17、.第十二条中央公务员主管部 门负责全国公务员的综合管理工 作。县级以上地方各级公务员主管 部门负责本辖区内公务员的综合管 理工作。上级公务员主管部门指导 下级公务员主管部门的公务员管理 工作。各级公务员主管部门指导同 级各机关的公务员管理工作。予以保障。Article 12 Thecentralcompetentdepartmentofcivilservantsshallberesponsibleforthecomprehensiveadministrationofcivilservantsnationwide.Acompetentdepartmentofcivilservantsatorab

18、ovethecountylevelshallberesponsibleforthecomprehensiveadministrationofcivilservantswithinthelocaljurisdiction.Thecompetentdepartmentofcivilservantsatahigherlevelshallguidetheadministrationofcivilservantsascarriedoutbythecompetentdepartmentofcivilservantsatalowerlevel.Thecompetentdepartmentofcivilser

19、vantsateachlevelshallguidetheadministrationofcivilservantsascarriedoutbytheorganatthecorrespondinglevel.八Q=aEQChapterIlQualifications,ObligationsandRightsofCivil第二章公务员的条件、乂务Servants与权利第十三条公务员应当具备下Article13Acivilservantshallsatisfythefollowingcriteria:1.havethenationalityofthepeoplesRepublicofChina;列

21、ucationallevelandworkingcompetenceasrequired义制度；bythepost;and7.satisfyothercriteriaasprescribedbylaws.（四）具有良好的政治素质和道德品行；（五）具有正常履行职责的身体条件和心理素质；（六）具有符合职位要求的文化程度和工作能力；（七）法律规定的其他条件。第十四条公务员应当履行下列义务：（一）忠于宪法，模范遵守、Article14Acivilservantshallperformthefollowingobligations:1.beloyaltotheConstitution,bearolemo

28、cle16Thestatepracticesapostclassificationsystemforcivilservants.Inlightofthenatureandcharacteristicsofcivil位分类制度。servantpostsandthenecessitiesofadministration,thepostsofcivilservantsshallbeclassifiedintosuchcategoriesas公务员职位类别按照公务员职comprehensiveadministrators,professionalsandadministrativelawenforce

33、Article19Theranksofcivilservantsshallbesetupatorbelowthedepartmental/bureaulevel.Theranksequenceofcivil级以下设置.servantsunderthecategoryofcomprehensiveadministrationisasbelow:Level1inspectors,Level2inspectors,Level1researchers,综合管理类公务员职级序列分Level2researchers,Level3researchers,Level4researchers,1.evel1di

34、visiondirectors,Level2divisiondirectors,Level3为：一级巡视员、二级巡视员、一divisiondirectors,Level4divisiondirectors,Level1division级调研员、二级调研员、三级调研personnelandLevel2divisionpersonnel.员、四级调研员、一级主任科员、Theranksequenceofcivilservantsundercategoriesotherthan二级主任科员、三级主任科员、四comprehensiveadministratorsshallbeotherwiseprovi

35、dedbythestateaccordingtothepresentLaw.级主任科员、一级科员、二级科员。综合管理类以外其他职位类别公务员的职级序列，根据本法由国家另行规定。第二十条各机关依照确定的Article20Anyorganshall,accordingtothefunctions,specifications,staffingquota,numberofpostsandstructural职能、规格、编制限额、职数以及proportiondetermined,setupitsspecificpostsforcivil结构比例，设置本机关公务员的具servants,anddecide
