    促进国家级新区高质量建设行动计划ActionPlanforPromotingtheHigh-QualityConstructionofState-1.evelNewAreas制定机关:国家发展和改革委员会(含原国家发展计划委员会、原国家计划委员会)公布日期:2024.03施行日期:2024.03效力位阶:部门工作文件法规类别:计划综合规定IssuingAuthority:NationalDevelopment&ReformCommission(incl.fbnnerStateDevelopmentPlanningCommission)DateIssued:03-2024EffectiveDate:03-20241.evelofAuthority:DepartmentalWorkingDocumentsAreaof1.aw:GeneralProvisionsonPlanningActionPlanforPromotingtheConstructionofState-1.evelNewAreasHigh-Quality促进国家级新区高质量建设行动计划(国家发展和改革委员会2024年3月)国家级新区(以下简称新区)是承担国家重大发展和改革开放战略任务的综合功能平台,目前全国共19个,包括上海浦东、河北雄安新区和天津滨海、重庆两江、浙江舟山群岛、兰州、广州南沙、陕西西咸、贵州贵安、青岛西海岸、大连金普、四川天府、湖南湘江、南京江北、福州、云南滇中、哈尔滨、长春、江西赣江新区。近年来,按照党中(NationalDevelopmentandReformCommission,March2024)State-levelnewareas(hereinafterreferredtoasunewareas)arethecomprehensivefunctionalplatformsthatundertakethestrategictasksofthestateformajordevelopment,reformandopeningup.Currently,Chinahas19newareas,includingShanghaiPudongNewDistrict,HebeiXiong,anNewDistrict,TianjinBinhaiNewArea,Chongqing1.iangjiangNewArea,ZhejiangZhoushanIslandsNewArea,1.anzhouNewArea,GuangzhouNanshaNewArea,ShaanxiXixianNewArea,GuizhouGui,anNewArea,QingdaoWestCoastNewArea,DalianJinpuNewArea,SichuanTianfuNewArea,HunanXiangjiangNewArea,NanjingJiangbeiNewArea,FuzhouNewArea,YunnanDianzhongNewArea,HarbinNewArea,ChangchunNewArea,andJiangxiGanjiangNewArea.Inrecentyears,inaccordancewiththedecisionsandarrangementsmadebytheCPCCentralCommitteeandtheStateCouncil,allnewareashavemadesolidprogressinreformsandinnovationsthathaveadirectbearingonthebigpictureandspecialfields,gatheredagroupofindustrialclusterswithstrongcompetitivenessandinfluence,andplayedimportantdemonstrationanddrivingroles.Onthenewjourneyahead,forthepurposesoffurthergatheringandstimulatingthestrongmomentumfortakingonresponsibilityandbeingenterprising,enhancingthefunctionsofpioneeringexplorationanddemonstrationandleadership,andcreatingimportantgrowthpolesthatdrivehigh-qualitydevelopmentoftheregionaleconomy,thefollowingactionplanforthekeytaskstobeadvancedinaconcentratedmannerinthenextthreeyearsisherebyproposed.央、国务院决策部署,各新区扎实推进事关全局和专项领域的改革创新,聚集了一批具有较强竞争力和影响力的产业集群,发挥了重要示范带动作用。在新征程上,为进一步凝聚激发新区担当作为、干事创业的强劲动力,增强先行探索、示范引领功能,打造带动区域经济高质量发展的重要增长极,现就今后3年拟集中推进的重点工作任务,提出如下行动计划。I. Overallrequirements一、总体要求以习近平新时代中国特色社会主义思想为指导,全面贯彻落实党的二十大精神,坚持稳中求进工作总基调,完整、准确、全面贯彻新发展理念,加快构建新发展格局,着力推动高质量发展,坚持目标导向和问题导向相结合,坚持深化供给侧结构性改革和着力扩大有效需求协同发力,紧紧围绕改革开放综合功能平台的定位,推动新区在建设现代化产业体系上更有作为,在激发经济发展活力上精准施策,在重点领域改革上深化探索,努力打造高质量发展引领区、改革开放新GuidedbyXiJinpingThoughtonSocialismwithChineseCharacteristicsinaNewEra,allrelevantpartiesshallcomprehensivelyimplementthespiritofthe20thCPCNationalCongress,staytruetothegeneralprincipleofpursuingprogresswhileensuringstability,completely,accuratelyandcomprehensivelyimplementthenewdevelopmentphilosophy,acceleratethefosteringofanewdevelopmentparadigm,concentrateeffortsonadvancinghigh-qualitydevelopment,adheretothecombinationofbeingobjective-orientedandbeingproblem-oriented,adheretodeepeningsupply-sidestructuralreformandconcentrateeffortsonexpandingeffectivedemandsandmakingconcertedefforts,closelycenteronthepositioningofcomprehensivefunctionplatformsofreformandopeningup,boostnewareastobecomeamoreactiveplayerinbuildingamodernindustrialsystem,implementtargetedpoliciesinstimulatingthevitalityofeconomicdevelopment,deepentheexplorationinthereformsinkeyfields,strivetocreateleadingareasforhigh-qualitydevelopment,newhighlandsforreformandopeningup,andnewbenchmarksforurbanconstruction,betterservemajorregionalstrategiesandregionalcoordinateddevelopmentstrategies,andmakecontributionstoChinesemodernization.高地、城市建设新标杆,更好服务区域重大战略和区域协调发展战略,为中国式现代化建设贡献力量。II. Enhancingthescientificandtechnologicalandindustrialcompetitivenessofnewareas(1) Intensifyingthefunctionsofdrivingscientificandtechnologicalinnovation.Theadvantagesofscientificandtechnologicalinnovationsingatheringresourcesshallbemaximized,ZhangjiangScienceCityandNanshaScienceCity,amongothers,shallbesupportedinundertakingcomprehensivenationalsciencecenterconstructiontaskswithhighquality,agroupoflargescientificfacilitiesshallbeproducedandputintooperation,researchshallbemadeonthefeasibilityofconstructionofagroupofmajorscientificandtechnologicalinfrastructureinnewareaswhereconditionspermitduringthe"15thFive-YearPlarrperiod,andeligiblenewareasshallbegivenpriorityinenjoyingregionalscientificandtechnologicalinnovationresourcesandplatforms.二、增强新区科技和产业竞争力(一)强化科技创新策源功能。发挥科技创新资源集聚优势,支持张江、南沙科学城等高水平承担综合性国家科学中心建设任务,建成投运一批大科学装置,研究“十五五”时期在有条件的新区建设新一批重大科技基础设施可行性,支持区域科技创新资源和平台向具备条件的新区倾斜。(二)推动跨区域高水平协同创新。支持有关新区把握京津冀协同发展、粤港澳大湾区建设、长三角一体化发展及成渝地区双城经济圈建设、长江中游城市群发展等带来的重大机遇,建立健全协同创新机制,实施产业核心技术联合攻关、科技成果跨区域转化,推动创新要素有序流动和高效配置,服务构建区域科技创新体系。(2) Promotingcross-regionalandhigh-levelcross-regionalcollaborativeinnovation.RelevantnewareasshallbesupportedinseizingthemajoropportunitiesbroughtbythecoordinateddevelopmentofBeijing-Tianjin-Hebeiregion,theconstructionoftheGuangdong-HongKong-MacaoGreaterBayArea,theintegrateddevelopmentoftheYangtzeRiverDelta,theconstructionoftheChengdu-Chongqingtwin-cityeconomiccircle,andthedevelopmentofCityClusteralongtheMiddleReachesoftheYangtzeRiver,amongothers,toestablishandimprovecollaborativeinnovationmechanisms,implementjointresearchonindustrialcoretechnologiesandcross-regionaltransformationofscientificandtechnologicalachievements,promotetheorderlyflowandefficientallocationofinnovationelements,andservethebuildingofaregionalscientificandtechnologicalinnovationsystem.