5、hepurposesofproactivelyrespondingtopopulationaging,cultivatingnewdriversofeconomicdevelopment,andimprovingthequalityofpeopleslife,withtheapprovaloftheStateCouncil,thefollowingopinionsondevelopingthesilvereconomyandimprovingthewell-beingoftheelderlyareherebyoffered.I. OverallrequirementsGuidedbyXiJin

6、pingThoughtonSocialismwithChineseCharacteristicsinaNewEra5allrelevantpartiesshallfurtherimplementthespiritofthe20thCPCNationalCongress,groundtheireffortsinthenewdevelopmentstage,implementthenewdevelopmentconceptinacomplete,accurateandcomprehensivemanner,acceleratethebuildingofanewdevelopmentparadigm

7、,concentrateeffortsonthepromotionofhigh-qualitydevelopment,adheretothepeople-centereddevelopmentphilosophy,implementthenationalstrategyforactivelyrespondingtopopulationaging,insistondoingtheirbestwithintheircapacity,boostthebetterintegrationofanefficientmarketandawell-functioninggovernment,promoteth

8、ecoordinationofcausesandindustries,acceleratethelarge-scale,standardized,clusteredandbrand-orienteddevelopmentofthesilvereconomy,cultivateadvanced,sophisticated,andcutting-edgeproductsandhigh-qualityservicemodels,enabletheelderlytosharetheachievementsofdevelopmentandenjoytheirhappyoldageinpeace,andc

9、ontinuouslyrealizethepeoplesaspirationsforabetterlife.II. Developingtheundertakingsforimprovingpeople,slivelihoodsandaddressingpressingdifficultiesandproblemsthatareofthegreatestconcerntothepeople民生活品质，经国务院同 意，现就发展银发经济、增 进老年人福祉提出如下意 见。一、总体要求以习近平新时代中国特色社 会主义思想为指导，深入贯 彻党的二十大精神，立足新 发展阶段，完整、准确、全 面贯彻新发展理

10、念，加快构 建新发展格局，着力推动高 质量发展，坚持以人民为中 心的发展思想，实施积极应 对人口老龄化国家战略，坚 持尽力而为、量力而行，推 动有效市场和有为政府更好 结合，促进事业产业协同， 加快银发经济规模化、标准 化、集群化、品牌化发展， 培育高精尖产品和高品质服 务模式，让老年人共享发展 成果、安享幸福晚年，不断 实现人民对美好生活的向 往。二、发展民生事业，解 决急难愁盼（一）扩大老年助餐服务。引导餐饮企业、物业服务企1. Expandingmealaidservicesfortheelderly.Cateringenterprises,propertyserviceenterpri

11、ses,andpublicwelfareandcharityorganizationsshallbeguidedindevelopingmealaidservicesfortheelderly,andelderlycareinstitutionsshallbeboostedtoprovidetothepublicthemealaidservicesfortheelderly.Businessentitiessuchastakeawayplatformsandlogisticsenterprisesshallbedirectedtoparticipateinmealdeliveryservice

12、sfortheelderly.Diversifiedfund-raisingmechanismsshallbeimproved,andthelocalitieswhereconditionspermitshallbeallowedtogivecertainoperatingsubsidiesorcomprehensiverewardsandsubsidiestomealaidserviceinstitutionsfortheelderly.Alllocalitiesshallbesupportedingrantingsubsidiesorissuingmealaidconsumptioncou

13、ponsfortheelderlyenjoyingmealaidservicesasrequiredinconsiderationofthelevelofeconomicdevelopmentandfinancialcondition.2. Expandinghome-basedelderlyassistanceservices.Elderlycareinstitutions,housekeepingenterprises,andpropertyserviceenterprisesshallbeencouragedtoprovidedoor-to-doorservicesforhome-bas

