4、akcarbon(emissions)andcarbonneutrality,andexpeditethetransitionofChinasgrowthmodeltooneofgreendevelopment.Forthepurposesofspeedinguptheconstructionofawasterecyclingsystem,withtheconsentoftheStateCouncil,thefollowingopinionsareherebyoffered.国务院办公厅关于加快构建废弃物循环利用体系的意见(国办发(2024)7号)各省、自治区、直辖市人民政府，国务院各部委、各

5、直属机构：构建废弃物循环利用体系是实施全面节约战略、保障国家资源安全、积极稳妥推进碳达峰碳中和、加快发展方式绿色转型的重要举措。为加快构建废弃物循环利用体系，经国务院同意，现提出如下意见。Fortheaccelerationoftheconstructionofawasterecyclingsystem,XiJinpingThoughtonSocialismwithChineseCharacteristicsforaNewErashallbefollowed.Theguidingprinciplesofthe20(hCPCNationalCongressshallbecomprehensive

6、lyimplemented,andXiJinpingthoughtonstrengtheningeco-civilizationshallbefurtherimplemented.Acceleratedeffortsshallbemadetofosterthenewdevelopmentdynamic,withafocusonpromotinghigh-qualitydevelopment.Thephilosophyofcirculareconomydesignedtoreducewasteandresourceconsumption,reuseresources,andrecyclewast

7、eshallbefollowed.Theresourcerecyclingindustryshallbedevelopedinallfieldsofproductionandlifethroughthefinemanagement,effectiverecovery,andefficientutilizationofwastetoimprovetheefficiencyofresourceutilization.Theincentiveandrestraintmechanismsshallbeimproved,andtheestablishmentofacomprehensive,effici

8、ent,standardized,andorderlywasterecyclingsystemshallbeaccelerated,thuslayingagreen,low-carbonfoundationforhigh-qualitydevelopmentandhelpingtobuildabeautifulChinainanall-roundway.Committedtosystematicplanningandcoordinatedadvancement.Wasterecyclinginvariousfieldsshallbesystematicallypromotedbasedonne

9、windustrializationandurbanizationinChina,withafocusonimprovingthecapacityofallaspectsofwasterecycling.Policycoordination,departmentalcoordination,regionalcoordination,andindustrialcoordinationforwasterecyclingshallbestrengthened,andthesupportandconnectionofpolicymechanismsshallbestrengthened.加快构建废弃物

10、循环利用体系，要以习近平新时代中国特色社会主义思想为指导，深入贯彻党的二十大精神，全面贯彻习近平生态文明思想，完整、准确、全面贯彻新发展理念，加快构建新发展格局，着力推动高质量发展，遵循减量化、再利用、资源化的循环经济理念，以提高资源利用效率为目标，以废弃物精细管理、有效回收、高效利用为路径，覆盖生产生活各领域，发展资源循环利用产业，健全激励约束机制，加快构建覆盖全面、运转高效、规范有序的废弃物循环利用体系，为高质量发展厚植绿色低碳根基，助力全面建设美丽中国。一系统谋划、协同推进。立足我国新型工业化和城镇化进程，系统推进各领域废弃物循环利用工作，着力提升废弃物循环利用各环节能力水平。加强废弃物

11、循环利用政策协同、部门协同、区域协同、产业协同，强化政策机制配套衔接。Adoptingwel!-targetedpoliciesandmeasuresAccordingtothesource,scale,resourcevalue,utilizationmode,andeco-environment impact of various wastes, the responsibilities of entities engaged in waste recycling and relevant technical paths shall be defined by category, and

12、the resource recycling industry shall be planned according to local conditions to improve the operation efficiency of the waste recycling system.一Committed to innovation-driven development to improve quality and efficiency. The leading role of innovation shall be maximized, and the technological inn

13、ovation, model innovation, and mechanism innovation of waste recycling shall be strengthened to continuously open up new areas and create new growth drivers.the recycling methods of waste shall be expanded, and the recycling categories of waste shall be diversified to enhance the recycling value of

