Requirementsforvesse1.inspectionandcertificateissuanceScopeofapp1.ication:shipsengagedoninternationa1.voyageswith500grosstonnageandabovethatcancarry12ormoreindustria1.personne1.Forapp1.icab1.eships,theshipinspectioninstitutionsha1.1.conductinspectionsinaccordancewiththere1.evantrequirementsoftheTechnica1.Regu1.ationsfortheStatutorySurveysofSea-goingShipsEngagedonInternationa1.VoyagesandissuetheSafetyCertificateforIndustria1.Personne1.andtheEquipmentRecordsforthosepassingtheinspections.II. Requirementsforindustria1.personne1.1. Industria1.personne1.meansthepersonscarriedonashipforthepurposeofconductingoffshoreindustria1.activitiesonanothershiporoffshorefaci1.ities.2. Themasterofashipcarryingindustria1.personne1.sha1.1.ensurethatthecarriedindustria1.personne1.satisfythefo1.1.owingrequirements:(1) Theyare16yearso1.dorabove.(2) Theyho1.dava1.idCertificateofConformityfortheBasicSafetyTrainingofSeafarersofSeagoingShipsortheCertificateofConformityfortheMaritimeTrafficSafetySki1.1.TrainingofStaffofOffshoreFaci1.ities(at1.easthavingcomp1.etedthebasictraining).适用范围：500思吨及以上，载运12名以上工业人员的国际航行船帕。针对适用船舶，船舶检验机构应当按照国际航行海船法定检验技术规则相关要求开展检验，检验合格的，签发工业人员安全证书和设备记录。二、工业人员要求（一）工业人员是指为在其他船舶或海上设施从事海上工业活动而在船舶载运的人员。（二）载运工业人员船舶船长应确保所载运的工业人员符合以下要求：1 .年满16周岁。2 .持有有效的海船船员基本安全培训合格证或海上设施工作人员海上交通安全技能培训合格证明（至少完成基本培训）：3 .持有有效且符合服务及其他船员岗位健康要求的海船船员健康证明，或其所从事海Theyho1.dava1.idHea1.thCertificatefortheSeafarersofSeagoingShipswhichcomp1.ieswiththehea1.threquirementsforservicesandotherseafarerpositions,orahea1.thcertificaterecognizedbytheentitywheretheyengageinoffshoreindustria1.activities.上工业活动业主单位认可的健康证明：4.熟悉船舶或船上船员的主要工作语言。(4)Theyarefami1.iarwiththemainworking1.anguageoftheshiporseafarersonboard.3.Beforeashipsai1.s,industria1.personne1.tofo1.1.owingtrainingandtrainingrecords:themastersha1.1.organizeparticipateinat1.eastthekeepthecorresponding（三）在船幽开航前，船长应当组织工业人员至少进行以下培训并保存相应的培训记录：(1)Fami1.iarizationtraining,inc1.udingbutnot1.imitedtotheovera1.1.1.ayoutoftheship,persona1.1.ifesavingapp1.iances,assemb1.yandboardingpoints,emergencyescaperoutes,andthe1.ocationsoffirst-aidstations.1.熟悉培训，包括但不限于：船舶的总体布置，个人救生设备、集结和登乘点、紧急逃生路线、急救站的位置；(2)Emergencytraining,inc1.udingbutnot1.imitedtosafetyinformation,symbo1.s,signs,anda1.armsonboard,andactionstobetakenintheeventofana1.armsoundingoranemergency.2.应急培训，包括但不限于：船上的安全信息、符号、标志和警报，警报鸣响或者紧急情况发生时应采取的行动等；(3)Trainingforpersonne1.transferatsea,inc1.udingbutnot1.imitedtotheproceduresandarrangementsforpersonne1.transferatseaandthere1.evantsafetyequipmentandmeasures.3海上人员转移培训，包括但不限于：船加的海上人员转移程序、安排，以及相关的安全设备和措施。III.Specia1.trainingrequirementsfortheseafarersofshipscarryingindustria1.personne1.三、载运工业人员船舶船员特殊培训要求Tp1.etethetrainingofCertificateIofSpecia1.TrainingfortheSeafarersofPassengerShipsorCertificateI1.ofSpecia1.TrainingfortheSeafarersofPassengerShipsata载运工业人员拓舶招员应当在具有客船相员特殊培训项目的海船船员培训机构完成“客船船员特殊培训合格证1”或“客船船员特殊培训合格证I,培训，并具有培训机构出具的相应培训证明。seagoingshipcrewtraininginstitutionofferingspecifictrainingprogramsfortheseafarersofpassengershipsandsha1.1.havethecorrespondingtrainingcertificatesissuedbythetraininginstitution.四、载运工业人员船殖管理人安全管理要求IV.Safetymanagementrequirementsforthemanagersofshipscarryingindustria1.personne1.(一)船舶管理人应当制定工业人员在船安全管理制度，规定工业人员在船活动范围和安全注意事项，采取措施防止工业人员进入危险处所或可能影响船员安全操作的场所。