4、internationaltrade.Acceleratingthedevelopmentofnewformsofbusinessandnewmodelsofforeigntradeisconducivetopromotingthehigh-qualitydevelopmentoftradeandfosteringnewadvantagesininternationaleconomiccooperationandcompetition,andplaysanimportantroleinbuildinganewdevelopmentpattern.Forthepurposesoffurtheri

5、mplementingthedecisionsand国务院办公厅关于加快发展外贸新业态新模式的意见(国办发(2021)24号)各省、自治区、直辖市人民政府，国务院各部委、各直属机构：新业态新模式是我国外贸发展的有生力量，也是国际贸易发展的重要趋势。加快发展外贸新业态新模式，有利于推动贸易高质量发展，培育参与国际经济合作和竞争新优势，对于服务构建新发展格局具有重要作用。为深入贯彻党中央、国务院决策部署，促进外贸新业态新模式健康持续创新发展，经国务院同意，现提出以下意见：arrangementsoftheCPCCentralCommitteeandtheStateCouncil,andpromot

6、ingthedevelopmentofnewformsofbusinessandnewmodelsofforeigntradeinasound,sustainable,innovativemanner,withtheconsentoftheStaleCouncil,thefollowingopinionsareherebyputforward:一、总体要求I.Generalrequirements（一）指导思想。以习近平新时代中国特色社会主 义思想为指导，全面贯彻落实党的十九大和十九届二中、 三中、四中、五中全会精神，坚持稳中求进工作总基调， 立足新发展阶段、贯彻新发展理念、构建新发展格局，以

7、 供给侧结构性改革为主线，深化外贸领域“放管服”改 革，推动外贸领域制度创新、管理创新、服务创新、业态 创新、模式创新，拓展外贸发展空间，提升外贸运行效 率，保障产业链供应链畅通运转，推动高质量发展。（二）基本原则。1. Guidingthought.Itincludesthefollowing:followtheguidanceofXiJinpingThoughtonSocialismwithChineseCharacteristicsinaNewEra;implementtheguidingprinciplesofthePartys19thNationalCongress,andthese

9、urefbstostreamlineadministrationanddelegatepower,improveregulation,andupgradeservicesinrespectofforeigntrade;promoteinnovationintermsofsystems,management,service,formsofbusiness,andmodelsinrespectofforeigntrade;expandroomforthedevelopmentofforeigntrade;improvetheoperatingefficiencyofforeigntrade;mak

10、eindustrialchainsandthesupplychainsunimpeded;andpromotethehigh-qualitydevelopment.2. 12、ationofandinnovationuponformsofbusiness;andkeepexploringnewformsofbusinessandnewmodelsofforeigntrade.Continuingtolerantandprudentialregulation.Bettercoordinationshallbeensuredinpursuingdevelopmentandupholdingsecurity,andtheapproachoftheregulationintheprocessofdevelopmentandthedevelopmentunderregulat

13、ionshallbeadopted.Apolicysystemthatadaptstothedevelopmentofnewformsofbusinessandnewmodelsofforeigntradeshallbeestablishedandimproved.Moreshallbedonetoimprovethestandardsandsystemsoninformationanddata,creditsystem,protectionofintellectualpropertyrightsandotherrespects.Theresponsibilitiesofplatformssh

14、allbescientificallyandreasonablydefined.Interimandexpostsupervisionshallbestrengthened,thebusinessenvironmentshallbecontinuouslyoptimized,andfaircompetitionshallbepromoted.用，更好发挥政府作用，进一步释放市场主体活力。开展 先行先试，鼓励在外贸领域广泛运用新技术新工具，推动 传统业态转型升级，细化贸易分工，提升专业化水平，促 进业态融合创新，不断探索新的外贸业态和模式。坚持包容审慎。统筹发展和安全，坚持在发展中规范、在 规范

Developmentgoals.By2025,thesystems,mechanismsandpolicyframeworksforthedevelopmentofnewformsofbusinessandnewmodelsofforeigntradewillbebetterimproved;thebusinessenvir

18、onmentwillbecomemoreoptimized,andagroupofinternationallycompetitiveindustry-leadingenterprisesandindustrialclusterswillbeformed;theleveloftheindustrialvaluechainwillbecomefurtherimprovedandplayagreaterroleindrivingforeigntradeandthenationaleconomy.By2035,thedevelopmentlevelofnewformsofbusinessandnew

19、modelsofforeigntradewillbeintheforefrontofinnovativecountries;thesystemoflawsandregulationswillbecomemorecomprehensive;thetradeliberalizationandfacilitationwillreachtheworldsadvancedlevel,toprovidepowerfulmomentumforthehigh-qualitydevelopmentoftradeandstrongsupportforbasicrealizationofsocialistmoder

20、nization.II.Activelysupportingtheuseofnewtechnologiesandnewtoolstofacilitatethedevelopmentofforeigntrade4. Promotingtheapplicationofintelligentdigitaltechnologies.Digitaltechnologiesanddigitaltoolsshallbeutilizedtopromotetheoptimizationandimprovementofallrespectsof务效能。积极探索建立适应和引领外贸新业态新模式发展的国际规则，推动高水

