentloansandloansforbusinessstart-upofstudentsunderthepremiseofcomplyingwithlawsandregulationsandkeepingrisksundercontrol.Elderly-orientedandfriendlyfinancialproductsandservicesshallbeimproved,andfinancialsupportforindustriesandprojectsofelderlycareservicesandmedicalandhealthservicesshallbestrengthened.Thedevelopmentofsavings,financialmanagement,insurance,fundsandotherproductswithpensioncharacteristicsshallbesupported.Trustcompaniesshallbeencouragedtodeveloptrustproductsinthefieldofelderlycare.Attentionshallbepaidtostrengtheningmanual,remoteanddoor-to-door(六)提升民生领
