GuidingideologyWewillfollowtheguidanceofXiJinpingThoughtonSocialismwithChineseCharacteristicsforaNewEra,fullyimplementtheguidingprinciplesofthe20thCPCNationalCongress,groundourworkinthenewstageofdevelopment,fullyandfaithfullyapplythenewdevelopmentphilosophyonallfronts,fosteranewpatternofdevelopment,andpromotehigh-qualitydevelopment.Withthegoalofbuildingamoderninfrastructuresystem,settingoursightsoneconomicandsocialdevelopmentandmajornationalstrategicneeds,wewillsteadilyimprovethecomprehensivecapacitytosupplycomputingpower,increasenetworkbandwidth,continuouslystrengthenflexiblesafeguardsfordatastoragecapacity,increasinglyenhancetheenablingeffectofcomputingpower,andcomprehensivelypromotethegreenandsafedevelopmentofcomputingpower,soastogivefreshimpetustothehigh-qualitydevelopmentofthedigitaleconomy.综合供给能力,着力强化运力 高效承载,不断完善存力灵活 保障,持续增强算力赋能成 效,全面推动算力绿色安全发 展,为数字经济高质量发展注 入新动能。(二)基本原则Diversifying supply and optimizing layout: In pursuit of the line of diversified development, we will motivate various market participants to create a supply system for the coordinated development of general, intelligent, and supercomputing power; the geographical resources by strengthening the computing power,we will continue to optimize layout of computing power enhancing intensiveness, coordinated development of network bandwidth, storagecapacity, and use, promoting the integrated application of new-generation information technology and computing power facilities, and guiding the intelligent upgrading of computing power operations.多元供给,优化布局。坚持多 元发展路线,调动各类市场主 体积极性,构建通用、智能和 超级算力协同发展的供给体 系,持续优化算力资源地域布 局,加强集约化建设,强化算 网存用协调发展,推动新一代 信息技术与算力设施融合应 用,引导算力运营智能化升 级。2. Basicprinciples需求牵引,强化赋能。坚持市 场需求导向,发挥区域比较优 势,进一步释放工业、金融等 重点行业对算力应用的需求潜 力,激发智能算力、边缘算力 等全场景应用创新活力,推动 算力与实体经济融合发展。Usingdemandasthedrivingforceandincreasingenablingefforts:Withafocusonmarketdemand,wewillpresshomeregionalcomparativeadvantages,unlockthepotentialforthedemandforcomputingpowerapplicationsinkeyindustriessuchasindustrialandfinancialsectors,inspireapplicationinnovationsinallscenariossuchasintelligentcomputingpowerandedgecomputingpower,andpromotetheintegrateddevelopmentofcomputingpowerandtherealeconomy.Pursuinginnovation-drivendevelopmentandpoolingefforts:Inpursuitofinnovation-drivendevelopment,wewillfollowthelawofgradualintroductionoftechnology,standards,industries,andapplications,andpromotecoretechnologyresearch.Wewillensurethatresearchinstitutes,highereducationinstitutions,andenterprisesareinnovatorsintechnologicalresearchanditscommercialization,soastocombinetheireffortsattechnologicalandindustrialdevelopment.Greenandlow-carbondevelopment,security,andreliability:Inpursuitofgreenandlow-carbondevelopment,wewillcomprehensivelyimprovetheenergyutilizationefficiencyofcomputingfacilitiesandcarbonemissionsfromthepowersector(CEPS).Toensurebothdevelopmentandsecurity,wewillfurtherstrengthenthesecuritymanagementandcapacitybuildingofnetworks,applications,andindustrychainsandbuildasoundsecuritysystem.3.MaingoalsBy2025,intermsofcomputingpower,computerperformancewillexceed300EFLOPS,intelligentcomputingpowerwillaccountfor35%,andthecomputingpowerofeastandwestChinawilldevelopinabalancedmanner.Intermsofnetworkbandwidth,nationalhubsandbigdatacenterclusterswillmaintaindirectInternetcommunicationamongthemselveswithanetworkdelayofnothigherthan1.5timesthetheoreticaldelay,keyapplicationsiteswithaccesstotheopticaltransportnetwork(OTN)willaccountfor80%,backbonenetworksand创新驱动,汇聚合力。坚持创新驱动,遵循技术、标准、产业和应用渐次导入的规律,推动核心技术攻关。充分发挥科研院所、高校和企业在技术攻关、成果转化中的创新主体作用,形成技术产业发展合力。绿色低碳,安全可靠。坚持绿色低碳发展,全面提升算力设施能源利用效率和算力碳效(CEPS)水平。统筹发展与安全,进一步强化网络、应用、产业链安全管理和能力建设,构建完善的安全保障体系。(三)主要目标到2025年,计算力方面,算力规模超过300EFLOPS,智能算力占比达到35%,东西部算力平衡协调发展。运载力方面,国家枢纽节点数据中心集群间基本实现不高于理论时延1.5倍的直连网络传输,重点应用场所光传送网(OTN)覆盖率达到80%,骨干网、城域网全面支持IPv6,SRv6等创新技术使用占比达到 40%o存储力方面,存储总量超过 1800EB,先进存储容量占比达 到30%以上,重点行业核心数 据、重要数据灾备覆盖率达到 100%o应用赋能方面,打造一批算力 新业务、新模式、新业态,工 业、金融等领域算力渗透率显 著提升,医疗、交通等领域应 用实现规模化复制推广,能 源、教育等领域应用范围进一 步扩大。每个重点领域打造30 个以上应用标杆。II. Key tasks二重点任务metropolitanareanetworkswillfullysupportIPv6,withthosethatuseSRv6andotherinnovativetechnologiesaccountingfor40%.Intermsofstoragecapacity,thetotalstoragecapacitywillexceed1800EB,theadvancedstoragecapacitywillaccountfor30%ormore,andthedisasterrecoverywillcover100%ofcoredataandimportantdatainkeyindustries.Intermsofenablingapplications,newcomputingpowerbusiness,models,andformswillbecreated,thepenetrationrateofcomputingpowerinindustrial,financial,andotherfieldswillbesignificantlyincreased,applicationsinmedicalcare,transportation,andotherfieldswillbereplicatedandpromotedonalargescale,andthescopeofapplicationsinenergy,education,andotherfieldswillbeexpanded.Ineachkeyfield,therewillbe30ormoremodelapplications.(一)完善算力综合供给体系1.优化算力设施建设布局。按 照全国一体化算力网络国家枢 纽节点布局,京津冀、长三 角、粤港澳大湾区、成渝等节 点面向重大区域发展战略实施 需要有序建设算力设施;贵 州、内蒙古、甘肃、宁夏等节 点推进数据中心集群建设同 时,着力提升算力设施利用效 率,促进东西部高效互补和协 同联动。加强数据中心上架率1.Improvingthecomprehensivesupplysystemofcomputingpower(1) Optimizingthelayoutofcomputingpowerfacilities.Accordingtothelayoutofthenationalhubsofthenationalintegratedcomputingpowernetwork,Beijing-Tianjin-Hebei,YangtzeRiverDelta,Guangdong-HongKong-MacaoGreaterBayArea,ChengduandChongqing,andothernodeswillbuildcomputingpowerfacilitiesinanorderlymannertosuittheneedforimplementingmajorregionaldevelopmentstrategies;Guizhou,InnerMongolia,Gansu5Ningxia5andothernodeswillpromotetheconstructionofdatacenterclusterswhileimprovingtheutilization等指标监测,整体上架率低于 50%的地区规划新建项目应加 强论证。支持我国企业“走出 去”,以“一带一路”沿线国 家为重点布局海外算力设施, 提升全球化服务能力。