9、党中央、国务院重大决策部署，大力推动节能减排，深入打好污染防治攻坚战，加快建立健全绿色低碳循环发展经济体系，推进经济社会发展全面绿色转型，助力实现碳达峰、碳中和目标，制定本方案。一、总体要求以习近平新时代中国特色社会主义思想为指导，全面贯彻党的十九大和十九届历次全会精神，深入贯彻习近平生态文明思想，坚持稳中求进工作总基调，立足新发展阶段，完整、准确、全面贯彻新发展理念，构建新发展格局，推动高质量发展，完善实施能源消费强度和总量双控（以下称能耗双控）、主要污染物排放总量控制制度，组织实施节能减排重点工程，进一步健全节能减排政策机制，推动能源利用效率大幅提高、主要污染物排放总量持续减少，实现节能降

10、碳减污协同增效、生态环境质量持续改善，确保完成“十四五”节能减排目标，为实现碳达峰、碳中和目标奠定坚实基础。二、主要目标majorpollutantsshallbeimprovedandimplemented,theimplementationofkeyprojectsofenergyconservationandemissionreductionshallbeorganized,thepolicymechanismforenergyconsen,alionandemissionreductionshallbefurtherimproved,andthesubstantialimproveme

11、ntofenergyutilizationefficiencyandthecontinuousreductionofthetotalemissionofmajorpollutantsshallbepromoted,soastorealizethesynergyofenergyconservation,carbonreduction,andpollutionreductionandthecontinuousimprovementofecologicalandenvironmentalquality,ensuretheaccomplishmentofIhegoalofenergyconservat

14、n10%,andnotlessthan10%comparedwith2020.Thepolicymechanismforenergyconservationandemissionreductionwillbesounder,theenergyutilizationefficiencyinkeyindustriesandthecontrollevelofmajorpollutantemissionswillbasicallyreachtheinternationaladvancedlevel,andremarkableresultswillbeachievedinthegreentransfor

15、mationofeconomicandsocialdevelopment.III.Implementingkeyprojectsofenergyconsen,ationandemissionreduction三、实施节能减排重点工程1. Greenupgradingprojectforkeyindustries.Withafocusonironandsteel,non-ferrousmetal,buildingmaterials,petrochemicalandchemical,andotherindustries,energyefficientimprovementandin-depthma

16、nagementofpollutantsshallbeadvanced.Energy-savingtechnologiessuchashigh-efficiencydistillationsystems,high-temperatureandhigh-pressurecokedryquenching,andoxygen-enrichedsmellingshallbepromoted,andthetransformationofblastfurnace-converterlong-processsteelmakingintoelectricfurnaceshortprocesssteelmaki

17、ngshallbeencouraged.Theultra-lowemissionimprovementofironandsteel,cement,andcokingindustriesandcoal-firedboilersshallbeadvanced;by2025,theultra-lowemissionimprovementof530milliontonsofsteelproductioncapacitywillbecompleted,andtheultra-lowemissionimprovementofcoal-firedboilersinkeyareasforpreventiona

18、ndcontrolofairpollutionwillbefullyachieved.Innovationinindustrialprocessesshallbestrengthened,classifiedmanagementofcoating,chemical,andotherindustrialclustersshallbeimplemented,andcleanproductionandtheindustrialwastewaterreclamationinkeyindustriesshallbeconducted.Theimprovementoftheenergyefficiency

19、ofnewinfrastructureshallbeadvanced,andtheconstructionofgreendatacentersshallbeaccelerated.Forthe14thFive-YearPlanperiod,theenergyconsumptionperunitofaddedvalueofindustrialenterprisesabovedesignatedsizeshalldecreaseby13.5%,andthewaterconsumptionper1(),O(X)yuanofindustrialaddedvalueshalldecreaseby16%.

20、By2025,morethan30%ofproductioncapacityanddatacenters（一）重点行业绿色升级工程。以钢铁、有色金属、建材、石化化工等行业为重点，推进节能改造和污染物深度治理。推广高效精镯系统、高温高压干熄焦、富氧强化熔炼等节能技术，鼓励将高炉-转炉长流程炼钢转型为电炉短流程炼钢。推进钢铁、水泥、焦化行业及燃煤锅炉超低排放改造，到2025年，完成5.3亿吨钢铁产能超低排放改造，大气污染防治重点区域燃煤锅炉全面实现超低排放。加强行业工艺革新，实施涂装类、化工类等产业集群分类治理，开展重点行业清洁生产和工业废水资源化利用改造。推进新型基础设施能效提升，加快绿色数据中

