3、省、自治区、直辖市人民政 府，国务院各部委、各直属机 构：经国务院同意，现将修订后的 突发事件应急预案管理办 法印发给你们，请结合实际 认真贯彻落实。2013年10月 25日经国务院同意、由国务院 办公厅印发的突发事件应急Thepeoplesgovernmentsofallprovinces,autonomousregions,andmunicipalitiesdirectlyundertheCentralGovernment;allministriesandcommissionsoftheStateCouncil;andallinstitutionsdirectlyundertheState

4、Council:WiththeapprovaloftheStateCouncil,therevisedMeasuresfortheAdministrationofContingencyPlansforEmergenciesareherebyissuedtoyouforyourdiligentcomplianceandimplementationinlightoftheactualcircumstances.TheMeasuresfortheAdministrationofContingencyPlansforEmergenciesissuedbytheGeneralOfficeoftheSta

5、teCouncilonOctober25,2013withtheapprovaloftheStateCouncilshallberepealedconcurrently.GeneralOfficeoftheStateCouncilJanuary31,2024MeasuresfortheAdministrationofContingencyPlansforEmergenciesChapterIGeneralProvisionsArticle1TheseMeasuresaredevelopedinaccordancewiththeEmergencyResponseLawofthePeoplesRe

6、publicofChina,andotherlawsandadministrativeregulationsforthepurposesofstrengtheningtheconstructionofthesystemofcontingencyplansforemergencies(ucontingencyplansn),standardizingthemanagementofcontingencyplans,andstrengtheningthepertinence,practicability,andoperabilityofcontingencyplans.Article2Forthep

7、urposesoftheseMeasures,contingencyplansmeanstheplansmadeinadvancebypeoplesgovernmentsatalllevelsandtheirdepartments,grassrootsorganizations,enterprises,publicinstitutions,socialorganizations,andotherentitiesinordertorespondtoemergenciesinalegal,timely,scientific,andwell-regulatedmanner,andreduceemer

8、genciesandresultingdamagetothegreatestextentpossible.预案管理办法同时废止。国务院办公厅2024年1月31日突发事件应急预案管理办法第一章总则第一条为加强突发事件 应急预案（以下简称应急预 案）体系建设，规范应急预案 管理，增强应急预案的针对 性、实用性和可操作性，依据 中华人民共和国突发事件应 对法等法律、行政法规，制 定本办法。第二条本办法所称应急 预案，是指各级人民政府及其 部门、基层组织、企事业单位 和社会组织等为依法、迅速、 科学、有序应对突发事件，最 大程度减少突发事件及其造成 的损害而预先制定的方案。第三条应急预案的规 划、编制

10、rinciplesofunifiedplanning,comprehensivecoordination,classifiedguidance,gradedresponsibility,anddynamicmanagement.第五条国务院统一领导 全国应急预案体系建设和管理 工作，县级以上地方人民政府 负责领导本行政区域内应急预 案体系建设和管理工作。Article5TheStateCouncilshalluniformlyleadtheconstructionandadministrationofthenationalcontingencyplansystem,andlocalpeople

11、,sgovernmentsatandabovethecountylevelshallberesponsibleforleadingtheconstructionandmanagementofthecontingencyplansystemwithintheirrespectiveadministrativeregions.突发事件应对有关部门在各自 职责范围内，负责本部门（行 业、领域）应急预案管理工 作；县级以上人民政府应急管 理部门负责指导应急预案管理 工作，综合协调应急预案衔接 工作。Therelevantemergencyresponsedepartmentsshallberespon

12、siblefortheadministrationofcontingencyplansoftheirrespectivedepartments(industriesandfields)withinthescopeoftheirrespectiveduties.Theemergencymanagementdepartmentsofpeoplesgovernmentsatandabovethecountylevelshallberesponsibleforguidingthemanagementofcontingencyplansandcomprehensivelycoordinatingthec

