5、工作方案（以下简称工作方案），请认真组织实施。II. InimplementingtheWorkPlan,youshallfollowtheguidanceofXiJinpingThoughtonSocialismwithChineseCharacteristicsforaNewEra,comprehensivelyapplytheguidingprinciplesofthe20thCPCNationalCongress,andupholdtheunderlyingprincipleofpursuingprogresswhileensuringstability,asdirectedbythe

6、decisionsandarrangementsoftheCPCCentralCommitteeandtheStateCouncil.Youshallfullyandfaithfullyapplythenewdevelopmentphilosophyonallfronts,fosteranewdevelopmentdynamic,promotehigh-qualitydevelopment,adoptaholisticapproachtoboththedomesticandinternationalsituations,andaligndevelopmentandsecurity.Levera

7、gingtheadvantagesofourvastmarket,youshallenhancethequalityandleveloftradeandinvestmentcooperationintheservicesector,steadilyexpandopeningbasedonrules,regulations,management,standards,andotherinstitutions,andexplorealignmentwithinternationalhigh-standardeconomicandtraderules.Bydoingso,youshallcontrib

8、utetohigh-levelopening-upandthecomprehensivelybuildingofamodemsocialistcountry.III. ThePeoplesGovernmentofBeijingMunicipalityshall,basedonthestrategicpositioningofthecapitalcity,servemajornationalstrategies,andorganizeanddirecttheimplementationoftheWorkPlan.Conditionaloncontrollablerisks,itshallensu

10、、准确、全面贯彻新发展理念，构建新发展格局，推动高质量发展，更好统筹国内国际两个大局，推动发展和安全深度融合，充分发挥我国超大市场优势，提升服务领域贸易投资合作质量和水平，稳步扩大规则、规制、管理、标准等制度型开放，开展对接国际高标准经贸规则先行先试，为推进高水平对外开放、全面建设社会主义现代化国家作出贡献。三、北京市人民政府要立足首都城市战略定位，服务国家重大战略，加强对工作方案实施的组织领导，在风险可控的前提下，精心组织，大胆实践，深化国家服务业扩大开放综合示范区建设，在努力构建高标准服务业开放制度体系、建设现代化产业体系等方面取得更多可复制可推广的经验，更好为全国服务业开放创新发展发挥引

11、领作用。四、国务院有关部门要按照职责分工，积极支持北京 深化国家服务业扩大开放综合示范区建设。商务部要会同 有关部门加强指导和协调推进，组织开展督促和评估工 作，确保工作方案各项改革开放措施落实到位。五、需要暂时调整实施相关行政法规、国务院文件和 经国务院批准的部门规章的部分规定的，按规定程序办 理。国务院有关部门要根据工作方案相应调整本部门 制定的规章和规范性文件。工作方案实施中的重大问 题，北京市人民政府、商务部要及时向党中央、国务院请 示报告。附件：支持北京深化国家服务业扩大开放综合示范区建设工作方案国务院forhigh-levelopening-upoftheservicesector

RelevantdepartmentsoftheStateCouncilshall,withintheirpurview,supportBeijinginpursuingtheInitiativefortheNationalComprehensiveDemonstrationZoneforFurtherOpening-upoftheSen,iceSecto

13、r.TheMinistryofCommerceshall,inconjunctionwithrelevantdepartments,provideguidanceandcoordination,andorganizesupervisionandassessments,ensuringtheeffectiveimplementationofallreformandopening-upmeasuresoutlinedintheWorkPlan.V. Ifnecessary,theapplicabilityofrelevantadministrativeregulations,StateCounci

14、ldocuments,anddepartmentalrulesapprovedbytheStateCouncilshallbetemporarilyadjustedundertheprescribedprocedures.RelevantdepartmentsoftheStateCouncilshall,inaccordancewiththeWorkPlan,adjustthedepartmentalrulesandnormativedocumentstheyhaveformulated.IfamorissuearisesintheimplementationoftheWorkPlan,the

28、tionofresources,creatinganationalsourceofimpetusforhigh-qualitydevelopment.Additionally,itwillshapearegionaleconomiclayoutcharacterizedbycomplementarystrengthsandhigh-qualitydevelopment.Integratingsystems:ToSerVethedevelopmentofamodemindustrialsystem,wewillemploysystematicthinkingandaproblem-oriente

29、dapproach.Thisinvolvescoordinatingpoliciesandservices,marketaccessandpermissionforoperations,activitiesaltheborderandthosebeyondtheborder,andtradeandinvestmentononesideandrecruitmentofskilledworkersontheother.Weaimtoreformandopenuptheentirechainandallaspectsoftheservicesector,optimizingtheoveralleco

30、systemforindustrialdevelopment.Wewillcontinuetoreformandopenupadvantageousandkeyindustriessuchastelecommunications,healthcare,finance,culture,education,andprofessionalservices.Thisinvolvesfosteringemergingforms,enrichingapplicationscenarios,expandingdevelopmentpathways,andconstructingahigh-quality,e

32、管能力，增强风险防控能力，牢牢守住不发生 系统性区域性风险底线。二、主要任务（一）推进服务业重点领域深化改革扩大开放1.电信服务领域。研究建设国家新型互联网交换中心。在 北京取消信息服务业务（仅限应用商店，不含网络出版服 务）、互联网接入服务业务（仅限为用户提供互联网接入 服务）等增值电信业务外资股比限制，研究适时进一步扩 大增值电信业务开放。2.健康医疗服务领域。支持符合条件的外籍及港澳台医生在京开设诊所。探索对干细胞与基因领域医药研发企业外security.Ourfocusisonestablishinganefficient,collaborativeregulatorysystemfo