14、waste.Committed to government guidance and market mechanisms. The market forces shall be allowed to play a “decisive role“ in allocating resources, and the role of government shall be better leveraged. A policy system and incentive and restraint mechanism designed to encourage waste recycling shall

15、be established to invigorate various business entities. Public participation shall be encouraged to enhance the endogenous motivation of waste recycling.一分类施策、精准发力。根据各类废弃物来源、规模、 资源价值、利用方式、生态环境影响等特性，分类明确废 弃物循环利用主体责任和技术路径，因地制宜布局资源循 环利用产业，提高废弃物循环利用体系运转效率。一创新驱动、提质增效。发挥创新引领作用，加强废弃 物循环利用科技创新、模式创新和机制创新，不断开

16、辟新 领域、塑造新动能，拓展废弃物循环利用方式，丰富废弃 物循环利用品类，提升废弃物循环利用价值。政府引导、市场主导。充分发挥市场在资源配置中的 决定性作用，更好发挥政府作用，建立有利于废弃物循环 利用的政策体系和激励约束机制，激发各类经营主体活 力，引导全民参与，增强废弃物循环利用的内生动力。到2025年，初步建成覆盖各领域、各环节的废弃物循环利 用体系，主要废弃物循环利用取得积极进展。尾矿、粉煤 灰、煤砰石、冶炼渣、工业副产石膏、建筑垃圾、秸秆等 大宗固体废弃物年利用量达到40亿吨，新增大宗固体废弃 物综合利用率达到60机废钢铁、废铜、废铝、废铅、废 锌、废纸、废塑料、废橡胶、废玻璃等主要

17、再生资源年利 用量达到4. 5亿吨。资源循环利用产业年产值达到5万亿 元。By 2025, a waste recycling system covering all fields and links will be preliminarily established, and positive progress will be made in the recycling of m句Or wastes. The annual utilization ofbulk solid wastes such as tailings, fly ash, coal gangue, smelting slag

18、, industrial by-product gypsum, construction waste, and straw will reach 4 billion tons, and the comprehensive utilization rate of newly added bulk solid wastes will reach 60%. The annual utilization of mor renewable resources such as scrap iron and steel, scrap copper, scrap aluminum, waste lead, w

19、aste zinc, waste paper, waste plastics, waste rubber, and waste glass will reach 450 million tons. The annual output value of the resource recycling industry will reach 5 trillion yuan.By 2030, a comprehensive, efficient, standardized, and orderly waste recycling system will be built; the value of v

20、arious waste resources will be fully tapped; the proportion of recycled materials in the supply of raw materials will be further increased; the size and quality of the resource recycling industry will be significantly improved; and the waste recycling level will generally rank among the top in the w

21、orld.到2030年，建成覆盖全面、运转高效、规范有序的废弃物 循环利用体系，各类废弃物资源价值得到充分挖掘，再生 材料在原材料供给中的占比进一步提升，资源循环利用产 业规模、质量显著提高，废弃物循环利用水平总体居于世 界前列。二、推进废弃物精细管理和有效回收II.Promotingfinemanagementandeffectiverecoveryofwastes（一）加强工业废弃物精细管理。压实废弃物产生单位主体责任，完善般工业固体废弃物管理台账制度。推进工业固体废弃物分类收集、分类贮存，防范混堆混排，为资1. 22、rialwastes.Theresponsibilityofentitiesgeneratingwastesshallbespecified,andthejournalsystemforthemanagementofgeneralindustrialsolidwastesshallbeimproved.Theclassifiedcollectionandstorageofindustrialsolidwastesshallbepromotedtopreventmixedaccumulationanddischarge,thusreservingconditionsforresourcerecy

23、cling.Longstandinglandfillsitesforsolidwastesshallbecomprehensivelyinvestigatedtoimplementtargetedrectification.Enterpriseswithlargestoragecapacityshallbesupervisedinstrengtheningtherecyclingofresources.Facilitiesforthecollectionandtreatmentofindustrialwastewatershallbeimproved.Wastegeneratinganduti