efficiencyofcomputingpowerfacilities,soastoboosttheefficientcomplementarityandcoordinationbetweeneastandwestChina.Wewillstrengthenthemonitoringofdatacenterindicatorssuchasutilizationrates,andaplannedprojectinaregionwheretheoverallutilizationrateislessthan50%shallbesubjecttoargumentation.WewillsupportChineseenterprisesin"goingglobal"andlayoutoverseascomputingfacilitieswithafocusoncountriesparticipatingintheBeltandRoadInitiativetoenhanceglobalservicecapability.2.推动算力结构多元配置。结 合人工智能产业发展和业务需 求,重点在西部算力枢纽及人 工智能发展基础较好地区集约 化开展智算中心建设,逐步合 理提升智能算力占比。推动不 同计算架构的智能算力与通用 算力协同发展,满足均衡型、 计算和存储密集型等各类业务 算力需求。(2) Promotingthediversificationofthecomputingpowerstructure.Tosuitthedevelopmentoftheartificialintelligenceindustryandbusinessneeds,wewillfocusonintensivelydevelopingintelligentcomputingcentersincomputingpowerhubsinwesternChinaandregionswithagoodfoundationforartificialintelligencedevelopment,andgraduallyandreasonablyincreasetheproportionofintelligentcomputingpower.Wewillpromotethecoordinateddevelopmentofintelligentcomputingpowerandgeneralcomputingpowerofdifferentcomputingarchitecturestomeetthecomputingpowerneedsofbalanced,computing,andstorageintensivebusiness.3.促进边缘算力协同部署。加 快边缘算力建设,支撑工业制 造、金融交易、智能电网、云 游戏等低时延业务应用,推动 “云边端”算力泛在分布、协 同发展。加强行业算力建设布 局,满足工业互联网、教育、 交通、医疗、金融、能源等行 业应用需求,支撑传统行业数 字化转型。(3) Promotingthecoordinateddeploymentofedgecomputingpower.WeW川acceleratethedevelopmentofedgecomputingpowertosupportlow-latencybusinessapplicationssuchasindustrialmanufacturing,financialtransactions,smartgrids,andcloudvideogames,andpromotetheubiquitousdistributionandcoordinateddevelopmentof,cloud-edge-end"computingpower.WewilllayoutanddevelopindustrycomputingpowertomeettheapplicationneedsofindustrialInternet,education,transportation,medicalcare,finance,energy,andotherindustriesandsupportthedigitaltransformationoftraditionalindustries.4.推动算力标准体系建设。加 快制定面向业务需求的算力设 施、IT设备、智能运营等方面 的基础共性标准,完善相关技 术要求、测试方法等,充分发 挥标准对产业发展的引领和推 动作用。同步探索算力计量、 感知、调度、互通、交易等方 面标准建设,支撑算网融合产 业化发展。(4) Promotingthedevelopmentofasystemofstandardsforcomputingpower.Wewilldevelopbasiccommonstandardstosuitthebusinessneedsincomputingfacilities,ITequipment,intelligentoperations,andotheraspects,improverelevanttechnicalrequirementsandtestingmethods,amongothers,andensurethatstandardsguideandpromoteindustrialdevelopment.WeW川alsoexplorethedevelopmentofstandardsinmeasurement,sensing,scheduling,interconnectivity,trading,andotheraspectsofcomputingpowertosupporttheintegrationandindustrializationofcomputingpowerandnetworks.专栏1算力供给提升行动? -是持续开展国家算力中 心典型案例遴选,鼓励各方 主体创新探索智能计算中心 建设运营模式和多方协同合 作机制。二是举办中国算力 大会,凝聚产业共识,开展 算力技术、产品、应用的宣 传推广,营造算力发展的良 好氛围。