1. Theshipmanagersha1.1.deve1.opsafetymanagementru1.esforindustria1.personne1.onboard,specifyingthescopeofactivitiesofandsafetyprecautionsforindustria1.personne1.onboard,andthemeasurestakentopreventindustria1.personne1.fromenteringhazardous1.ocationsorp1.acesthatmayaffectthesafeoperationofseafarers.(一)船勘管理人应当制定工业人员海上登离船转移程序，并对载运工业人员裕舶船员进行工业人员在海上转移的安全注意事项培训。在人员海上转移前，相长或相关负责人员应当对天气、海况、能见度、通信及安全设备状况和人员救生衣穿着等情况进行核查，确保符合人员安全转移条件。禁止在恶劣天气或海况下进行人员海上转移。2. Theshipmanagersha1.1.deve1.optheproceduresforthetransferofindustria1.personne1.onandofftheshipatseaandprovidetheseafarersoftheshipcarryingindustria1.personne1.withtrainingonsafetyprecautionsforthetransferofindustria1.personne1.atsea.Beforepersonne1.transferatsea,themasterorthere1.evantpersoninchargesha1.1.conductchecksonweather,seaconditions,visibi1.ity,thestatusofcommunicationsandsafetyequipment,thewearingof1.ifejacketsbypersonne1.,andothercircumstancestoensurecomp1.iancewithconditionsforthesafetransferofpersonne1.Personne1.transferatseaisprohibitedinsevereweatherorseaconditions.()船舶管理人应当制定我运工业人员应急预案，确保在载运、转移过程中发生人员落水、突发大病、受伤、群体事件等紧急情况时能够及时应对。3. Theshipmanagersha1.1.makeacontingencyp1.anforthetransportofindustria1.personne1.toensurethepromptresponsetoemergenciessuchaspersonfa1.1.ingoverboard,suddenseriousdisease,injury,andmassincidentoccurringduringthetransportandtransferprocess.(四)在相舶开航前，船舶管理人应当准确掌握拟载运的工业人员的数量和正确身份信息，船长或相关负责人员应当对实际运载情况进行核实，保证核准的船上总人数不超过设备记录上签注的人数，并通过船舶进出港报告系统如实向海事管理机构报送相关信息。4. Beforeashipsai1.s,theshipmanagersha1.1.accurate1.yobtainthenumberofindustria1.personne1.tobecarriedandtheircorrectidentityinformation,themasterorthere1.evantpersoninchargesha1.1.verifytheactua1.carryinginformation,ensurethattheapprovedtota1.numberofpersonne1.onboarddoesnotexceedthenumberindicatedontheEquipmentRecord,andtruthfu1.1.yreportthere1.evantinformationtothemarinesafetyadministrationthroughtheshipentryandexitreportingsystem.五、裕船安全航行要求(一)在舲船开航前，船长或相关负责人员应当对工业人员的条件及相关证明材料等进行检查，对工业人员及其所携带的物品进行登轮前安全检查，将检查情况予以记录并在船保存，以备海事管理机构查验。V.Requirementsforthesafenavigationofships1. Beforeashipsai1.s,themasterorthere1.evantpersoninchargesha1.1.inspecttheconditionsandre1.evantsupportingdocuments,amongothers,oftheindustria1.personne1.,conductpre-boardingsecuritychecksoftheindustria1.personne1.andtheitemscarriedbythem,andrecordcheckresu1.tsandkeeprecordsonboardforinspectionbythemaritimesafetyadministration.(二)如载运危险货物，则需满足IP规则第IV、V部分的附加规则要求。2. Ifdangerousgoodsarecarried,therequirementsofadditiona1.ru1.esinPartsIVandVoftheIPRu1.essha1.1.besatisfied.六、海事安全监管要求VI.Maritimesafetyregu1.atoryrequirements(一)海事管理机构应当加强对载运工业人员船舶的技术条件和检验证书、招员和工业人员的资质证书和培训记录、货物和人员的载运情况以及船舶管理等情况的监督检查。1. Themaritimesafetyadministrationsha1.1.strengthenthesupervisionandinspectionofthetechnica1.conditionsandinspectioncertificatesoftheshipscarryingindustria1.personne1.,thequa1.ificationcertificatesandtrainingrecordsoftheseafarersandindustria1.personne1.,informationonthecarriageofgoodsandpersonne1.,shipmanagement,andothercircumstances.（二）海事管理机构应当通过航运公司安全和防污染管理体系审核和公司监督检查等方式，开展对航运公司的相关体系、制度建立和执行情况的核查。2. Themaritimesafetyadministrationsha1.1.,throughtheexaminationofthesafetyandpo1.1.utionpreventionmanagementsystemsofshippingcompaniesandthesupervisionandinspectionofcompanies,inspecttheestab1.ishmentandimp1.ementationofre1.evantsystemsandru1.esofshippingcompanies.（三）海事管理机构在监督检查过程中，发现航运公司或船舶、船员、工业人员存在不满足本通知要求的，应当责令其整改。情节严重的，依法采取禁止船舶离港、公司附加审核、海事行政处罚等措施。3.