(三)巩固提升新区千亿级及主导产业竞争优势。聚焦汽车、新型显示、装备制造、石化化工、智能家电、纺织等新区年产值达到千亿元产业或12个主导产业,由所在省(市)提出针对性的政策措施,支持实施制造业技术改造升级工程,强化资源要素保障水平,吸引产业链关键环节集聚。(3) Consolidatingandenhancingthecompetitiveadvantagesof100-billion-worthandleadingindustriesofnewareas.Byfocusingonindustrieswithanannualoutputvalueof100billionyuanormoresuchasautomobiles,newdisplays,equipmentmanufacturing,petrochemicals,smarthomeappliances,andtextileoroneortwoleadingindustriesinnewareas,theprovinces(cities)wheretheyarelocatedshallproposepertinentpoliciesandmeasurestosupporttheimplementationofthetechnologicaltransformationandupgradingprojectsinthemanufacturingindustry,enhancethelevelofguaranteeofresourcefactors,andattracttheconcentrationofkeylinksofindustrialchains.(四)支持新区优化重点产业布局。推动设在新区的国家新型工业化产业示范基地提质增效,支持有条件的地区以新区为重点培育先进制造业集群,鼓励聚焦新区优势产业建设相关试验区、先导区,鼓励创建绿色工厂、供应链和工业园区。(五)有序推进智能制造和数字化转型。加快设在新区的国家新一代人工智能创新发展试验区和国家人工智能创新应用先导区建设,上海浦东新区带动赋能千家企业数字化转型,天津滨海新区打造一(4) Promotingtheintelligentmanufacturinganddigitaltransformationinanorderlymanner.TheconstructionoftheNationalPilotAreasfortheInnovativeDevelopmentofNew-generationAlandtheNationalPioneeringZonesforInnovativeAlApplicationestablishedinnewareasshallbeaccelerated.ShanghaiPudongNewAreashalldriveandempowerthedigitaltransformationofmorethanonethousandenterprises,andTianjinBinhaiNewAreashallcreateagroupoftypicalapplicationscenarios.Researchshallbeconductedtosupportthelayoutandconstructionofzonesforpioneeringthedevelopmentoffuture-orientedindustriesintheplaceswherenewareaswhereconditionspermitarelocated.Byrelyingonthepilotprogramofdigitaltransformationofsmallandmedium-sizedenterprisesinnewareasandtheimportanttasksundertakenbynewareassuchasbuildingnationalcomputingpowerhubnodes,majorintelligentmanufacturingprojectsshallbeimplementedandanumberofindustrialInternetplatformsshallbelaidout.(6) SupportingnewdistrictsincentralandwesternChinaandnortheasternChinainenhancingtheirindustrialundertakingandcultivationcapabilities.Relevantprovinces(cities)shallbesupportedincomprehensivelymaximizingtherolesofnewareas,industrialrelocationdemonstrationzones,andotherplatforms,improvingcollaborationmechanisms,promotingdislocationdevelopment,improvingtheirindustrialundertakingcapabilitiesinacoordinatedmanner,andprovidingappropriatesupporttoqualifiedprojectsthroughtheinvestmentwithinthecentralbudgetAsfor1.anzhouNewArea,ShaanxiXixianNewArea,GuizhouGui,anNewArea,HarbinNewArea,ChangchunNewArea,andothernewareas,theprovinces(cities)wheretheyarelocatedshalldevelopspecialplansforindustrialcultivationandupgradingtopromotetheagglomerationandclusterdevelopmentofindustrieswithcomparativeadvantagesandenhanceindustrialcompetitiveness.