5、oyment,takingacombinationofmeasurestostabilizeandexpandemployment,(国办发(2023)11号)各省、自治区、直辖市人民政府，国务院各部委、各直属机构：为全面贯彻党的二十大和中央经济工作会议、全国“两会”精神，落实国务院2023年重点工作分工要求，深入实施就业优先战略，多措并举稳定和扩大就业岗位，全力促发展惠民生，经国务院同意，现就优化调整稳就业政策措施有关事项通知如下：andsparingnoefforttopromotedevelopmentandbenefitpeopleslivelihood,withtheconsento

6、ftheStateCouncil,youareherebynotifiedofthemattersconcerningoptimizingandadjustingthepoliciesandmeasuresforstabilizingemployment:一、激发活力扩大就业容量I.Stimulatingvitalityandexpandingemploymentcapacity（一）加大对吸纳就业能力强的行业企业扩岗政策 支持。及时梳理本地区带动就业能力强、涉及国计民生和 生产保供的企业清单，配备就业服务专员，建立岗位收 集、技能培训、送工上岗联动机制。对吸纳高校毕业生等 重点群体就业的，在

7、符合发放条件的前提下，运用“直补 快办”等模式，一揽子兑现社会保险补贴、吸纳就业补 贴、职业培训补贴等政策。支持各地在符合国家规定的前 提下出台地方性政策，为吸纳就业能力强的行业企业扩大 岗位供给提供有力支撑。1. Increasingpolicysupportforemploymentexpansionofenterisesinindustrieswithstrongemploymentcapacity.Thelistofenterprisesinlocalareasthathavestrongcapacityinpromotingemploymentandarerelatedtothena

8、tionaleconomyandthepeopleslivelihoodaswellasproductionandsupplyguaranteeshallbereviewedinatimelymanner,employmentservicespecialistsshallbeassigned,andaninteractionmechanismforjobcollection,skilltraining,andemployeedeliveryshallbeestablished.Forenterprisesemployinguniversityandcollegegraduatesandothe

9、rkeygroupsofpeople,apackageofsocialinsurancesubsidies,employmentsubsidies,vocationaltrainingsubsidiesandotherpoliciesshallbeimplementedthroughquickapplicationfordirectsubsidiesandothermodels,providedthattheconditionsaremet.Alllocalitiesshallbesupportedinissuinglocalpoliciesunderthepremiseofcomplianc

10、ewiththerulesofthestate,andprovidingstrongsupportforenterprisesinindustrieswithstrongcapacityofcreatingjobsinexpandingthesupplyofjobs.（二）支持金融机构开展稳岗扩岗服务和贷款业务。鼓励金融机构面向吸纳就业人数多、稳岗效果好且用2. 12、reasonablydeterminingtheamountofloans,increasingcreditloansandothersupportunderthepremiseofcompliancewithlawsandregulationsandcontrollablerisks,toprovidesupportfortherenewalofloansforeligiblemicroandsmallenterprises.3. Maximizingthemultipliereffectofbusinessstart-upinpromotingemployment.Byfocusingon

13、thebusinessstart-upneedsofuniversityandcollegegraduates,ruralmigrantworkersandothergroupsofpeople,theyshallbesupportedinlaunchingbusinessstart-upprojectswithsmallinvestmentandlowrisk,andCarryingoutcreativeeconomy,personalizedandcustomizedculturalbusinesstypes,andothercharacteristicoperationactivitie

14、s.Thepoliciesforguaranteedloansanddiscountinterestforbusinessstartupshallbeimplemented,theguaranteeproceduresshallbesimplified,thosewhomeettheconditionsshallbeexemptfromsatisfyingtheanti-guaranteerequirements,andtherisk-sharingmechanismandbaddebtwriting-offmechanismshallbeimproved.Borrowersofguarant

15、eedloansforbusinessstart-upencounteringtemporarydifficultiesinliquidityduetonaturaldisastersormajoremergenciesmayapplyforextendedrepaymentforatermnotexceedingoneyearinprinciple.ThetimelimitforimplementationofthepolicywillexpireonDecember31,工规范的实体经济和小微企业发放贷款，支持其稳岗扩岗。支持金融机构在依法合规、风险可控的前提下，优化贷款审批流程，合理确定

16、贷款额度，增加信用贷等支持，为符合条件的小微企业提供续贷支持。（三）发挥创业带动就业倍增效应。聚焦高校毕业生、农民工等群体创业需求，支持其创办投资少、风险小的创业项目，从事创意经济、个性化定制化文化业态等特色经营。落实创业担保贷款及贴息政策，简化担保手续，对符合条件的落实免除反担保要求，健全风险分担机制和呆账核销机制。创业担保贷款借款人因自然灾害、重特大突发事件影响流动性遇到暂时困难的，可申请展期还款，期限原则上不超过1年，政策实施期限截至2023年12月31日。4. Increasingsupportforskilltraining.Theneedsofconstructionofadigi