14、edelderlycare.Thedevelopmentofdiversebusinessformssuchascommunitybathingassistancepoints,mobilebathingvehicles,andbathingassistanceathomeshallbesupported.Professionalelderlyassistanceandnursinginstitutionsshallbecultivatedanddeveloped,thesharingofresourceswithelderlycareinstitutionsshallbesupported,

15、andescortscenariosshallbeexpanded.Retailserviceprovidersandsocialworkserviceagencies,amongothers,shallbeencouragedtoexpandelderlyassistanceservicefunctionsandprovideservicessuchaspurchasingofdailynecessities,housekeepingappointment,withholdingandpayment,andregistrationformedicinecollection.业、公益慈善组织发

16、展老年 助餐，推动养老机构面向社 会开展老年助餐服务。引导 外卖平台、物流企业等经营 主体参与老年助餐配送。完 善多元筹资机制，允许有条 件的地方给予老年助餐服务 机构一定的运营补助或综合 性奖励补助。支持各地结合 经济发展水平和财力状况， 按规定对享受助餐服务的老 年人给予补贴或发放老年助 餐消费券。（二）拓展居家助老服务。 鼓励养老机构、家政企业、 物业服务企业开展居家养老 上门服务。支持社区助浴 点、流动助浴车、入户助浴 等多种业态发展。培育发展 专业助老陪护机构，支持与 养老机构共享资源，拓展陪 护场景。鼓励零售服务商、 社会工作服务机构等拓展助 老服务功能，提供生活用品 代购、家政预

17、约、代收代 缴、挂号取药等服务。（三）发展社区便民服务。聚焦一刻钟社区生活圈，建设改造一批社区便民消费服务中心等设施，引导老年日3. Developingcommunityservicesfortheconvenienceofresidents.Byfocusingon15-minutecommunitylifecircles,agroupofconsumerservicecentersfortheconvenienceofresidentsandotherfacilitiesshallbeconstructedandimproved,therationallayoutofphysicalst

18、oresofdailyproductsfortheelderlyshallbeguided,andshoppingmallsandsupermarkets,amongothers,shallbeencouragedtoopenspecialareasorconvenientwindowsfortheelderly.Theconstructionofcompletecommunitiesshallbepromoted,community-levelembeddedservicefacilitiesshallbedeveloped,andtheprovisionofservicessuchaslo

19、gisticsdistribution,smartparcellockers,vegetableuthroughtrains,amongothers,inthecommunitiesshallbepromoted.用产品实体店合理布局，鼓 励商场、超市等开设老年专 区或便捷窗口。推进完整社 区建设，发展社区嵌入式服 务设施，推动物流配送、智 能快递柜、蔬菜直通车等进 社区。（四）优化老年健康服务。 加强综合医院、中医医院老 年医学科建设，提高老年病 防治水平，推动老年健康领 域科研成果转化。加快建设 康复医院、护理院（中心、 站）、安宁疗护机构，加强 基层医疗卫生机构康复护 理、健康管理等能力

20、建设， 鼓励拓展医养结合服务，推 动建设老年友善医疗机构。 鼓励医疗机构通过日间康 复、家庭病床、上门巡诊等 方式将康复服务延伸至社区 和家庭，支持开展老年康复 评定、康复指导、康复随访 等服务，扩大家庭医生签约 服务覆盖面。扩大中医药在 养生保健领域的应用，发展 老年病、慢性病防治等中医 药服务，推动研发中医康复 器具。4. Optimizingtheelderlyhealthservices.TheconstructionofgeriatricmedicinedepartmentsingeneralhospitalsandtraditionalChinesemedicinehospital

21、sshallbestrengthened,thelevelofpreventionandtreatmentofgeriatricdiseasesshallbeenhanced,andthetransformationofscientificresearchresultsinthefieldofelderlyhealthshallbepromoted.Theconstructionofrehabilitationhospitals,nursinghomes(centers,stations),andhospicecareinstitutionsshallbeaccelerated,thebuil