批典型应用场景。研究支持在有条件的新区所在地方布局建设未来产业先导区。依托设在新区的中小企业数字化转型试点和新区承担的建设国家算力枢纽节点等重要任务,实施智能制造重大项目,布局一批工业互联网平台。(六)支持中西部和东北的新区提升产业承接和培育能力。支持有关省(市)综合发挥新区、承接产业转移示范区等平台作用,健全协作机制,推动错位发展,协同提升产业承接能力,中央预算内投资对符合条件的项目予以适当支持。对兰州、陕西西咸、贵州贵安、哈尔滨、长春等新区,由所在省(市)制定产业培育提升专项方案,促进具有比较优势的产业集聚和集群化发展,提升产业竞争力。(七)鼓励中央企业深化与新区合作。支持新区依托所在省(市)与中央企业开展产业对接、技术合作等,组织有意愿的中央企业开展产业合作新区行等活动。鼓励中央企业在(7) Planningandconstructingmajorprojectswithhighquality.Newareasshallestablishandimprovethemajorprojectdatabasesinwhichprojectsunderrelevantnationalplanningandinvestmentswithinthecentralbudget,localgovernmentspecial-purposebonds,andotherprojectssupportedbythestateshallbeallincluded,strengthentheoversightofmajorfields,arrangeforspecialpersonstokeepacloseeyeontheimplementationofvarioustasks,workouttimetableswithacleardivisionofresponsibilitiesbasedonthedeadline,andcompletevariousworkbasedontheestablishedplans,objects,schedules,andrequirements.Relevantdepartmentsandrelevantprovinces(cities)shallvigorouslysupporteligibleprojectsinnewareasinconsiderationoftheworksuchaspreparationofplansforkeyfieldsduringtheu15thFive-YearPlanperiodandexaminationandpromotionoftheconstructionofmajorprojects.三、多措并举扩大有效需求(八)高水平谋划和建设重大项目。新区建立完善重大项目库,将列入国家有关规划的项目和中央预算内投资、地方政府专项债券等国家支持的项目全部入库,加强重点监管,实行专人盯住、倒排工期、挂图作战。有关部门、相关省(市)结合编制“十五五”重点规划、审核推进重大项目建设等工作,对新区符合条件的项目予以积极支持。(九)常态化开展项目建设靠前服务。健全困难和问题协调解决机制,依法依规深化告知承诺制、容缺受理、多评合一等改革探索,加快推进工程建设项目审批标准化规范化,进一步提高新区投资项目审批核准备案、规划许可、施工许可等办理效率和服务水平。(9) Providingproactiveservicesforprojectconstructiononaroutinebasis.Themechanismsforcoordinatingtheresolutionofdifficultiesandproblemsshallbeimproved;thereformandexplorationofnotificationandcommitmentsystem,toleranceofincompletenessintheacceptanceofapplications,andintegrationofmultipleassessmentsintoone,amongothers,shallbedeepenedinaccordancewithlawsandregulations;thestandardizationofconstructionprojectapprovalshallbeadvancedatafasterpace;andthehandlingefficiencyandserviceleveloftheapproval,confirmationandrecordation,planningpermission,andconstructionpermission,amongothers,ofinvestmentprojectsinnewareasshallbe(十)创新方式对接引进投资项目。探索通过联合发布新区投资机会清单、组团开展“走出去”和“引进来”系列活动等方式,主动释放资源要素,创造市场机会,吸引各类资本、企业等落户。furtherenhanced.(10) Promotingtheexpansionandqualityimprovementofconsumptionwithdistinctivefeatures.Vigorouseffortsshallbemadetotapthemarketpotentialofcharacteristicindustriesandproductsinlocalregions,andnewbusinessformsandnewmodelssuchasonlinesalesandlivestreaminge-commerceshalltoboosttheproductionandenhancementbedevelopedinaregulatedmannerbuildingofsmoothandefficientmarketingchainsandpromotetheofproductinfluence.QingdaoInternationalBeerFestival,HarbinInternationalIceandSnowFestivalandothereventsshallbeheldinaninnovativemannertoenrichcharacteristicconsumptionscenariosandprovidehigh-qualityfaciIitativeservices.