GeneralProvisions1.1 Purpose1.1目的ThepresentProvisionsontheAdministrationareformulatedforthepurposesofstrengtheningtheadministrationofthecivilunmannedaircrafts(hereinafterreferredtoas4,civilUAVsn)andimplementingreal-nameregistrationoftheownersofcivilUAVs.为加强民用无人驾驶航空器（以下简称民用无人机）的管理，对民用无人机拥有者实施实名制登记，特制定本管理规定。1.2ScopeofApplication1.2 适用范围TheseProvisionsontheAdministrationshallbeapplicabletothecivilUAVswiththemaximumtake-offweightof250gormorewithintheterritoryofthePeople'sRepublicofChina.1.3 RegistrationrequirementsAsofJune1,2017,theownersofthecivilUAVsshallconductreal-nameregistrationasrequiredbytheseProvisionsontheAdministration.Where,afterAugust31,2017,theownerofacivilUAVdoesnotconductreal-nameregistrationorusetheregistrationlabelundertheseProvisions,itshallbedeemed川egalasinviolationofthelawsandregulations,theowner'suseofaUAVshallbeaffected,andthecompetentsupervisiondepartmentshallimposepenaltiesunderrelevantprovisions.1.4 Definitions1.4.1 CivilUAVsAcivilUAVmeansanaircraftthatisnotmanipulatedbyanyairbornepilot,thatisequippedwithaflightcontrolsystem,andthatisusedforflyingmissionsotherthanmilitary,customsandpoliceoperations,excludingaerialmodels,modelairplanes,pilotlessfreeballoonsandtethered本管理规定适用于在中华人民共和国境内最大起飞重量为250克以上（含250克）的民用无人机。1.3登记要求自2017年6月1日起，民用无人机的拥有者必须按照本管理规定的要求进行实名登记。2017年8月31日后，民用无人机拥有者，如果未按照本管理规定实施实名登记和粘贴登记标志的，其行为将被视为违反法规的非法行为，其无人机的使用将受影响，监管主管部门将按照相关规定进行处罚。1.4定义1.4.1民用无人机民用无人机是指没有机载驾驶员操纵、自备飞行控制系统，并从事非军事、警察和海关飞行任务的航空器。不包括航空模型、无人驾驶自由气球和系留气球。balloons.1.4.2 OwnersofcivilUAVsOwnersofcivilUAVsmeanstherightholdersofcivilUAVs,includingindividuals,enterpriselegalpersons/incorporatedpublicinstitutions/stateorganlegalpersonsandotherorganizations.1.4.3 Maximumtake-offweightofacivilUAVThemaximumtake-offweightofacivilUAVmeansthemaximumweightallowedforaUAVtotakeoff,dependingonthedesignoroperationrestrictionofaUAV.1.4.4 EmptyweightofacivilUAVTheemptyweightofacivilUAVmeansthebasicweightofaUAVgivenbytheUAVmanufacturer.Excludingthepayload,thetotalweightofaUAVafteritismanufacturedforflightmissionsincludesthestandardbatteryweightandmaximumfuelweight.2. Responsibilities2.1 DepartmentoftheExaminationandApprovalofAircraftAirworthinessoftheCivilAviationAdministrationofChinaDevelopingthepoliciesforthereal-1.4.2民用无人机拥有者民用无人机拥有者是指民用无人机的所有权人，包括个人、依据中华人民共和国法律设立的企业法人/事业法人/机关法人和其它组织。1.4.3民用无人机最大起飞重量民用无人机最大起飞重量是指根据无人机的设计或运行限制，无人机能够起飞时所容许的最大重量。1.4.4民用无人机空机重量民用无人机空机重量是指无人机制造厂给出的无人机基本重量。除商载外，该无人机做好执行飞行任务的全部重量，包含标配电池重量和最大燃油重量。2.职责2.1中国民用航空局航空器适航审定司(1)制定民用无人机实名登记政策;nameregistrationofcivilUAVs;and(2)管理“中国民用航空局民用无人机 实名登记信息系统”(以下简称无人机 实名登记系统)。(2)ManagingtheucivilUAVsreal-nameregistrationinformationsystemoftheCivilAviationAdministrationofChina(hereinafterreferredtoastheuUAVsreal-nameregistrationsystem).2.2民用无人机制造商2.2 ManufacturerofacivilUAV(1)在“无人机实名登记系统”中填报 其产品的名称、型号、最大起飞重量、 空机重量、产品类型、无人机购买者姓 名和移动电话等信息；(1) Itshallenterthename,model,maximumtake-offweight,emptyweight,producttype,nameoftheUAVpurchaser,mobilephonenumberandotherinformationofitsproductintheUAVsreal-nameregistrationsystem.