21、平开放。（三）发展目标。到2025年，外贸新业态新模式发展的体制机制和政策体系更为完善，营商环境更为优化，形成一批具有国际竞争力的行业龙头企业和产业集群，产业价值链水平进一步提升，对外贸和国民经济的带动作用进一步增强。到2035年，外贸新业态新模式发展水平位居创新型国家前列，法律法规体系更加健全，贸易自由化便利化程度达到世界先进水平，为贸易高质量发展提供强大动能，为基本实现社会主义现代化提供强劲支撑。二、积极支持运用新技术新工具赋能外贸发展（四）推广数字智能技术应用。运用数字技术和数字工具，推动外贸全流程各环节优化提升。发挥“长尾效thewholeprocessofforeigntrade.T

22、helong-taileffectshallbemaximized,fragmentedordersshallbeintegrated,andthechannelsforobtainingordersshallbeexpanded.Digitalexhibitions,sociale-commerce,productcrowdfunding,andbigdatamarketing,amongothers,shallbevigorouslydeveloped,andamarketingsystemfeaturedbyonlineandofflineintegrationanddomestican

23、doverseasinteractionshallbeestablished.Datainallrespectsoftheforeigntradesupplychainshallbeintegrated,andresourceconnectionandinformationsharingshallbestrengthened.By2025,thelevelofdigitalizationandintelligenceofforeigntradeenterpriseswillbesignificantlyimproved.(TheMinistryofCommerceshalltakethelea

24、dinthisrespectandallrelevantentitiesshallberesponsibleinthisrespectaccordingtotheirrespectivefunctions)5. Improvingthesupportpoliciesforthedevelopmentofcross-bordere-commerce.Thesupe,isionmodelforcross-bordere-commercebusiness-to-business(B2B)directexportandcross-bordere-commerceexportoverseaswareho

25、usesshallbeappliedacrossthecountry,andthesupportingpoliciesshallbeimproved.Themanagementofreturnandexchangeofgoodsundercross-bordere-commerceimportandexportshallbefacilitated.Thelistofcommoditiesundercross-bordere-commerceretailimportshallbeoptimized.Thepilotprogramofcross-bordere-commerceretailofim

26、portedmedicalproductsshallbesteadilyimplemented.Enterprisesshallbedirectedtoeffectivelyutilizetheexemptionpoliciesforvalue-addedtaxoncross-bordere-commerceretailexportandthemeasuresforassessmentandcollectionofincometax.The应”，整合碎片化订单，拓宽获取订单渠道。大力发展数字展会、社交电商、产品众筹、大数据营销等，建立线上线下融合、境内境外联动的营销体系。集成外贸供应链各环节数

30、inistrationandtheNationalIntellectualPropertyAdministrationshallberesponsibleinthisrespectaccordingtotheirrespectivefunctions)6. Makingsolidprogressintheconstructionofcross-bordere-commerceintegratedexperimentalzones.Thepilotprogramforintegratedexperimentalzonesforcross-bordere-commerce(hereinafterr

31、eferredtoastheintegratedexperimentalzones)shallbeexpanded.Thepilotprogramshallbeactivelyimplemented,tofurtherimprove“twoplatfbrmsi.e.,oneforonlineintegratedservicesforcross-bordere-commerceandtheotherforofflineindustrialparks,aswellasthe“sixsystems”forregulationofandservicesforinformationsharing,fin

32、ancialservices,intelligentlogistics,e-commercecreditrisks,statisticalmonitoring,andriskpreventionandcontrol,andexploremoregoodexperienceandpractices.Variousentitiessuchascross-bordere-commerceplatforms,operators,andsupportingserviceprovidersshallbeencouragedtobecomebiggerandstronger,andacceleratethe

33、buildingoftheirownbrands.Themechanismsforexaminationandevaluationandexitoftheintegratedexperimentalzonesshallbeestablished,（六）扎实推进跨境电子商务综合试验区建设。扩大跨境电子商务综合试验区（以下简称综试区）试点范围。积极开展先行先试，进一步完善跨境电商线上综合服务和线下产业园区“两平台”及信息共享、金融服务、智能物流、电商诚信、统计监测、风险防控等监管和服务“六体系”，探索更多的好经验好做法。鼓励跨境电商平台、经营者、配套服务商等各类主体做大做强，加快自主品牌培育。建立

34、综试区考核评估和退出机制，2021年组织开展考核评估。到2025年，综试区建设取得显著成效，建成一批要素集聚、主体多元、服务专业的跨境电商线下产业园区，形成各具特色的发展格局，成为引领跨境电商发展的创新集群。（商务部牵头，中央网信办、国家发展改革委、工业和信息化部、财政部、交通运输部、人民银行、海关总署、税务总局、市场监管总局、银保监会、国家邮政局、国家外汇局按职责分工负责）（七）培育一批优秀海外仓企业。鼓励传统外贸企 业、跨境电商和物流企业等参与海外仓建设，提高海外仓 数字化、智能化水平，促进中小微企业借船出海，带动国 内品牌、双创产品拓展国际市场空间。支持综合运用建设- 运营-移交（BoT