13、onnectionofcontingencyplans.第六条国务院应急管理 部门统筹协调各地区各部门应 急预案数据库管理，推动实现 应急预案数据共享共用。各地 区各部门负责本行政区域、本 部门（行业、领域）应急预案 数据管理。Article6TheemergencymanagementdepartmentoftheStateCouncilshallcoordinatethemanagementofcontingencyplandatabasesamongallregionsandalldepartmentsandpromotethesharingofcontingencyplandata.A

14、llregionsandalldepartmentsshallberesponsibleforthemanagementofcontingencyplandatawithintheirrespectiveadministrativeregionsanddepartments(industriesandfields).县级以上人民政府及其有关部 门要注重运用信息化数字化智 能化技术，推进应急预案管理 理念、模式、手段、方法等创 新，充分发挥应急预案牵引应 急准备、指导处置救援的作 用。Chapter Il Categorization and ContentsArticle 7 Accordin

15、g to the entities making the plans, contingency plans shall be divided into two categories, contingency plans of governments and their departments, and contingency plans of entities and grassroots organizations.Contingency plans of governments and their departments shall include overall contingency

16、plans, special contingency plans, departmental contingency plans, and other contingency plans.第二章分类与内容第七条按照制定主体划 分，应急预案分为政府及其部 门应急预案、单位和基层组织 应急预案两大类。政府及其部门应急预案包括总 体应急预案、专项应急预案、 部门应急预案等。Peoplesgovernmentsatandabovethecountylevelandtheirrelevantdepartmentsshallpayattentiontotheapplicationofinformation

17、,digital,andintelligenttechnologies,promotetheinnovationofcontingencyplanmanagementphilosophy,models,means,andmethods,amongothers,andmaximizetheroleofcontingencyplansinguidingemergencypreparednessandguidingresponseandrescue.单位和基层组织应急预案包括 企事业单位、村民委员会、居 民委员会、社会组织等编制的 应急预案。Thecontingencyplansofentities

18、andgrassrootsorganizationsincludecontingencyplanspreparedbyenterprisesandpublicinstitutions,villagers,committees,urbanresidentscommittees,andsocialorganizations,amongothers.第八条总体应急预案是 人民政府组织应对突发事件的 总体制度安排。Article8Theoverallcontingencyplanistheoverallinstitutionalarrangementofthepeoplesgovernmentforo

19、rganizingemergencyresponse.总体应急预案围绕突发事件事 前、事中、事后全过程，主要 明确应对工作的总体要求、事 件分类分级、预案体系构成、Theoverallcontingencyplanshallcoverthewholeprocessbefore,during,andafteranemergency,mainlyspecifytheoverallrequirementsfortheresponsework,classificationandgradingofemergencies,compositionoftheplansystem,组织指挥体系与职责，以及风 险

21、个部门职 责的方案。Article9Aspecialcontingencyplanisaplaninvolvingthedutiesofseveraldepartmentspreparedbyapeoplesgovernmentinadvanceinordertorespondtoacertaintypeorseveraltypesofemergencies,orfortheprotectionofimportanttargets,guaranteeofmajoractivities,emergencysafeguard,andotherimportantspecialwork.部门应急预案是

22、人民政府有关 部门根据总体应急预案、专项 应急预案和部门职责，为应对 本部门（行业、领域）突发事 件，或者针对重要目标保护、 重大活动保障、应急保障等涉 及部门工作而预先制定的方 案。Adepartmentalcontingencyplanisaplanpreparedbytherelevantdepartmentofapeople,sgovernmentinadvanceinaccordancewiththeoverallcontingencyplan,specialcontingencyplans,anddutiesofthedepartmentinordertorespondtoemer

23、genciesinthedepartment(industryorfield),orfortheprotectionofimportanttargets,guaranteeofmajoractivities,emergencysafeguard,andotherworkinvolvingthedepartment.第十条针对突发事件应 对的专项和部门应急预案，主 要规定县级以上人民政府或有 关部门相关突发事件应对工作 的组织指挥体系和专项工作安 排，不同层级预案内容各有侧 重，涉及相邻或相关地方人民 政府、部门、单位任务的应当 沟通一致后明确。Article10Thespecialanddep