17、talChina,ahealthyChinaandamanufacturingpowerhouseaswellastheindustrialdevelopmentinlocalareasshallbeadaptedto,andallkindsofvocationalcolleges(includingtechnicalcolleges),vocationaltraininginstitutionsandeligibleenterprisesshallbeproactivelyurgedtocarryoutlarge-scaleskilltraininginkeyindustriesandocc

18、upations(typesofwork)thatareinurgentneed.Fundssuchasemploymentsubsidies,unemploymentinsurancefunds,fundsfromthespecialaccountfortheVocationalSkillsImprovementAction,andfundsforenterpriseemployeeeducationshallbesufficientlyutilizedtocarryouttraining,andprovidevocationaltrainingsubsidiesandothersuppor

19、tinaccordancewiththeprovisions.Enterpriseemployeeswhohavepurchasedunemploymentinsuranceforoveroneyearorpersonshavingreceivedunemploymentinsurancecompensationwhohaveobtainedvocationalqualificationcertificatesorvocationalskilllevelcertificatesmayapplyforsubsidiesfornotmorethanthreetimesatmaximumeachye

20、arperperson.ThetimelimitforimplementationofthepolicywillexpireonDecember31,2023.5. Continuouslyimplementingthepolicyforrefundingunemploymentinsurancepremiumsformaintainingstableemployment.Insuredenterprisesthathavenotlaidoffemployeesinthepreviousyearorwhoselayoffrateisnothigherthanthecontroltargetof

21、thenationalurbansurveyedunemploymentrateinthepreviousyear,andtheinsuredenterpriseswithnotmorethan30employeeswhoselayoffrateisnothigherthan20%ofthetotalnumberofinsured（四）加大技能培训支持力度。适应数字中国、健康中国、制造强国等建设和本地区产业发展需求，积极推动各类职业院校（含技工院校）、职业培训机构和符合条件的企业大规模开展重点行业、急需紧缺职业（工种）技能培训。充分用好就业补助资金、失业保险基金、职业技能提升行动专账资金、企业

22、职工教育经费等资金开展培训，按规定给予职业培训补贴等支持。参加失业保险1年以上的企业职工或领取失业保险金人员取得职业资格证书或职业技能等级证书的，可申请技能提升补贴，每人每年享受补贴次数最多不超过三次，政策实施期限截至2023年12月31日。（五）继续实施失业保险稳岗返还政策。参保企业上年度未裁员或裁员率不高于上年度全国城镇调查失业率控制目标，30人（含）以下的参保企业裁员率不高于参保职工总数20%的，可申请失业保险稳岗返还。中小微企业按不超过企业及其职工上年度实际缴纳失业保险费的60%返还，大型企业按不超过30%返还。社会团体、基金会、社会服务机构、律师事务所、会计师事务所、以单位形式参保的

23、个体工商户参照实施。实施此项政策的统筹地区上年度 失业保险基金滚存结余备付期限应在1年以上，政策实施 期限截至2023年12月31日。二、拓宽渠道促进高校毕业生等青年就业创业（六）鼓励企业吸纳就业。对企业招用毕业年度或离校2年内未就业高校毕业生、登记失业的16-24岁青 年，签订1年以上劳动合同的，可发放一次性吸纳就业补 贴，政策实施期限截至2023年12月31日。（七）鼓励引导基层就业。稳定“三支一扶”计employeesmayapplyforrefundingunemploymentinsurancepremiumsformaintainingstableemployment.Micro,

24、smallandmedium-sizedenterprisesshallreceiverefundingofnomorethan60%ofunemploymentinsurancepremiumsactuallypaidbyenterprisesandtheiremployeesinthepreviousyear,andlarge-sizedenterprisesshallreceiverefundingofnomorethan30%.Socialorganizations,foundations,socialserviceagencies,lawfirms,accountingfirmsan

25、dindividualindustrialandcommercialhouseholdspurchasinginsuranceintheformofentitiesshallbegoverned,mutatismutandis,bythispolicy.Thetermoftheprovisionforthebalanceofaccumulateddepositsofunemploymentinsurancefundforthepreviousyearinregionswherethispolicyisimplementedshallbeoveroneyear.Thetimelimitforim

26、plementationofthepolicywillexpireonDecember31,2023.II.Expandingchannelstoencourageuniversityandcollegegraduatesandotheryoungpeopletohuntjobsandstartbusiness6. Encouragingenterprisestocreatejobs.EnterPriSeSemployingunemployeduniversityandcollegegraduatesintheyearofgraduationorwithintwoyearsofgraduati