35、）、结构化融资等投融资方式多元化投入 海外仓建设。充分发挥驻外使领馆和经商机构作用，为海 外仓企业提供前期指导服务，协助解决纠纷。到2025年， 力争培育100家左右在信息化建设、智能化发展、多元化 服务、本地化经营等方面表现突出的优秀海外仓企业。accordingtowhichexaminationandevaluationshallbeorganizedin2021.By2025,significantachievementswillhavebeenreachedinthebuildingoftheintegratedexperimentalzones,specificallyinclud

37、ceshalltaketheleadinthisrespect;andtheOfficeoftheCentralLeadingGroupforCyberspaceAffairs,theNationalDevelopmentandReformCommission,theMiniStryOfIndustryandInformationTechnology,theMinistryofFinance,theMinistryofTransport,thePeoplesBankofChina,theGeneralAdministrationofCustoms,theStaleAdministrationo

38、fTaxation,theStateAdministrationforMarketRegulation,theChinaBankingandInsuranceRegulatoryCommission,theStatePostBureauandtheStateAdministrationofForeignExchangeshallberesponsibleinthisrespectaccordingtotheirrespectivefunctions)7. Cultivatingagroupofoutstandingoverseaswarehouseenterises.Traditionalfo

39、reigntrade,cross-bordere-commerce,logistics,andotherenterprises,shallbeencouragedtoparticipateintheconstructionofoverseaswarehousesandimprovethedigitizationandintelligencelevelofoverseaswarehouses,soastohelpmicro,smallandmedium-sizedenterprisestogoglobalbycooperation,wherebytostimulatetheexpansionby

40、domesticbrandsandinnovativeandcreativeproductsoftheirroomfortheinternationalmarket.Supportshallbeprovidedforacombineduseofbuild-operale-transfer（商务部牵头，外交部、国家发展改革委、银保监会按职责分工负责）（A）完善覆盖全球的海外仓网络。支持企业加快 重点市场海外仓布局，完善全球服务网络，建立中国品牌 的运输销售渠道。鼓励海外仓企业对接综试区线上综合服 务平台、国内外电商平台等，匹配供需信息。优化快递运 输等政策措施，支持海外仓企业建立完善物流体系，向

41、供 应链上下游延伸服务，探索建设海外物流智慧平台。推进 海外仓标准建设。到2025年，依托海外仓建立覆盖全球、 协同发展的新型外贸物流网络，推出一批具有国际影响力 的国家、行业等标准。（商务部牵头，国家发展改革委、 交通运输部、市场监管总局、国家邮政局按职责分工负 责）(BOT),structuredfinancingandotherinvestmentandfinancingmethodstodiversifyinvestmentintheconstructionofoverseaswarehouses.Theroleofembassiesandconsulatesandbusinessor

Improvingtheoverseaswareh

44、ousenetworkcoveringthewholeworld.Enterprisesshallbesupportedinacceleratingthedeploymentofoverseaswarehousesinkeymarkets,improvingtheglobalservicenetworks,andestablishingthetransportationandsaleschannelsforChinesebrands.Overseaswarehouseenterprisesshallbeencouragedtoconnectwithonlineintegratedservice

45、platformsintheintegratedexperimentalzonesanddomesticandforeigne-commerceplatforms,amongothers,tomatchsupplyanddemandinformation.Thepoliciesandmeasuresforexpressdeliveryshallbeoptimized,soastosupportoverseaswarehouseenterprisesinestablishingacompletelogisticssystem,extendingtheirservicestotheupstream

46、anddownstreamofthesupplychain,andexploringtheconstructionofanintelligentplatformforoverseaslogistics.Progressshallbemadeinestablishingoverseaswarehousestandards.By2025,anew-typeforeigntradelogisticsnetworkcoveringthewholeworldfeaturedbycoordinateddevelopmentwillbeestablishedbyrelyingonoverseaswareho

47、uses,andagroupofinternationallyinfluentialnationalandindustrialstandardswillbeintroduced.(TheMinistryofCommerceshalltaketheleadinthisrespect,andtheNationalDevelopmentandReformCommission,theMinistryofTransport,theStateAdminislratkmforMarketRegulation,andtheStatePostBureaushallberesponsibleaccordingto

48、theirrespectivefunctions)三、持续推动传统外贸转型升级III.Continuouslypromotingthetransformationandupgradingoftraditionalforeigntrade（九）提升传统外贸数字化水平。支持传统外贸企 业运用云计算、人工智能、虚拟现实等先进技术，加强研 发设计，开展智能化、个性化、定制化生产。鼓励企业探 索建设外贸新业态大数据实验室。引导利用数字化手段提 升传统品牌价值。鼓励建设孵化机构和创新中心，支持中 小微企业创业创新。到2025年，形成新业态驱动、大数据 支撑、网络化共享、智能化协作的外贸产业链供应链体 系。