35、nsservices.WewillresearchtheconstructionofnewnationalInternetexchangecenters.InBeijing,wewillremoveforeignstakerestrictionsonvalue-addedtelecommunicationsservices,suchasinformationservices(limitedtoappstores,excludingonlinepublishingservices)andInternetaccessservices(limitedtoInlemetaccessservicesfo

36、rusers).Wewillalsoconsiderfurtheropeningupvalue-addedtelecommunicationsservicesinduetime.(2) Healthandmedicalservices.Wewillsupporteligibleforeign,HongKong,Macao,andTaiwandoctorsinestablishingclinicsinBeijing.Wewillexploremethodsofequityincentivesforforeign,HongKong,Macao,andTaiwanemployeesinpharmac

37、euticalR&Denterprisesinstemcellandgenefields.Wewillsupporteligiblemedicalinstitutionsinclinicaltrialsonstemcells,amongothers.Wewillsupportinternationalcooperationinresearchanddevelopmentofstemcellsandgenes.WewillfacilitatehumangeneticresourcemanagementservicesofHongKongandMacaoenterprisesinBeijing.I

38、nnovativemedicaldevices(excludinglargemedicalequipment)forwhichenterprisesregisteredinBeijinghaveobtainedmarketapprovalinChinamaybemarketedfordesignatedmedicalinstitutionsbasedonclinicalneeds.WewillsupporttheestablishmentofanexpeditedapprovalchannelinBeijingforurgentlyneededimportedmedicaldevices.We

39、willpromotetheapplicationofreal-worlddatainresearchinthefieldofmedicaltechnology.Wewillestablishaninter-departmentalcoordinatedregulatorysystemthroughouttheprocessincutting-edgebiomedicinefields.Wewillacceleratetheriskassessmentandquarantineaccessforbovine-sourcedChinesemedicinalmaterials,suchasbezo

40、ar,fromcountries(regions)otherthanthosesubjecttobansformadcowdiseaseoutbreaks,soastoSerVethedevelopmentneedsofthetraditionalChinesemedicineandhealthindustry.InrelianceontheElectronicPrescriptionCenteroftheNationalUnifiedMedicalInsuranceInformationPlatform,prescriptionswillbecirculated.Wewillexplorem

41、odelsofjointdevelopmentandsharingofhealthandmedicaldata,andpursuethestandardizationandinter-hospitalopeningandexchangeofclinicalmedicaldata.Wewillcontinuetocarryoutthenationalcomprehensiveinnovationpilotprogramfortheconvalescentaidsindustry,promoteachievementsinthepilotprogramofcommunity-basedleasin

42、gofconvalescent籍及港澳台从业人员的股权激励方式。支持符合条件的医疗机构开展干细胞等临床试验。支持干细胞与基因研发国际合作。促进在京港澳企业人类遗传资源管理服务便利化。对在京注册企业在我国境内获得上市许可的创新药械（大型医用设备除外），在指定医疗机构根据临床需求“随批随进”。支持在京建立临床急需进口药械审批绿色通道。推动真实世界数据在医疗技术领域研究中的应用。建立生物医药前沿领域多部门全流程协同监管体系。加快无疯牛病疫情禁令国家（地区）牛黄等牛源性中药材风险评估和检疫准入，服务中医药健康产业发展需求。依托全国统一医保信息平台电子处方中心开展处方流转。探索健康医疗数据共建共享新模式

43、，进一步加强临床医疗数据标准化和院际开放互通。深化康复辅助器具产业国家综合创新试点，推广康复辅助器具社区租赁试点成果，支持康复辅助器具研发运用对外合作，推动康复辅助器具产业发展。搭建中医药国际综合服务平台，建设中医药线上交易平台，支持企业开拓国际市场。以我国加入药品检查合作计划（PlC/S）等为契机，推动有条件的企业高质量参与共建“一带一路”等国际合作，助力创新药品“走出去”。3.金融服务领域。对境外金融机构、境外金融机构的投资 者、跨境金融服务提供者提交的要件完整且符合法定形式 的金融业务相关申请，金融管理部门按照内外一致原则， 在收到申请后120天内作出决定并及时通知申请人，如不 能如期作

47、itsacompleteandlegallyformattedapplicationrelatedtofinancialbusiness,thefinancialauthoritiesshall,undertheprincipleofnationaltreatment,makeadecisionwithin120daysofreceivingtheapplicationandpromptlynotifytheapplicant,orifadecisionisimpossiblewithintheperiod,immediatelyinformtheapplicantandmakeadecisi

48、onwithinareasonableperiod.WewillexplorewaysofsupportinginsuranceassetmanagementcompaniesinissuingreasonablysizedRMB-denominatedassetmanagementproductsoverseas,subjecttoindependentaccountsandisolatedrisks.Therewillbesupportformarket-orientedcooperationbetweenventurecapitalandequityinvestmentinstituti

49、onsandvariousfinancialinstitutionstoprovidefinancingservicestoinvestedenterprisesinaccordancewithlawsandregulations.Subjecttocontrollablerisks,wewillexploretheestablishmentofaregistrationmechanismfortrustpropertysuchasrealestateandequities.(4) Culturalandeducationalservices.Wewillstudytheextensionoftaxpoliciesthatsupportculturalsystemreformandthedevelopmentofculturalenterprises.Wewill