24、lizingentitiesshallbeencouragedtocarryoutpeer-to-peercooperation.源循环利用预留条件。全面摸底排查历史遗留固体废弃物 堆存场，实施分级分类整改，督促贮存量大的企业加强资 源循环利用。完善工业废水收集处理设施。鼓励废弃物产 生单位与利用单位开展点对点定向合作。（二）完善农业废弃物收集体系。建立健全畜禽粪污收集 处理利用体系，因地制宜建设畜禽粪污集中收集处理、沼 渣沼液贮存利用等配套设施。健全秸秆收储运体系，引导 秸秆产出大户就地收贮，培育收储运第三方服务主体。指 导地方加强农膜、农药与化肥包装、农机具、渔网等废旧 农用物资回收。积极

25、发挥供销合作系统回收网络作用。2. Improvingtheagriculturalwastecollectionsystem.Asystemforthecollection,disposal,andutilizationoflivestockandpoultrymanureshallbeestablishedandimproved,andsupportingfacilitiesfor,amongotherthings,thecentralizedcollectionandtreatmentoflivestockandPoUkrymanure,andthestorageandrecycling

26、ofbiogasresidueandbiogasSIUrryshallbebuiltaccordingtolocalconditions.Thestrawcollection,storage,andtransportationsystemshallbeimproved.Largestrawproducersshallbeencouragedtoconductlocalcollectionandstorage,andthird-partyserviceprovidersforcollection,storage,andtransportationshallbecultivated.Guidanc

27、eshallbeprovidedtolocalgovernmentinstrengtheningtherecoveryofwasteagriculturalmaterialssuchasagriculturalfilm,pesticideandfertilizerpackaging,agriculturalmachinery,andfishingnets.Theroleoftherecoverynetworkforsupplyandmarketingcooperativesshallbeactivelyleveraged.()推进社会源废弃物分类回收。持续推进生活垃圾分 类工作。完善废旧家电、

28、电子产品等各类废旧物资回收网 络。进一步提升废旧物资回收环节预处理能力。推动生活 垃圾分类网点与废旧物资回收网点“两网融合”。因地制 宜健全农村废旧物资回收网络。修订建筑垃圾管理规定， 完善建筑垃圾管理体系。鼓励公共机构在废旧物资分类回 收中发挥示范带头作用。支持“互联网+回收”模式发 展。推动有条件的生产、销售企业开展废旧产品逆向物流 回收。深入实施家电、电子产品等领域生产者回收目标责 任制行动。加强城市园林绿化垃圾回收利用。加快城镇生 活污水收集管网建设。3. Promotingthesortingandrecoveryofnon-industrialandmedicalwastes.Th

29、esortingofdomesticwastesshallbecontinuouslypromoted.Therecoverynetworkforvariouswastematerialssuchasusedhouseholdappliancesandelectronicproductsshallbeimproved.Thecapacityforthepretreatmentofwastematerialsforrecoveryshallbefurtherenhanced.Theintegrationbetweendomesticwastesortingoutletsandwastemater

30、ialsrecoveryoutletsshallbepromoted.Therecoverynetworkforruralwastematerialsshallbeimprovedaccordingtolocalconditions.Theprovisionsonconstructionwastemanagementshallberevisedtoimprovethemanagementsystemforconstructionwastes.Publicinstitutionsshallbeencouragedtoplayanexemplaryandleadingroleinthesortin

31、gandrecoveryofwastematerials.ThedevelopmentoftheInternetplusRecoverymodelshallbesupported.Eligibleproductionandsalesenterprisesshallbeencouragedtocarryoutreverselogisticsrecoveryofwasteproducts.Theproducerrecoverytargetresponsibilitysystemforthefieldsofhouseholdappliancesandelectronicproductsshallbe