22、dingofrehabilitationnursing,healthmanagement,andothercapabilitiesofgrassrootsmedicalandhealthinstitutionsshallbestrengthened,theexpansionofservicesintegratingmedicalcareandelderlycareservicesisencouraged,andtheconstructionofelderly-friendlymedicalinstitutionsshallbeencouraged.Medicalinstitutionsshal

23、lbeencouragedtoextendrehabilitationservicestocommunitiesandfamiliesthroughdaytimerehabilitation,homecarebeds,anddoctors*door-to-doorvisits,amongothers;theprovisionofservicessuchasrehabilitationevaluation,rehabilitationguidance,andfollow-upvisitsforrehabilitationfortheelderlyshallbesupported;andtheco

24、verageofcontractedfamilydoctorservicesshallbeexpanded.TheapplicationoftraditionalChinesemedicinesinthefieldofhealthcareshallbeexpanded,traditionalChinesemedicineservicesforthepreventionandtreatmentofgeriatricdiseasesandchronicdiseases,amongothers,shallbedeveloped,andtheresearchanddevelopmentoftradit

25、ionalChinesemedicinerehabilitationinstrumentsshallbepromoted.5. Improvingelderlycareservices.Localgovernmentsshallbeguidedingrantingdifferentiatedsubsidiestogeneralbedsandnursingbedsinelderlycareinstitutionsfortheelderly.Effortsshallbeintensifiedintheconstructionandreconstructionofelderlycareinstitu

26、tions,thecapabilitiesofprovidingcareservicesforthedisabledelderlyshallbeimproved,andspecializedcareareasforelderlywithcognitiveimpairmentsshallbeaddedappropriately.Theconstructionofmedicalandhealthinstitutionsandelderlycareinstitutionsadjacenttoeachotherandthesharingofresourcesbetweenthemshallbeprom

27、oted.Theservicereferralandconnectionmechanismamonghomes,communitiesandinstitutionalelderlycareshallbeestablished.（五）完善养老照护服务。 引导地方对养老机构普通型 床位和护理型床位实行差异 化补助。加大养老机构建设 和改造力度，提升失能老年 人照护服务能力，适当增设 认知障碍老年人照护专区。 推动医疗卫生机构与养老机 构毗邻建设、资源共享。建 立居家、社区、机构养老之 间的服务转介衔接机制。（六）丰富老年文体服务。 建设国家老年大学，推动面 向社会开放办学。依托国家 老年大学搭建全

28、国老年教育 公共服务平台，建立老年教 育资源库和师资库Q治理电 视操作复杂问题，方便老年 人看电视。鼓励编辑出版适 合老年人的大字本图书。发 展面向老年人的文学、广 播、影视、音乐、短视频等 内容行业，支持老年文化团 体和演出队伍交流展示。组 织开展各类适合老年人的体 育赛事活动。加强球类、棋 牌等活动场地建设，支持体 育场所错峰使用。6. Enrichingculturalandsportsservicesfortheelderly.Nationaluniversitiesfortheelderlyshallbebuilt,andtherunningofschoolsundertheprin

29、cipleofopeningtothepublicshallbeboosted.Thenationalpublicserviceplatformforelderlyeducationshallbebuiltbyrelyingonnationaluniversitiesfortheelderly,andresourcedatabasesandteacherdatabasesforelderlyeducationshallbeestablished.ComplicatedTVoperationproblemsshallbesolvedtomakeiteasierfortheelderlytowat

30、chTV.Theeditingandpublishingoflarge-printbookssuitablefortheelderlyshallbeencouraged.Literature,radio,filmandtelevision,music,shortvideo,andothercontentindustriesfortheelderlyshallbedeveloped,andexchangeandperformanceactivitiesofelderlyculturalgroupsandperformanceteamsshallbesupported.Varioussportse

