    erecommendationsoftheglobalcommissiononpeople-centredcleanenergytransitionsRecommendationsoftheGlobalCommissiononPeople-CentredCleanEnergyTransitionsThe Global Commission on People-Centred Clean Energy Transitions believes that all clean energy transitions should be truly people-centred and inclusive, and that this is essential to the success of energy system transformation at the pace and scale required to deliver global ambition for climate change mitigation. Inaction is not an option.Clean energy transitions will create jobs, enhance our quality of life and ensure a cleaner, healthier environment. A people- centred approach ensures the benefits and costs involved in the transformation of our energy system are distributed fairly and in a way that protects the most vulnerable in society. People-centred clean energy transitions require a focus on skills, decent jobs and worker protection; social andDecentjobs and worker protectioneconomic development; equality, social inclusion and fairness; and engaging people as active participants.Our actionable recommendations draw on recent experiences and best practices from around the world. The Commission recognises that local circumstances and clean energy pathways will differ, and therefore these recommendations may be applied in different ways. DesigntransitionstomaximisethecreationofdecentjobsCleanenergytransitionscansignificantlyimprovethelivelihoodsofpeople,generatingmanymorejobsthanwillbelost.However,newjobswillnotalwaysbecreatedinthesameplaces,suitthesameworkersorskillsets,orbeofthesamequalityorremuneration.Strategicdesignofcleanenergytransitionsbygovernmentscanminimisenegativeemploymentdisruptionsandmaximiseopportunitiesfornew,goodqualityjobsacrossregionsbyaligningwithexistingstrengths,infrastructureandskillsets,promotinginnovationandidentifyingopportunitiesinnewandemergingareas.Establishingclearandtransparentlong-termenergytransitionstrategieswillhelpstimulateandde-riskprivateinvestmentincleanenergysectorstosupportjobcreation. AspartofDenmark'sdecisiontophaseoutoilandgasproductionintheNorthSeaby2O5Ozthegovernmentisplanninganaidpackagetoensurelocaljobsfortheexistingskillsetofoilandgasworkersthroughcarboncapture,utilisationandstorage(CCUS)andelectrificationprojects.More detailed descriptions of all case studies can be found on the IEAWebSite JaPanhasrecentlybeguntodeployammoniaasafuelforexistingthermalpowerplants,whichcanretainexistingworkforceswhilecreatingjobsinnewsupplychains. Canadaplanstoleverageitsexistingstrengthsintheoilandgassectortodevelopitshydrogensector,creatingupto350000quality,greenjobsoverthenextthreedecades.Governmentscanalsoexplicitlyalignindustrialandclimatepoliciestopromoteinnovationandjobcreationingrowingareassuchasenergyservices,renewablesandsmarttechnology.Addressingissuessuchaseconomicdiversificationanddevelopmentwillbeparticularlyimportantforfossilfuelproducingandexportingcountries.India,sMakeinIndiaindustrialisationstrategyaimstoattractcompaniestoproducesolarPV,lithiumbatteries,solarcharginginfrastructureandotheradvancedtechnologiesinIndia.EnvisionhasbeenworkingwiththecityofOrdosinChia,scoal-producingprovinceofInnerMongoliatorepurposeitseconomybybuildingrenewableanddigitaltechnologyparksasanalternativetocoalproduction. TheEllrODeanGreenDealisacomprehensivegrowthstrategy,coveringallsectorsoftheeconomy,designedtomaximisethejobpotentialofthegreentransition. TheUnitedStates,amongothers,ispromotingthedevelopmentofCCUSthroughtaxcreditsasadecarbonisationpathwayforitsfossilfueldependentindustriestohelppreservejobsinthesesectors.Itisequallyimportanttoensurethatnewjobscreatedbyenergytransitionsareofgoodqualityandupholdthehighestlabourstandards.Therearewell-developedprinciplesforsupportingthoseaffectedbyemploymentchangesincleanenergytransitions,mostnotablytheInternationalLabourOrganisation's(ILO,s)2015GUidSIineSforaJUStTranSitiOnTOWardSEnVirOnmentalIySUStainabIeECOnomieSandSOCietieSforAll,whichprovideapolicyframeworkandspecificrecommendationstoensurethatenergytransitionpoliciesaresociallyinclusiveandsupportdecentwork.Chartingpathwaysfornet-zeroworkforces,includingquantificationofjobpotentials,canhelpgovernmentsunderstandfuturejobopportunitiesandplanforeducationandskillsneeds. RecentIEAanalysisofjobgainsandlossesunderanetzeropathwaywillhelpgovernmentsunderstandandprepareforemploymentshiftsbroughtaboutbyenergytransitions.ItillustratesthatstronginvestmentincleanenergywilloverallboostGDPgrowthandcreatemanymillionsofjobs,althoughcaremustbetakenregardingthedistributionofgainsandlosses. TheUKhassetupaGreenJobSTaSkfOrCetogatherevidenceonskillsneededforthetransitiontonetzero. AstudyofIndia'soptionstomoveawayfromcoalwhilepreservingemploymentandeconomicprospectsforitscoal-reliantcommunitieshighlightstheimportanceofmodellingemploymentanddistributionalimpactsfromcoalclosures.2. DeveloptailoredgovernmentsupportforcommunitiesandworkersaswellasafocusonskillsandtrainingExperienceshowsthatmitigatingadverseeconomiceffectsentailslong-termprogrammesthatfocusonworkersandcommunities.Energyindustriesandtheirsupplychainsareoftengeographicallyconcentratedandcanrepresentthesocial,economicandculturalunderpinningofentirecommunities.Atargetedandlocalapproachisneededtohelpcommunitiesadjusttoandbenefitfromthetransition. InlinewithParisAgreementtargetsandcoalphase-outplans,severalcountries,includingSpain,GermanyandCanada,haveenactedjusttransitionprogrammesthatpromoteemploymentopportunitiesandothercommunitysupportmeasuresinimpactedminingregions.Forexample,Spain,sJustTransitionAgreementsoffersupporttolocalindustry,retrainingforgreenjobs,andenvironmentalrestoration. TheUKpublishedtheNOrthSeaTranSitionDealinMarch2021thatincludesajointcommitmentfromthegovernmentandoilandgascompaniestoinvestuptoGBP16billionby2030tosupportlocaleconomicdiversificationandjobs,includinginareassuchasupstreamdecarbonisation,CCUSandhydrogen,aswellasskillstraining. TheEUJUStTranSitionFUndWaScreatedasafinancialinstrumenttohelpmembergovernmentsaddressasymmetricjobshifts,particularlyincoalminingregions,throughlong-termsupportmechanisms. MembersoftheUSCongressaretryingtoreviveanadvancedenerRvmanufacturingtaxCreditWithhalfofthemoneysetasideforeligibleentitiestolocateadvancedenergymanufacturingfacilitiesincoalcommunitiestobringjobswithsimilarskillsetstotheseareas.Suchsupportsrequiresignificantinvestments,whicharenotequallyaffordabletoallgovernments,andmayrequirefinancialassistance.Inordertomitigatenegativeimpactsonlocaljobs,skillsretrainingandupskillingshouldbeprioritised,withtherequisiteinvestmentandengagementwitheducationalinstitutions.Moregranularskillsdatawillbeneededtomatchworkerswithjobsintheneweconomy.Educationforyoungerpeopleincleanenergyfieldsshouldalsoreceivestrongerfocus,totraintheworkforceofthefuture. FranCelaunchedaEUR50millionfundtoretrainfoundryworkersmakingcast-metalautopartsasitscarindustryshiftstowardproductionofelectricvehicles. Digitalupskilling,inparticular,willbeimportantforcleanenergyjobsofthefuture,asItalyhasdemonstratedwiththelaunchofanationalcoalitionfordigitalskillsandjobsin2020torolloutdigitaltrainingprogrammestocloseskillsgaps. CanadahascommittedCAD35milliontosupportskillsdevelopmentandeconomicdiversificationincoalregionsimpactedbytheenergytransition.Thegovernmentisalsoundertakingtrainingandre-toolingacrossthecountrytobuildaskilledworkforcetosupportanticipatedenergyefficiencysectorgrowth. TheEUroDeanMaSterinReneWabIeEnergyWaSdevelopedbytheEuropeanRenewableEnergyResearchCentresandaconsortiumofuniversitiestotrainpeopleforskillsinrenewableenergyfields.3. Usesocialdialogue,robuststakeholderengagementandpolicycoordinationtodeliverbetteroutcomesSocialdialoguewithunions,employersandgovernmentaswellasrobuststakeholderengagement-suchaswithcommunities,internationalorganisations,academiaandcivilsociety(includingyouth)-buildspublicsupport,incorporateslocalperspectives,invitesinnovativeideasfromdiversestakeholders,andhelpscreateplansthataresustainable,culturallyappropriateandfeasibletoimplement.Socialdialogueandstakeholderengagementshouldincludeclearcommunicationonthenecessityofrapidtransitions.Failuretodosomeansworkers,communitiesandindustriesriskbecomingstrandedinincreasinglyuncompetitiveindustries. SouthAfrica'sstatutorysocialdialoguebody,NEDLACjbringstogethercivilsocietyalongwithtraditionalsocialpartners.Ithasnegotiatedasocialcompactonthetransitionofthecountry,sutility,Eskom. TheGermangovernmentestablishedamulti-stakeholderCommiSSionOnGrowth,StrUCtUralChanReandEmployment,WhiChmaderecommendationsonthetimingandpaceofthecoalphase-outaswellastransitionalassistancetoaffectedcommunities.Therecommendationsarenowembodiedinlegislationaswellassocialdialoguebetweenemployersandunions. AspartofSpain'srecovery,transformationandresilienceplan,thegovernmenthaspromotedahigh-levelenergytransitionforumtodiscussprogressontheplan'sgreencomponentswithbusiness,civilsocietyandacademia. TheEUinitiativeforcoalregionsintransitionestablishedaEuropean-wide,multi-stakeholderforumtodiscusscommonissuesandpossiblesolutionsforthephase-outofcoalinlinewithEUenergyandclimateobjectives.TheEUalsohassectoralsocialdialoguefortheelectricitysector,underwhichunionfederationsandtheemployerorganisationEURELECTRIChavenegotiatedagreementsonskills,justtransitionandothertopics.Socialdialogueandstakeholderengagementonaregionalandlocalbasisareequallyimportanttoensurethatlocalpartnershaveaseatatthetabletodecideonplansfortheirfutureredevelopment. Inlinewiththegovernment'ssocialdialoguewithunionsandcoalcompaniesandsubsequentagreementtophaseoutofcoalminingby2049,Polandisundertakingintensiveengagementwithcoalregionstowardthecreationofregionalplanstodirectinvestmentincoalcommunitiestosupportthetransition. In2018,theCanadiangovernmentestablishedthefederalTaskForceonJustTransitionforCanadianCoalPowerWorkersandCommunitiestoundertakeconsultationswithcoalcommunitiesinAlberta,Saskatchewan,NovaScotiaandNewBrunswick,andtomakerecommendationsonajusttransitiontothefederalgovernment.Policyco-ordinationacrossthegovernmentisalsoimportant.Addressingtheemploymentandsocialimpactsofenergytransitionpolicesrequiresstrongerco-ordinationacrossgovernmentagencies,beyondjustenergyorclimateministries,includingwithfinance,trade,transport,labour,agricultureandeducationministries. Forexample,SouthAfrica'sPreSidentialCIimateChangeCoOrdinatingCOmmiSSiOnbringstogethergovernment,industryandcivilsocietytoco-ordinategovernmentactionanddevelopaframeworkonthejusttransition. PanamaestablishedanEnerRyTransitionCoUnCilt。