32、furtherimplemented.Therecyclingofurbanlandscapingwastesshallbestrengthened.Theconstructionoftheurbansanitarysewersystemshallbeaccelerated.三、提高废弃物资源化和再利用水平III.Improvingwasterecyclingandreuse（四）强化大宗固体废弃物综合利用。进一步拓宽大宗固体废弃物综合利用渠道，在符合环境质量标准和要求前提下，加强综合利用产品在建筑领域推广应用，畅通井下充填、生态修复、路基材料等利用消纳渠道，促进尾矿、冶炼渣中有价组分高效提取

33、和清洁利用。加大复杂难用工业固体废弃物规模化利用技术装备研发力度。持续推进秸秆综合利用工作。4. Strengtheningthecomprehensiveutilizationofbulksolidwastes.Thecomprehensiveutilizationchannelsforbulksolidwastesshallbefurtherbroadened.Thewidespreadapplicationofcomprehensivelyutilizedproductsintheconstructionfieldshallbestrengthenedonconditionthatthe

34、standardsandrequirementsforenvironmentalqualityarecompliedwith.Opendisposalandrecyclingchannelsforundergroundfilling,ecologicalrestoration,andsubgradematerialsshallbemaintainedtopromotetheefficientextractionandcleanutilizationofvaluablecomponentsintailingsandsmeltingslag.Theresearchanddevelopmentoft

35、echnologyandequipmentforthelarge-scaleutilizationofcomplexanddifficultindustrialsolidwastesshallbeincreased.Thecomprehensiveutilizationofstrawshallbecontinuouslypromoted.（五）加强再生资源高效利用。鼓励废钢铁、废有色金属、废纸、废塑料等再生资源精深加工产业链合理延伸。支持现有再生资源加工利用项目绿色化、机械化、智能化提质改造。鼓励企业和科研机构加强技术装备研发，支持先进技术推广应用。加快推进污水资源化利用，结合现有污水处理设施

36、提标升级、扩能改造，系统规划建设污水再生利用设施，因地制宜实施区域再生水循环利用工程。5. Strengtheningtheefficientuseofrenewableresources.Therationalextensionofthedeep-processingindustrychainforrenewableresources,suchasscrapironandsteel,scrapnonferrousmetals,wastepaper,andwasteplastics,shallbeencouraged.Thegreen,mechanized,andintelligentupgr

37、adingofexistingrenewableresourcesprocessingandutilizationprojectsshallbesupported.Enterprisesandresearchinstitutesshallbeencouragedtostrengthenthedevelopmentoftechnologyandequipmentandbesupportedinthewidespreadapplicationofadvancedtechnologies.Acceleratedeffortsshallbemadetoturnsewageintoresources.W

38、astewaterrecyclingfacilitiesshallbesystematicallyplannedbytakingintoaccounttheupgradingandcapacityexpansionofexistingwastewatertreatmentfacilities.Regionalreclaimedwaterrecyclingprojectsshallbeimplementedaccordingtolocalconditions.（六）引导二手商品交易便利化、规范化。鼓励“互联网 +二手”模式发展。支持有条件的地区建设集中规范的二 手商品交易市场。完善旧货交易管理制

39、度，研究制定网络 旧货交易管理办法，健全旧货评估鉴定行业人才培养和管 理机制。出台二手商品交易企业交易平板电脑、手机等电 子产品时信息清除方法相关规范，保障旧货交易时出售者 信息安全。研究解决旧货转售、翻新等服务或相关商品涉 及的知识产权问题。支持符合质量等相关要求的二手车出 口。6. Encouragingthefacilitationandstandardizationofsecondhandgoodstrading.Thedevelopmentofthe4intemetplusSecond-handGoodsTradingmodelshallbeencouraged.Eligiblere

40、gionsshallbesupportedinbuildingcentralizedandstandardizedtradingmarketsforsecond-handgoods.Thetradingmanagementsystemforusedgoodsshallbeimproved.Onlinetradingmeasuresforusedgoodsshallbestudiedanddeveloped,andthetrainingandmanagementmechanismforthepersonnelintheusedgoodsvaluationandappraisalindustrys