(2)在产品外包装明显位置和产品说明 书中，提醒拥有者在“无人机实名登记 系统”中进行实名登记，警示不实名登 记擅自飞行的危害；(2) Itshall,attheprominentpositionintheexternalpackingoftheproductandtheproductspecification,remindtheownerofconductingreal-nameregistrationintheuUAVsreal-nameregistrationsystemandwarnhimorheraboutthehazardofflyingwithoutpermissionbeforeconductingreal-nameregistration.(3)随产品提供不干胶打印纸，供拥有 者打印“无人机登记标志”。2.3民用无人机拥有者(3) ItshallprovideadhesivestickerprintingpaperforprintingtheuUAVregistrationlabe,bytheowner.2.3 OwnerofacivilUAV(1)依据本管理规定3.2的要求，在 “无人机实名登记系统”进行实名登记；(1) Itshallconductreal-nameregistrationintheuUAVsreal-nameregistrationsystemnundertherequirementsof3.2oftheseProvisions.(2)依据本管理规定3. 4的要求，在其 拥有无人机上粘贴登记标志；(2) ItshallapplytheregistrationlabelontheUAVownedundertherequirementsof3.4oftheseProvisions.(3)当发生本管理规定3.5所述情况， 在“无人机实名登记系统”上更新无人 机的信息。(3) UnderthecircumstancesasprescribedintheseProvisions,itshallupdatetheinformationontheUAVinthettUAVsreal-nameregistrationsystem/*3.民用无人机实名登记要求3.1实名登记的流程3. Requirementsforthereal-nameregistrationofcivilUAVs3.1 Processofreal-nameregistration(1)民用无人机制造商和民用无人机拥 有者在“无人机实名登记系统”(https ： /uas. caac. gov. cn ) 上申请 账户；(1) ThemanufacturerofacivilUAVandtheownerofacivilUAVshallapplyforanaccountintheuUAVsreal-nameregistrationsystem().(2)民用无人机制造商在该系统中填报 其所有产品的信息；ThemanufacturerofacivilUAVshallentertheinformationonallitsproductsinthissystem.(3)民用无人机拥有者在该系统中实名 登记其拥有产品的信息，并将系统给定 的登记标志粘贴在无人机上。(3) AnownerofacivilUAVshallconductreal-nameregistrationoftheinformationontheproductitownsinthissystemandapplytheregistrationlabeldesignatedbythesystemontheUAV.3.2实名登记的信息内容3.2 Contentsoftheinformationonthereal-nameregistration3. 2.1民用无人机制造商填报信息3.2.1 InformationtobeinputbythemanufacturerofacivilUAVAmanufacturerofacivilUAVshallenterthefollowinginformationintheuUAVsreal-nameregistrationsystem:"(1) themanufacturer'sname,registeredaddressandcontactinformation;(2) theproductnameandmodel;(3) theemptyweightandmaximumtakeoffweight;(4) theproductcategory;and(5) theUAVpurchaser'snameandmobilephonenumber.3.2.2 RegistrationinformationofanindividualownerofacivilUAVAnindividualownerofacivilUAVshallregisterthefollowinginformationinthemUAVsreal-nameregistrationsystem:n(1) thenameoftheowner;(2) thevalidcertificatenumber(suchastheidentitycertificatenumber,passportnumber,etc.);(3) themobilephonenumberandemail;(4) theproductmodelandproductserialnumber;and民用无人机制造商在“无人机实名登记系统”中填报的信息包括：(1)制造商名称、注册地址和联系方式；(2)产品名称和型号；(3)空机重量和最大起飞重量；(4)产品类别；(5)无人机购买者姓名和移动电话。3.2.2个人民用无人机拥有者登记信息个人民用无人机拥有者在“无人机实名登记系统”中登记的信息包括：(1)拥有者姓名；(2)有效证件号码(如身份证号、护照号等)；(3)移动电话和电子邮箱；(4)产品型号、产品序号；(5)thepurposesofuse.3.2.3RegistrationinformationofanentityownerofacivilUAVAnentityownerofacivilUAVshallregisterthefollowinginformationintheuUAVsreal-nameregistrationsystem:n(1) thenameoftheentity;(2) theunifiedsocialcreditcodeortheorganizationcode,etc.;(3) themobilephonenumberandemail;(4) theproductmodelandproductserialnumber;and(5) thepurposesofuse.3.3RegistrationlabelofacivilUAV1) )TheregistrationlabelofacivilUAVshallincludetheregistrationnumberandthetwo-dimensionalregistrationcode.AftertheownerofacivilUAVenterstheinformationintheuUAVsreal-nameregistrationsystem,thesystemwillautomaticallygenerateapictureoftheregistrationlabelincludingtheregistrationnumberandthetwo-dimensionalcode,andsendittotheregisteredemailbox.2) )TheregistrationnumberofacivilUAV(5)使用目的。3) 2.3单位民用无人机拥有者登记信息单位民用无人机拥有者在“无人机实名登记系统”中登记的信息包括：(1)单位名称；(2)统一社会信用代码或者组织机构代码等；(3)移动电话和电子邮箱；(4)产品型号、产品序号；(5)使用目的。3.3 民用无人机的登记标志(1)民用无人机登记标志包括登记号和登记二维码，民用无人机拥有者在“无人机实名登记系统”中完成信息填报后，系统自动给出包含登记号和二维码的登记标志图片，并发送到登记的邮箱。(2)民用无人机登记号是为区分民用无isanumbergivenfordistinguishingcivilUAVsandtheregistrationnumberofcivilUAVswithdifferentS/Nvaries.Withatotalof11letters,theregistrationnumberofacivilUAVisdividedintotwoparts:thefirstthreelettersareUAS,andthelasteightdigitsareArabicnumeralsintheformofserialnumbers,rangingfrom00000001to99999999,forexampleregistrationnumberUAS00000003.(3) Thetwo-dimensionalregistrationcodeofacivilUAVincludesthemanufacturer,producttype,productname,productserialnumber,registrationtime,owner'snameorentityname,contactinformationandotherinformationontheUAV.人机而给出的编号，对于序号(S/N)不同的民用无人机，登记号不同。民用无人机登记号共有11位字符，分为两部分：前三位为字母UAS,后8位为阿拉伯数字，采用流水号形式，范围为0000000199999999,例如登记号UAS00000003o(3)民用无人机登记二维码包括无人机制造商、产品型号、产品名称、产品序号、登记时间、拥有者姓名或单位名称、联系方式等信息。3.4民用无人机的标识要求3.4 TheidentificationrequirementsforacivilUAV(1) Afterreceivingthepictureoftheregistrationlabelcontainingtheregistrationnumberandthetwo-dimensionalcodegeneratedbythesystem,theownerofacivilUAVshallprintitonanadhesivestickerofatleast2cmby2cminsize.(1)民用无人机拥有者在收到系统给出的包含登记号和二维码的登记标志图片后，将其打印为至少2厘米乘以2厘米的不干胶粘贴牌。(2) TheownerofacivilUAVshallapplythepictureoftheregistrationlabelataplaceofaUAVthatcan'tbeeasilydamagedbyadurablemethod,andthepictureshallalwaysbeclearanddistinguishable,andbeconvenientforchecking.Beingconvenientforcheckingmeansthataregistrationlabelispastedonacomponentthatmaybecheckedwithoutanytool.(2)民用无人机拥有者将登记标志图片采用耐久性方法粘于无人机不易损伤的地方，且始终清晰可辨，亦便于查看。便于查看是指登记标志附着于一个不需要借助任何工具就能查看的部件之上。(3)民用无人机拥有者必须确保无人机 每次运行期间均保持登记标志附着其 上。(3) TheownerofacivilUAVshallensurethattheregistrationlabelisalwaysonacivilUAVduringeachoperation.(4)民用无人机登记号和二维码信息不 得涂改、伪造或转让。(4) Theregistrationnumberandtwo-dimensionalinformationofacivilUAVshallnotbealtered,forgedortransferred.3. 5登记信息的更新3.5 Updatingoftheregistrationinformation(1)民用无人机发生出售、转让、损 毁、报废、丢失或者被盗等情况，民用 无人机拥有者应及时通过“无人机实名 登记系统”注销该无人机的信息。(1) WhereacivilUAVissold,transferred,damaged,discardedasuseless,lostorstolen,theownerofthecivilUAVshallcanceltheinformationonthecivilUAVinthenUAVsreal-nameregistrationsysteminatimelymanner.(2)民用无人机的所有权发生转移后， 变更后的所有人必须按照本管理规定的 要求实名登记该民用无人机的信息。(2) AfterthetransferoftheownershipofacivilUAV,thenewownershallconductreal-nameregistrationoftheinformationonthecivilUAVundertherequirementsoftheseProvisionsontheAdministration.4.附则4) SupplementaryProvisions4.1本管理规定由中国用航空局航空器 适航审定司负责解释。4.3 ThepowertointerprettheseMeasuresshallremainwiththeDepartmentoftheExaminationandApprovalofAircraftAirworthinessoftheCivilAviationAdministrationofChina.4.2本管理规定自2017年5月16日起 生效。4.4 TheseProvisionsontheAdministrationshallcomeintoforceonMay16,2017.