(十二)培育消费新业态。支持具备条件的新区因地制宜做强“首店经济”和“首发经济”。支持上海浦东、天津滨海、重庆两江、广州南沙等新区积极打造国际消费中心重要承载地。深入实施增品种、提品质、创品牌“三品”行动,顺应消费理念转变趋势,发掘培育(12) Cultivatingnewconsumptionforms.Newareaswhereconditionspermitshallbesupportedinstrengtheningufirst-releaseeconomynandadebuteconomynbasedonlocalconditions.ShanghaiPudongNewArea,TianjinBinhaiNewArea,Chongqing1.iangjiangNewArea,GuangzhouNanshaNewArea,andothernewareasshallbesupportedinbeingproactivelybuiltintoimportantareasundertakingtheconstructionofinternationalconsumptioncenters.Thecampaignstoincreasethevarietyofproducts,improvetheirquality,andbuildthebrandsshallbefurtherimplemented;andbyembracingthetrendofchangesinconsumptionconcepts,agroupofself-owned,emerging,high-end,nicheanddistinctivebrandsshallbeexploredandcultivated,andnewareasofconsumptiongrowthsuchasdomesticbrandswithChinesedesignelementsshallbefostered.一批自主、新兴、高端、小众特色品牌,培育国货“潮品”等新的消费增长点、。(13) Maximizingtheadvantagesofcoastalandopenplatforms.RelevantnewareasshallbesupportedinseizingtheopportunitiesofbuildingShanghaiPort,NingboZhoushanPort,DalianPort,TianjinPort,QingdaoPort,andGuangzhouPort,amongothers,intointernationalhubportstogiveprioritytothedevelopmentofport-relatedindustriesandmodernshippingserviceindustry,enhancethefunctionsofporthubsandwatertransportchannels,promotetheagglomerationoffactors,andexpandthespaceforconnectionswithothercountriesoverlandandseaandthedevelopmentofsea-orientedeconomy.(十三)进一步发挥临港和开放平台优势。支持有关新区把握上海港、宁波舟山港以及大连港、天津港、青岛港、广州港等建设国际枢纽港的机遇,重点发展临港产业和现代航运服务业,提升港口枢纽、水运通道功能,促进要素集聚,拓展陆海内外联动和向海经济发展空间。(十四)创新拓展双多边合作模式和领域。重庆两江新区探索与新加坡联合打造中新(重庆)科技创新国际合作标杆园区,带动深化与东盟国家在产业、基础设施、绿色发展等领域务实合作。哈尔滨新区探索本币结算、商事仲裁、出口认证、科技成果转化等领域合作。福州新区与平潭综合实验区探索建立以产业园区为载体的对台合作共建发展模式。广州南沙新区立足湾区、协同港澳,建设中国企业“走出去”综合服务(14) Innovatingonandexpandingbilateralandmultilateralcooperationmodelsandfields.Chongqing1.iangjiangNewAreashallexplorethewaystocreatejointlywithSingaporetheSino-Singapore(Chongqing)BenchmarkParkforInternationalCooperationinScienceandTechnologyInnovationtodrivethepragmaticcooperationwithASEANcountriesinindustry,infrastructure,greendevelopment,andotherfields.HarbinNewAreashallexplorecooperationinfieldssuchaslocalcurrencysettlement,commercialarbitration,exportcertification,andtransformationofscientificandtechnologicalachievements.FuzhouNewDistrictandPingtanComprehensiveExperimentalZoneshallexploretheestablishmentofamodelofcooperationandjointdevelopmentwithTaiwanwithindustrialparksasthecarriers.GuangzhouNanshaNewAreashall,basedontheGuangdong-HongKong-MacaoGreaterBayAreaandincoordinationwithHongKongandMacao,buildacomprehensiveservicebaseforChineseenterpri