21、心建设。“十四五”时期，规模以上工业单位增加值能耗下降13.5%,万元工业增加值用水量下降16%。到2025年，通过实施节能降碳行动，钢铁、电解铝、水泥、平板玻璃、炼油、乙烯、合成氨、电石等重点行业产能和数据中心达到能效标杆水平的比例超过30%。（工业和信息化部、国家发展改革委、生态环境部、市场监管总局、国家能源局等按职责分工负责，地方各级人民政府负责落实。以下均需地方各级人民政府落实，不再列出）（二）园区节能环保提升工程。引导工业企业向园区集聚，推动工业园区能源系统整体优化和污染综合整治，鼓 励工业企业、园区优先利用可再生能源。以省级以上工业 园区为重点，推进供热、供电、污水处理、中水回用等

24、sibleaccordingtothedivisionofresponsibilities,andlocalpeoplesgovernmentsalalllevelsshallberesponsibleforimplementation.Thefollowingneedstobeimplementedbythelocalpeoplesgovernmentsatalllevels,whichwillnotbefurtherslated)2. Energyconservationandenvironmentalprotectionimprovementprojectforindustrialpar

25、ks.Industrialenterprisesshallbeguidedinclusteringinindustrialparks,theoveralloptimizationofenergysystemsandcomprehensivepollutioncontrolinindustrialparksshallbepromoted,andindustrialenterprisesandindustrialparksshallbeencouragedtogiveprioritytotheuseofrenewableenergy.Withafocusonindustrialparksatora

26、bovetheprovinciallevel,thejointconstructionandsharingofheating,power,sewagetreatment,waterreclamation,andotherpublicinfrastructureshallbeadvanced,theareapipelinenetworkshallbesystematicallyoverhauledforsewagetreatmentplantswithabnormalconcentrationsininfluentwastewater,thecentralizedstorageanddispos

27、alofgeneralsolidwastesandhazardouswastesshallbestrengthened,andtheconstructionofgreenislandprojectsforcentralizedtreatmentofvolatileorganiccompounds,electroplatingwastewater,andcharacteristicpollutantsshallbepromoted.By2025,agroupofmodelparksforenergyconsen,ationandenvironmentalprotectionwillbebuilt

Greenandenergyconsen,alionimprovementprojectforurbanareas.Thegreenplanning,construction,andoperationandmanageme

29、ntofurbanareasshallbecomprehensivelyadvanced,andtheconstructionoflow-carboncities,resilientcities,spongecities,andwaste-freecitiesshallbepromotedshallbepromoted.Energyconservationstandardsforbuildingsshallbecomprehensivelyimproved,thedevelopmentofultralowenergyconsumingbuildingsshallbeaccelerated,an

30、dtheenergyefficientimprovementofexistingbuildingsandtheintegrationofbuildingandphotovoltaicsshallbeactivelyadvanced.CleanheatinginnorthernChinashallbepromotedaccordingtolocalconditions,andthelarge-scaleapplicationofindustrialwasteresidualhealandrenewableenergy,amongothers,inurbanheatingshallbeaccele

31、rated.Greenandefficientcoolingactionsshallbeimplemented;withafocusoncentralairconditionersforbuildings,datacenters,businessindustrialparks,andcoldchainlogistics,amongothers,coolingtechnologyandequipmentshallberenewedandupgraded,andthematchbetweenloadsupplyanddemandshallbeoptimized,soastoconsiderably

32、improvetheenergyefficiencylevelofclingsystems.Theprojectforleakagecontrolofpublicwatersupplysystemsshallbeimplemented.By2025,newurbanbuildingswillfullyconformtogreen(三)城镇绿色节能改造工程。全面推进城镇绿色规划、绿色建设、绿色运行管理，推动低碳城市、韧性城市、海绵城市、“无废城市”建设。全面提高建筑节能标准，加快发展超低能耗建筑，积极推进既有建筑节能改造、建筑光伏一体化建设。因地制宜推动北方地区清洁取暖，加快工业余热、可再生能源

33、等在城镇供热中的规模化应用。实施绿色高效制冷行动，以建筑中央空调、数据中心、商务产业园区、冷链物流等为重点，更新升级制冷技术、设备，优化负荷供需匹配，大幅提升制冷系统能效水平。实施公共供水管网漏损治理工程。到2025年，城镇新建建筑全面执行绿色建筑标准，城镇清洁取暖比例和绿色高效制冷产品市场占有率大幅提升。(住房城乡建设部、生态环境部、国家发展改革委、自然资源部、交通运输部、市场监管总局、国家能源局等按职责分工负责)buildingstandards,andtheproportionofurbancleanheatingandthemarketshareofgreenandefficientc