31、ventssuitablefortheelderlyshallbeorganized.Theconstructionofvenuesforballgames,chessandcardgames,andotheractivitiesshallbestrengthened,andtheoff-peakuseofsportsvenuesshallbesupported.7. Improvingelderlycareservicesinruralareas.Supportingservicefacilities,amongothers,forpersons(nursinghomes)inextraor

32、dinarypovertyinruralareasshallbemadefulluseoftoprovideelderlycareservicesthroughentrustedoperationsandothermethods.Localelderlycareinstitutionsanddiningplaces,amongothers,shallbesupportedinincreasingmealassistancefunctions.Theestablishmentofincentiveandevaluationmechanismsforvoluntaryelderlycareserv

33、icesshallbeexploredtoprovidemutual-aidelderlycareinruralareas.Waysshallbeexploredtovigorouslydevelopruraltravelandresidence-integratedelderlycareservicesandotherruralcharacteristicelderlycareindustriesundertheucompany(socialorganization)+farmerhouseholds+Cooperativenbusinessmodel.III.Expandingproduc

34、tsupplyandimprovingthelevelofquality（七）提升农村养老服务。 充分利用农村特困人员供养 服务设施（敬老院）等，采 用委托经营等方式开展养老 服务。支持当地养老机构、 餐饮场所等增加助餐功能。 探索建立养老志愿服务激励 与评价机制，开展农村互助 式养老。探索采取“公司（社会组织）+农户+合作 社”经营模式积极发展乡村 旅居式养老服务等农村特色 养老产业。三、扩大产品供给，提 升质量水平（A）培育银发经济经营主 体。发挥国有企业引领示范 作用，鼓励和引导国有企业 结合主责主业积极拓展银发 经济相关业务。国有企业发 展布局银发经济相关产业， 或提供场地设施用于养老

35、服 务，相关投入在经营业绩考 核中予以统筹考虑。发挥民 营经济作用，完善政企沟通 联系机制，打破不合理的市 场准入壁垒，推动银发经济 政策、资金、信息等直达快 享。8. Cultivatingbusinessentitiesofthesilvereconomy.Theexemplaryandleadingrolesofstate-ownedenterprisesshallbemaximized,andstate-ownedenterprisesshallbeencouragedanddirectedtoproactivelydevelopthebusinessrelatedtothesilve

36、reconomybasedontheirmainresponsibilitiesandmainbusiness.Wherestate-ownedenterprisesdevelopandmakeoverallplanningfortheindustriesrelatedtothesilvereconomyorprovideplacesorfacilitiesforelderlycareservices,relevantinvestmentsshallbetakenintooverallconsiderationintheassessmentofbusinessperformance.Thero

37、lesoftheprivateeconomyshallbemaximized,themechanismofcommunicationandcontactbetweenthegovernmentandenterprisesshallbeimproved,unreasonablemarketaccessbarriersshallberemoved,andthedirectaccesstoandquickenjoymentofthesilvereconomypolicies,funds,andinformation,amongothers,shallbepromoted.9. Promotingth

38、edevelopmentofindustrialclusters.Planningshallbemadeforthebuildingofabout10high-levelsilvereconomyindustrialparksintheBeijing-Tianjin-Hebei,YangtzeRiverDelta,Guangdong-HongKong-MacaoGreaterBayArea,Chengdu-Chongqing,andotherregions.Thecross-regionalandinternationalcooperationinthefieldofsilvereconomy

39、shallbeadvancedbyrelyingonplatformssuchaspilotfreetradezones,variousdevelopmentzones,nationalcomprehensivedemonstrationzonesforfurtheropeninguptheservicesector,andnationaldemonstrationzonesfortheinnovativedevelopmentoftradeinservices.10. Improvingtheeffectivenessofindustryorganizations.Theformationo

40、fsocialorganizationsinthefieldofsilvereconomyinaccordancewiththelawshallbeencouraged,andenterprises,scientificresearchinstitutes,andindustryassociations,amongothers,shallbesupportedinformingindustrialcooperationplatformsorconsortiumstodeepenindustrialresearch,resourceintegration,andindustryself-regu