provideadvice,consultationandaccountabilityfortheStrategicGuidelinesofPanamazSEnergyTransitionAgenda. TheUSadministrationsetupanInteragenCVWorkinrGrOUPOnCoalandPoWerPIantCOmmUnities,bringingtogetherleadersofdifferentagenciestofindacollaborative,all-of-governmentapproachtoidentifyexistingresourcesandnewopportunitiestoassistcommunitiesthathavebeenimpactedbytheenergytransition.Senegal'sAgencyfortheEconomyandEnergyManagement(AEME)hassignedagreementswiththeMinistryofTradetocoordinateactionsonenergyefficiencyandtheenergytransition.Socialandeconomicdevelopment4. Ensurethatpoliciesenhancesocialandeconomicdevelopment,andimprovequalityoflifeforallCleanenergytransitionswillprovideanimportantopportunitytoadvanceeconomicandsocialdevelopment,notjustthroughjobcreation,butalsobyprovidingtheclean,affordableenergyrequiredtoallowenvironmentalprotection,economicdevelopmentandgrowth,andabetterqualityoflife. InIndia,COmmUnityCC)Olin2HIJbSarehelpingfarmingcommunitiesbyaggregatingcoolingdemandandenhancingefficiency.Suchapproachescancombinefoodcoolingsupplychainswithotherservices,suchascommunityhealthservicesandemergencyservices,tobettermeetcommunityneeds. Zimbabwehasgreatlyimprovedaffordabilityandreliabilityofenergyforhealthcarefacilitiesinpoor,remoteandruralareasbyinstallingsolarpanelsaspartoftheSoIarforHealthInitiative.KenVahasachievedsimilarresultsthroughitsOff-GridSoIaSACCeSSproject. Buildingoffthesuccessfuldeploymentofoff-gridsolarinstallationsinremoteareas,thecomplementarydeploymentofhighlyenergy-efficientequipmentinoff-gridhealthCIiniCShasbeenseentosuccessfullyexpanddeliveryofhealthservices. SEforALL1SUniVerSalELefgVFaCilitV(UEF)ispromotingresults-basedfinancingforoff-gridelectricityaccesstoexpandserviceswhilereducingemissionsfromexistingenergysources. COVID-19recoveryprogrammesofferanopportunitytoadvancebothcleanenergyanddevelopmentgoals,especiallythroughthefinancingofinfrastructure.However,IEAanalysisshowsthatgloballytheproportionofstimulusfundingdedicatedtocleanenergyiscurrentlyonly2%.Renewableenergyinfrastructurecanalsoserveasamajordriverforeconomicdevelopmentinregionsrichinrenewableresources,whichareofteninruralareaswithlessindustrialactivity.Severalgovernmentshavedesignatedsuchregionsaspriorityareasforcleanenergyinvestments.Forexample,renewableenergyzonesincountriessuchasAustraliaandTurkeyhavebeenmajordriversofincreasedinvestmentandlocaleconomicdevelopment.Itisequallyimportanttoensurethatcleanenergytransitionsprovideopportunitiesforlocalcapacitybuildingthatcansupportjobcreationandeconomicdevelopment.Internationalco-operationoncleanenergytechnologycapacitybuildingwillalsobeimportantinthisregard. TheREneWAfriCaInitiatiVeassistslocalgovernmentsindevelopingamoreinvestment-friendlyenvironmentthroughde-riskinginstrumentsandcapacitybuilding. TheEnelFoundationhasdevelopedtheOPenAfriCaPoWerinitiative,aneducationalpartnershipinvolvingacademicinstitutionsinItalyandAfrica,tobuildlocalcapacityonsustainableelectricitytopics.Cleanenergypoliciescanalsoimprovequalityoflifeinmanyways,suchasthroughlesspolluted,morelivea