Energyconservationandemissionreductionprojectfortransportationandlogistics.Theconstructionofgreenrailways,roads,ports,waterways,andairportsshallbepromoted,andtheconstructionofchargingandbatteryswap,naturalgasrefueling,hydrogenrefuel

36、ing,shorepoweratportsandairports,andotherinfrastructureshallbeadvancedinanorderlymanner.Theproportionofnewenergyvehiclesusedforurbanpublictransportation,taxiservices,logistics,andstreetsweeping,amongothers,shallbeincreased.Theconversionoftransportationofbulkgoodsandmedium-andlong-distancetransportat

37、ionofgoodsbyroadtotransportationbyrailorwatershallbeaccelerated,andrai1-water,road-rail,androad-watermultimodaltransportshallbevigorouslydeveloped.TheLimitsandMeasurementMethodsforEmissionsfromLight-dutyVehicles(CHINA6)andtheLimitsandMeasurementMethodsforExhaustPollutantsfromDieselEnginesofNon-roadM

38、obileMachinery(CHINAIV)shallbefullyimplemented,andvehiclesonlyuptoorbelowtheLimitsandMeasurementMethodsforEmissionsfromLight-dutyVehicles(CHINA3)shallbebasicallyobsoleted.Thecleandieselengineactionshallbeimplementedindepth,（四）交通物流节能减排工程。推动绿色铁路、绿色公路、绿色港口、绿色航道、绿色机场建设，有序推进充换电、加注（气）、加氢、港口机场岸电等基础设施建设。提高城

39、市公交、出租、物流、环卫清扫等车辆使用新能源汽车的比例。加快大宗货物和中长途货物运输“公转铁”、“公转水”，大力发展铁水、公铁、公水等多式联运。全面实施汽车国六排放标准和非道路移动柴油机械国四排放标准，基本淘汰国三及以下排放标准汽车。深入实施清洁柴油机行动，鼓励重型柴油货车更新替代。实施汽车排放检验与维护制度，加强机动车排放召回管理。加强船舶清洁能源动力推广应用，推动船舶岸电受电设施改造。提升铁路电气化水平，推广低能耗运输装备，推动实施铁路内燃机车国一排放标准。大力发展智能交通，积极运用大数据优化运输组织模式。加快绿色仓储建设，鼓励建设绿色物流园区。加快标准化物流周转箱推广应用。全面推广绿色快

40、递包装，引导电商企业、邮政快递企业选购使用获得绿色认证的快递包装产品。到2025年，新能源汽车新车销售量达到汽车新车销售总量的20%左右，铁路、水路货运量占比进一步提升。（交通运输部、国家发展改革andtherenewalandreplacementofheavy-dutydieseltrucksshallbeencouraged.Avehicleemissioninspectionandmaintenancesystemshallbeimplemented,andthemanagementofmotorvehiclerecallsforemissionshallbestrengthened.

42、issionsfrominternalcombustionlocomotives(ChinaI)shallbepromoted.Intelligenttransportationshallbevigorouslydeveloped,andbigdatashallbeactivelyusedtooptimizemodesoforganizingtransportation.Theconstructionofgreenwarehousingshallbeaccelerated,andtheconstructionofgreenlogisticsparksshallbeencouraged.Thep

43、romotionandapplicationofstandardreusabletransportpackagingshallbeaccelerated.Greenshippingpackagingshallbecomprehensivelypromoted,ande-commerceenterprisesandexpressmailserviceenterprisesshallbeguidedinpurchasingandusingcertifiedgreenshippingpackagingproducts.By2025,thesalesvolumeofnewenergyvehiclesw

48、sesshallbedeveloped,andtheenergyefficientimprovementofruralbuildingsandconstructionofgreenruralbuildingsshallbeadvanced.Thepreventionandcontrolofagriculturalnon-pointsourcepollutionshallbetightened,thereductioninvolumeandincreaseinefficacyofpesticidesandfertilizersandthecomprehensiveutilizationofstr

49、awshallbeadvanced,andtherecyclingandtreatmentofagriculturalfilmandpesticidepackagingwastesshallbeaccelerated.Thepollutioncontrolofanimalfarmsabovedesignatedsizeshallbeadvancedindepth,andthereclamationoflivestockandpoultrymanureshallbeadvancedbycounty.Thelivingenvironmentinruralareasshallbecleanedupandimproved,thecapabilityofwastewaterandresidentialwastetreatmentinruralareasshallbeenhanced,andlargeareasofblackandodorouswaterbodiesinruralareass