24、artmentalcontingencyplansforemergencyresponseshallmainlyprescribetheorganizationandcommandsystemandspecialworkarrangementsfortherelevantemergencyresponseworkofpeoplesgovernmentsatorabovethecountylevelorrelevantdepartments.Theplansatdifferentlevelshavedifferentfocuses.Ifthetasksofneighboringorrelated

28、fpeoplesgovernmentsatcityandcountylevels,andothermatters,focusonregulatingresponseactionsattheprovinciallevel,andreflecttheguidanceandpracticabilitythereofatthesametime.市县级专项和部门应急预案侧 重明确突发事件的组织指挥机 制、风险管控、监测预警、信 息报告、组织自救互救、应急 处置措施、现场管控、队伍物 资保障等内容，重点规范市 （地）级和县级层面应对行 动，落实相关任务，细化工作 流程，体现应急处置的主体职 责和针对性、可

29、操作性。Specialanddepartmentalcontingencyplansatcityandcountylevelsshallfocusonspecifyingtheorganizationandcommandmechanismforemergencies,riskmanagementandcontrol,monitoringandearlywarning,informationreporting,organizationofself-rescueandmutualrescue,emergencyresponsemeasures,on-sitemanagementandcontrol

30、,andguaranteeofteamsandmaterials,focusonregulatingresponseactionsatmunicipal(prefecture)andcountylevels,carryingoutrelevanttasks,andspecifyingworkprocedures,andreflecttheprimaryduties,pertinence,andoperabilityofemergencyresponse.第十一条为突发事件应 对工作提供通信、交通运输、 医学救援、物资装备、能源、 资金以及新闻宣传、秩序维 护、慈善捐赠、灾害救助等保 障功能的专

31、项和部门应急预案Article11Specialanddepartmentalcontingencyplansforprovidingcommunications,transportation,medicalrescue,materialsandequipment,energy,funds,andguaranteefunctionssuchasnewspublicity,ordermaintenance,charitabledonations,anddisasterrelieffortheemergencyresponse侧重明确组织指挥机制、主要 任务、资源布局、资源调用或 应急响应程序、具

34、动主办 或承办机构应当结合实际情况 组织编制重大活动保障应急预 案，侧重明确组织指挥体系、 主要任务、安全风险及防范措 施、应急联动、监测预警、信 息报告、应急处置、人员疏散 撤离组织和路线等内容。第十三条相邻或相关地 方人民政府及其有关部门可以 联合制定应对区域性、流域性 突发事件的联合应急预案，侧 重明确地方人民政府及其部门 间信息通报、组织指挥体系对 接、处置措施衔接、应急资源 保障等内容。Article12Thesponsorororganizerofamajoreventshall,inlightofactualcircumstances,organizethepreparation

36、13Neighboringorrelatedlocalpeople,sgovernmentsandtheirrelevantdepartmentsmayjointlypreparejointcontingencyplansforemergenciesintheregionorriverbasin,focusonspecifyingtheinformationnotification,coordinationoforganizationandcommandsystems,connectionofresponsemeasures,guaranteeofemergencyresponseresour

39、ip(orsub-district)level,focusonspecifyingthewarninginformationdissemination,taskassignments,responsemeasures,informationcollectionandreporting,onsitemanagement,personnelevacuationandresettlement,andothercontentswithrespecttoemergencies.村（社区）应急预案侧重明确 风险点位、应急响应责任人、 预警信息传播与响应、人员转 移避险、应急处置措施、应急 资源调用等内容。

40、Thecontingencyplansforvillages(orcommunities)shallfocusonspecifyingtheriskpoints,personsinchargeofemergencyresponse,disseminationofwarninginformationandresponsethereto,transferofpeopleforsafetyfromdanger,emergencyresponsemeasures,theallocationofemergencyresources,andothercontents.乡镇（街道）、村（社区）应 急预案的形