41、hallbeimproved.Relevantstandardsforinformationclearingneededforthetradingofelectronicproductssuchastabletsandmobilephonesbysecond-handgoodstradingenterprisesshallbeintroducedtoensuretheinformationsecurityofsellerswhensecond-handgoodsaretraded.Thesolutionstotheproblemsofintellectualpropertyinvolvedin

42、theresale,renovation,andotherservicesofusedgoods,orrelatedgoodsshallbeexplored.Theexportofusedvehiclesthatmeetqualityandotherrelatedrequirementsshallbesupported.(t)促进废旧装备再制造。推进汽车零部件、工程机 械、机床、文化办公设备等传统领域再制造产业发展，探 索在盾构机、航空发动机、工业机器人等新领域有序开展 高端装备再制造。推广应用无损检测、增材制造、柔性加 工等再制造共性关键技术。在履行告知消费者义务并征得 消费者同意的前提下，

43、鼓励汽车零部件再制造产品在售后 维修等领域应用。7. Promotingthere-manufacturingofwasteequipment.Thedevelopmentofre-manufacluringindustriesintraditionalfieldssuchasautoparts,constructionmachinery,machinetools,andculturalofficeequipmentshallbepromoted,andtheorderlyre-manufacturingofhigh-endequipmentinnewfieldssuchasshieldmac

44、hines,aero-engines,andindustrialrobotsshallbeexplored.Theapplicationofkeygenerictechnologiesforre-manufacturingsuchasnondestructivetesting,additivemanufacturing,andflexibleprocessingshallbepromoted.Theapplicationofre-manufacturedautomotivepartproductsinafter-salesmaintenanceandotherfieldsshallbeenco

45、uragediftheobligationofinformingconsumersandobtainingtheirconsentisfulfilled.（八）推进废弃物能源化利用。加快城镇生活垃圾处理设施建设，补齐县级地区生活垃圾焚烧处理能力短板。有序推进何余垃圾处理设施建设，提升废弃油脂等厨余垃圾能源化、资源化利用水平。因地制宜推进农林生物质能源化开发利用，稳步推进生物质能多元化开发利用。在符合相关法律法规、环境和安全标准，且技术可行、环境风险可控的前提下，有序推进生活垃圾焚烧处理设施协同处置部分固体废弃物。8. Makinggreatereffortstoturnwasteintoene

46、rgy.Theconstructionoffacilitiesforthetreatmentofurbandomesticwasteshallbeaccelerated,andweaknessinincinerationcapacityfordomesticwasteincounty-levelareasshallbebolstered.Theconstructionoffacilitiesforthetreatmentofkitchenwasteshallbepromotedinanorderlymanner,andthecapacitytoturnwasteoilandotherkitch

47、enwastesintoenergyandresourcesshallbeimproved.Thedevelopmentandutilizationofagriculturalandforestrj,biomassenergyshallbepromotedaccordingtolocalconditions,andthediversifieddevelopmentandutilizationofbiomassenergyshallbeadvancedsteadily.Thecoordinateddisposalofsomesolidwastebydomesticwasteincineratio

48、nfacilitiesshallbepromotedinanorderlymannerifrelevantlawsandregulationsandenvironmentalandsafetystandardsarecompliedwith,thetechnologyisfeasible,andtheenvironmentalrisksarecontrollable.（九）推广资源循环型生产模式。推进企业内、园区内、 产业间能源梯级利用、水资源循环利用、固体废弃物综合 利用，加强工业余压余热和废气废液资源化利用。研究制 定制造业循环经济发展指南。加强重点行业企业清洁生产 审核和结果应用。深入推

49、进绿色矿山建设。推进重点行业 生产过程中废气回收和资源化利用。支持二氧化碳资源化 利用及固碳技术模式探索应用。深入实施园区循环化改 造。积极推进生态工业园区建设。推广种养结合、农牧结 合等循环型农业生产模式。9.