41、lation.Publicdatasharingshallbestrengthened,andindustryorganizationsshallbesupportedinconductingindustrialoperationmonitoringandanalysisandinformationrelease.（九）推进产业集群发展。 在京津冀、长三角、粤港澳 大湾区、成渝等区域，规划 布局10个左右高水平银发 经济产业园区。依托自由贸 易试验区、各类开发区、国 家服务业扩大开放综合示范 区、国家服务贸易创新发展 示范区等平台，推进银发经 济领域跨区域、国际性合 作。（十）提升行业组织效能

42、。 鼓励依法成立银发经济领域 社会组织，支持企业、科研 院所、行业协会等组建产业 合作平台或联合体，深化产 业研究、资源整合、行业自 律。加强公共数据共享，支 持行业组织开展产业运行监 测分析和信息发布。（十一）推动品牌化发展。培育银发经济领域龙头企业，支持连锁化、集团化发展。鼓励行业协会分品类举办优质渠道对接会。依托中国品牌日、全国“质量月“、全国知识产权宣传周等活动，积极开展银发经济自主品牌公益宣传。利用中国国际进口博览会、中国进出口商品交易会、中国国际服务贸易交易会、中国国际11. 44、luQuaIityMonth,nNationalIntellectualPropertyPublicityWeek,andothercampaigns.Thecutting-edgetechnologiesandproductsandservicesofthesilvereconomyshallbedisplayedandpromotedandindustrialconnectionandotheractivitiesshallbeheldbyutilizingtheChina12. InternationalImportExpo,theChinaImportandExportFair,the

45、ChinaInternationalFairforTradeinServices,theChinaInternationalConsumerGoodsExpo,andotherplatforms.13. 1.aunchinghigh-standardpilotageactions.Thepilotprogramsofstandardizationshallbeconductedinfieldssuchaselderlycareservices,cultureandtourism,productsfortheelderly,improvementofpublicfacilitiestomaket

46、hemmoresuitablefortheelderly,andapplicationofintelligenttechnologies.Productsindependentlyresearchedanddeveloped,advancedintechnology,andrecognizedbythemarketshallbegivenpriorityinbeingincludedintheGuidetotheUpgradingofandInnovationsonConsumerGoods.Qualitycontrolandtechnologyevaluationlaboratoriesin

47、variousfieldsshallbeeffectivelyutilizedandhigh-levelandprofessionalthird-partyqualitytestingplatformsshallbebuilttoconductqualityevaluation,verification,andcertification.14. Broadeningconsumptionandsupplychannels.InlightoftraditionalfestivalssuchastheSpringFestivalandDoubleNinthFestivalandactivities

48、suchasuRespectfortheAgedMonth,e-commerceplatformsandlargesupermarketsshallbedirectedtoholdthemedshoppingfestivals,specialinterfacesforsenioreditionsshallbedesigned,theestablishmentofspecialzonesforelderlyconsumptionshallbesupported,theonlineplacementofordersbychildrenandtheofflineexperienceofservice

49、sbytheelderlyshallbeencouraged,andagroupofcharacteristiceventbrandsshallbefostered.Anumberofonlineplatformsandofflinesupermarketsthatensureworry-freeandconvenientconsumptionbytheelderlyshallbecreated.消费品博览会等平台展示推 介银发经济前沿技术和产品 服务，举办产业对接等活 动。（十二）开展高标准领航行 动。在养老服务、文化和旅 游、老年用品、适老化改 造、智能技术应用等领域开 展标准化试点。对自主研 发、技术领先、市场认可的 产品，优先纳入升级和创新 消费品指南。用好各领域质 量控制和技术评价实验室， 建设高水平、专业化第三方 质量测试平台，开展质量测 评、验证、认证工作。（十三）拓宽消费供给渠 道。结合春节、重阳节等传 统节日以及“敬老月”等活 动，引导电