27、on,andyouthagedbetween16and24registeredunemployed,andhavingenteredintolaborcontractsofoveroneyearmayreceiveone-timeemploymentsubsidies.ThetimelimitforimplementationofthepolicywillexpireonDecember31,2023.7. Encouragingandguidingcommunity-levelemployment.Thescaleofrecruitmentfor2023undertheinitiativef

28、orassistanceinagriculture,educationandhealthcareandpovertyalleviation,theprojectofuniversitystudentvolunteersservicesinChinaswesternregions,andothergrassrootsserviceprojectsshallbestabilized.Thespecialplanofttcollegestudentsservingasruraldoctors55shallbeimplemented,andthepolicyofexemptingmedicalinst

29、itutegraduatesfromexaminationinapplyingforpracticingregistrationofruraldoctorsshallbeimplemented.Theworkofemploymentandbusinessstart-upofuniversityandcollegegraduatesinurbanandruralcommunitiesin2023shallbecontinuouslycompleted.Universityandcollegegraduatesemployedbygrass-rootsentitiesatorbelowthecou

30、ntylevelincentralandwesternregions,remoteregionsandregionswithhardships,andoldindustrialbasesshallbegiventuitioncompensation,paymentofstate-subsidizedstudentloansonbehalf,highsalaries,andothersupport,andthosewhoareemployedbypublicinstitutionsmaybecomeregularemployeesandgradedinadvanceaccordingtother

31、elevantprovisions.8. Supportingstate-ownedenterprisesinexpandingthescaleofrecruitment.Forstate-ownedenterpriseswhosepayrollsdeterminedunderthelinkagemechanismforwagesandbenefitsaredifficulttomeetthedemandforexpandingtheemploymentofuniversityandcollegegraduates,withconsentoftheinstitutionsperformingt

32、heresponsibilitiesofinvestorsorthecompetentdepartmentsofotherenterprises,thenumberandsalarj,maybeincreasedinaone-timemannerin2023incomprehensiveconsiderationofthenumberofcollegegraduatesrecruitedbyenterprises,naturalreductionofstaffandmembers,andthesalarylevelofexistingemployees.Theincreasedpartshal

33、lbeincludedinthepayrollaccordingtothe划、大学生志愿服务西部计划等基层服务项目2023年招募规模。实施“大学生乡村医生”专项计划，落实医学专业高校毕业生免试申请乡村医生执业注册政策。继续做好2023年高校毕业生到城乡社区就业创业工作。对到中西部地区、艰苦边远地区、老工业基地县以下基层单位就业的高校毕业生，按规定给予学费补偿和国家助学贷款代偿、高定工资等支持，对招聘为事业单位工作人员的，可按规定提前转正定级。（八）支持国有企业扩大招聘规模。对按照工资效益联动机制确定的工资总额难以满足扩大高校毕业生招聘需求的国有企业，经履行出资人职责机构或其他企业主管部门同意，

34、统筹考虑企业招聘高校毕业生人数、自然减员情况和现有职工工资水平等因素，2023年可给予一次性增人增资，核增部分据实计入工资总额并作为下一年度工资总额预算基数。factandbeusedasthebudgetbaseforthepayrollforthenextyear.（九）稳定机关事业单位岗位规模。挖掘党政机关、事业单位编制存量，统筹自然减员，加大补员力度， 稳定招录、招聘高校毕业生规模，合理确定招录、招聘时 间。9. 35、hestaffingnumberofPartyandgovernmentofficesandpublicinstitutionsshallbeexplored,overallplansfornaturalpersonnelreductionshallbeprepared,recruitmenteffortsshallbeintensified,thescaleofrecruitmentandemploymentofuniversityandcollegegraduatesshallbestabilized,andtherecruitmentandemploymenttimeshallberea

36、sonablydetermined.（+）实施2023年百万就业见习岗位募集计划。广 泛动员各类企事业单位、社会组织等，募集不少于100万 个青年见习岗位，对吸纳就业见习人员的给予见习补贴， 用于支付见习人员基本生活费、办理人身意外伤害保险， 以及对见习人员的指导管理费用。对见习期未满与见习人 员签订劳动合同的，各地可给予剩余期限见习补贴，政策 实施期限截至2023年12月31日。10. Implementingtheplanforraisingonemilliontraineepositionsin2023.Allkindsofenterprises,publicinstitutionsan

37、dsocialorganizations,amongothers,shallbeextensivelymobilizedtoraisenotlessthan1milliontraineepositionsforyoungpeople.Internshipsubsidiesshallbegiventoenterprisesemployingtraineesforpayingthebasiclivingexpensesoftrainees,purchasingpersonalaccidentinsurance,andguidingandmanagementexpensesfortrainees.F

38、orenterprisesthatenterintolaborcontractswithtraineesbeforeexpirationoftheinternshipperiod,alllocalitiesmayofferinternshipsubsidiesfortheremainingterm.ThepolicyshallbevaliduntilDecember31,2023.三、强化帮扶兜牢民生底线（H-一）加强困难人员就业帮扶。合理确定并动态调整就业困难人员认定标准，及时将零就业家庭、低保家III.Strengtheningsupportforthebottomlineofpeople

Strengtheningemploymentassistanceforpeoplewithdifficultyinjobhunting.Thestandardsforidentifyingpersonswithdifficultyinjobhuntingshallberationallydeterminedanddynamicallyadjusted,andpersonssuchaszeroemploymentfamilies,familieslivingonbasiclivingallowance,householdshavingovercamepoverty

40、,elderlypersons,personswithdisabilities,andpersonswhoareunemployedforalongperiodoftimeshallbeincludedinthescopeofassistance.Personalizedassistanceprogramsshallbedeveloped,priorityshallbegiventorecommendinglow-thresholdandguaranteedcharitypositions,one-to-oneemploymentassistanceshallbeprovided,andone

41、-timeemploymentandbusinessstart-upsubsidiesshallbeprovidedforeligiblegraduateswithdifficultyinjobhunting.Enterprisesthatemploypersonswhohavebeenregisteredasunemployedfornotlessthanhalfayearandenteredintolaborcontractsforoveroneyearmayreceiveone-timeemploymentsubsidies.Thetimelimitforimplementationof

42、thepolicywillexpireonDecember312023.Forthosewhohavedifficultyinhuntingjobsthroughmarketchannels,theplacementofpublicwelfarejobsshallberationallyplannedasawhole,toensurethatalleastonepersoninazero-employmenthouseholdisemployed.12. Ensuringthebasiclivelihoodofpeoplewithdifficultyinjobhunting.Foreligib

43、leunemployedpersons,regularsubsistencebenefitssuchasunemploymentinsurance,paymentofbasicmedicalinsurancepremium(includingmaternityinsurancepremium)onacommissionbasis,andonetimelivingallowancesformigrantworkersthatareunemployedshallbeeffectivelygranted.Eligibleunemployedpersonsandtheirfamilieswithdif

44、ficultiesinlivingshallbeincludedinthescopeofsocialassistancesuchasminimumlivingallowancesandtemporaryassistance.Alinkagemechanismforsocialassistanceandguaranteestandardsand庭、脱贫户、大龄、残疾、长期失业等人员纳入援助范围。制定个性化援助方案，优先推荐低门槛、有保障的爱心岗位，提供“一对一”就业援助，对符合条件的困难毕业生发放一次性求职创业补贴,对企业招用登记失业半年以上人员，签订1年以上劳动合同的，可发放一次性吸纳就业补贴

45、，政策实施期限截至2023年12月31Ho对通过市场渠道难以实现就业的，合理统筹公益性岗位安置，确保零就业家庭至少一人就业。（十二）保障困难群众基本生活。对符合条件的失业人员，做好失业保险金、代缴基本医疗保险费（含生育保险费）和失业农民工一次性生活补助等常规性保生活待遇发放工作。将符合条件的生活困难失业人员及家庭纳入最低生活保障、临时救助等社会救助范围。及时启动社会救助和保障标准与物价上涨挂钩联动机制，按规定向困难群众足额发放物价补贴。pricerisesshallbelaunchedinatimelymanner,andpricesubsidiesshallbegrantedtopeople

Specifyingandimplementingthepolicies.AlllocalitiesshallspecifyandimplementvariouspoliciesandmeasuresspecifiedinthisNoticeinlightoftheactualcircumstances,andacceleratethereleaseofpolicydividends.Theyshallrevi

47、ewtheperiodicalpoliciesonstabilizingemploymentissuedbylocalgovernmentsduringthepreviousperiod,specifytheopinionsonoptimizationandadjustment,effectivelyimplementvariousnormalizedemploymentpolicies,andpromotetheeffectiveimplementationofvariouspoliciesandbenefitsforenterprisesandpeople,toprovideastrong

48、guaranteeforthegeneralstabilityoftheoverallsituationofemployment.Importantissuesandexperiencesinimplementationofpoliciesshallbereportedtothecompetentdepartmentsinatimelymanner.14. Optimizinghandlingservices.Alllocalitiesshallcontinuouslyoptimizetheirhandlingprocedures,reducelinks,materialsandtimelim

49、its,andeffectivelydevelopproceduresforreviewandgrantingoffundsundervariouspoliciesandthehandlingguidelines.Theyshallpromoteonlinehandlinginanacceleratedmanner,strengthencomparisonandidentificationofbigdata,promotedirectaccesstoandrapidsharingofmorepolicies,andincreasethesenseofachievementandsatisfactionwithemploymentpolicies.Theyshallimprovethecoverageandaccessibilityofpolicies,andprovidepoliciesfor（十