三是持续发布中 国综合算力指数,对全国 算网存能力进行综合评价。?Box1ActiontoimprovecomputingpowersupplyFirst,wewillcontinuetoselectmodelcasesofnationalcomputingcentersandencourageallsectorstoinnovateandexploretheconstructionandoperationmodelandthecoordinationandcooperationmechanismforintelligentcomputingcenters.Second,wewillholdtheChinaComputingPowerConferencetobuildindustryconsensus,promotecomputingpowertechniques,products,andapplications,andcreateagoodatmosphereforthedevelopmentofcomputingpower.Third,wewillcontinuetopublishtheChinaComprehensiveComputingPowerIndextocomprehensivelyevaluatenationalcomputingpower,networkbandwidth,andstoragecapacity.(二)提升算力高效运载能力2. ImprovingbandwidthforcomputingpowerL优化算力高效运载质量。探 索构建布局合理、泛在连接、 灵活高效的算力互联网。增强 异构算力与网络的融合能力, 通过网络的应用感知和资源分 配机制,及时响应各类应用需 求,实现计算、存储的高效利 用。针对智能计算、超级计算 和边缘计算等场景,开展数据 处理器(DPU)、无损网络等 技术升级与试点应用,实现算 力中心网络高性能传输。(1) Optimizingbandwidthforcomputingpower.WewillexplorethebuildingofacomputingpowerInternetthatisreasonablylaidout,ubiquitous,flexible,andefficient.WeW川enhancethecapabilitytointegrateheterogeneouscomputingpowerandnetworks,andpromptlysuitvariousapplicationneedsthroughthenetwork'sapplicationawarenessandresourceallocationmechanism,soastoefficientutilizecomputingandstorage.Basedonscenariossuchasintelligentcomputing,supercomputing,andedgecomputing,weW川upgradetoandapplyonapilot-programbasisdataprocessors(DPUs),losslessnetworks,andothertechniquestoachievehigh-performancetransmissiononcomputingpowercenternetworks.2.强化算力接入网络能力。推 动城域光传输设备向综合接入 节点和用户侧部署,加快实现 大带宽、低时延的全光接入网 络广泛覆盖,城区重要算力基 础设施间时延不高于Imso提 升边缘节点灵活高效入算能 力,满足企业快速、就近、灵 活、高效联接算力需求。3.提升枢纽网络传输效率。推 动算力网络国家枢纽节点直连 网络骨干节点,逐步建成集群 间一跳直达链路,国家枢纽节 点内重要算力基础设施间时延 不高于5mso推动超低损光纤 部署,优化光缆路由。加快(2) Strengtheningthecapabilitytograntcomputingpoweraccesstonetworks.Wewillmakemetropolitanopticaltransmissionequipmentavailabletocomprehensiveaccessnodesandusers,achievethewidecoverageoflarge-bandwidth,low-networkdelayall-opticalaccessnetworks,andensurethatthenetworkdelaybetweenimportantcomputingpowerinfrastructureinurbanareasisnohigherthan1ms.Wewillimprovethecapabilityofedgenodestoflexiblyandefficientlygrantaccesstocomputingpowersoastomeettheneedofenterprisesforfast,nearby,flexible,andefficientaccesstocomputingpower.(3) Improvingtheefficiencyofcommunicationsonhubnetworks.WeW川promotethedirectconnectionbetweenthenationalhubsofthecomputingpowernetworkandthebackbonenodesofnetworks,andgraduallybuildone-hopdirectlinksbetweenclusters,sothatthedelaybetweentheimportantcomputingpowerinfrastructureofnationalhubsisnothigherthan400G800G高速光传输网络研 发部署和全光交叉、SRV6、网 络切片、灵活以太网、光业务 单元等技术应用,实现网络传 输智能高效、灵活敏捷、按需 随选。5ms.Wewillpromotethedeploymentofultra-low-lossopticalfiberandoptimizeopticalcablerouting.WeW川research,develop,anddeploy400G800Ghigh-speedopticaltransmissionnetworksandapplytechniquessuchasall-opticalcross-connects,SRv6,networkslicing,flexibleEthernet,andopticalserviceunits,soastoachieveintelligent,efficien
