4、yimprovedthecoverage,availabilityandsatisfactionoffinancialservices,basicallyrealizedthattherearefinancialinstitutionsineverytown,servicesareavailabletoeveryvillage,andaccountsareopenedforeveryfamily,enhancedrapiddevelopmentofmobilepayment,digitalcredit,andotherservices,andconstantlyimprovedthelevel

5、offinancial国务院关于推进普惠金融高质量发展的实施意见（国发（2023）15号）各省、自治区、直辖市人民政府，国务院各部委、各直属机构：近年来，各地区、各部门认真贯彻落实党中央、国务院决策部署，推动我国普惠金融发展取得长足进步，金融服务覆盖率、可得性、满意度明显提高，基本实现乡乡有机构、村村有服务、家家有账户，移动支付、数字信贷等业务迅速发展，小微企业、“三农”等领域金融服务水平不断提升。新形势下，普惠金融发展仍面临诸多问题和挑战，与全面建设社会主义现代化国家的目标要求还存在较大差距。为构建高水平普惠金融体系，进一步推进普惠金融高质量发展，现提出如下意见。servicesinmicr

7、igh-qualitydevelopmentofinclusivefinance,thefollowingopinionsareherebyputforward.I.Generalrequirements1.GuidingthoughtUndertheguidanceofXiJinpingThoughtonSocialismwithChineseCharacteristicsforaNewEra,thespiritofthe20thCPCNationalCongressshallbeimplementedinanin-depthmanner,thedecisionsandarrangement

8、softheCPCCentralCommitteeandtheStateCouncilshallbediligentlyimplemented,thepoliticalandpeoplesnatureoffinancialworkshallbefirmlygrasped,thenewdevelopmentconceptshallbeimplementedinacomplete,accurateandcomprehensivemanner,thesupply-sidestructuralreformofthefinancialsectorshallbedeepened,thehigh-quali

9、tydevelopmentofinclusivefinanceshallbepromoted,theabilitytosen,etherealeconomyshallbeimproved,variousfinancialrisksshallbepreventedandresolved,andcommonprosperityforallpeopleshallbepromoted.一、总体要求（一）指导思想以习近平新时代中国特色社会主义思想为指导，深入贯彻党的二十大精神，认真落实党中央、国务院决策部署，牢牢把握金融工作的政治性和人民性，完整、准确、全面贯彻新发展理念，深化金融供给侧结构性改革，推进

10、普惠金融高质量发展，提升服务实体经济能力，防范化解各类金融风险，促进全体人民共同富裕。2.Basicprinciples（二）基本原则一坚持党的领导。坚持加强党的全面领导和党中央集中 统一领导，充分发挥中国特色社会主义制度优势，进一步 发挥各级党组织的作用，为普惠金融高质量发展提供坚强 的政治保证和组织保障。InsistingontheleadershipoftheParty.StrengtheningtheoverallleadershipofthePartyandthecentralizedandunifiedleadershipoftheCPCCentralCommitteeshallb

19、edandimproved.Illegalnancialactivitiesshallberesolutelycrackeddownon,jointeffortsshallbemadetopreventandresolverisksofsmallandmedium-sizedfinancialinstitutions,andthefinancialstabilityguaranteesystemshallbestrengthened,toguardthebottomlineofavoidingsystemicfinancialrisks.Theconceptofresponsiblefinan

20、ceshallbeadvocatedandthelegitimaterightsandinterestsoffinancialconsumersshallbeeffectivelyprotected.3. MaingoalsInthenextfiveyears,ahigh-qualityinclusivefinancialsystemwillbebasicallyestablished.Newimprovementwillbemadeintheavailabilityoffinancialservicesinkeyfields,newprogressinsupply-sidestructura

21、lreformofinclusivefinancewillbemade,financialinfrastructureanddevelopmentenvironmentwillbefurtherimproved,newachievementswillbemadeinpreventingandresolvingfinancialrisks,andinclusivefinancewillfacilitatenewprogressincommonprosperity.基础金融服务更加普及。银行业持续巩固乡乡有机 构、村村有服务，保险服务基本实现乡镇全覆盖。基础金 融服务的效率和保障能力显著提升，数字

26、urtherincreased.Thecapacityofthemodemindustrialsystemoffinancialserviceswillbecontinuouslyenhanced.Greaterfinancialsupportforruralrevitalization.Theruralfinancialservicesystemwillbefurtherimproved.Financialsupportforruralinfrastructureandpublicsendeeswillbecontinuouslyincreased.Financialservicesforn

27、ewcitizenssuchasruralmigrantswillbecontinuouslydeepened.营主体基本实现信用建档评级全覆盖。脱贫人口小额信贷 对符合条件的脱贫户应贷尽贷，助力巩固拓展脱贫攻坚成 果同乡村振兴有效衔接.金融消费者教育和保护机制更加健全。金融知识普及 程度显著提高，人民群众和经营主体选择适配金融产品的 能力和风险责任意识明显增强。数字普惠金融产品的易用 性、安全性、适老性持续提升，“数字鸿沟”问题进一步 缓解。金融消费者权益保护体系更加完善，侵害金融消费 者权益行为得到及时查处。金融风险防控更加有效。中小金融机构等重点机构和 重点领域风险防控能力持续提升，风险

29、providedforhouseholdsliftedoutofpropertyasmuchaspossible,toassistineffectivelyaligningeffortstoconsolidateandexpandachievementsinpovertyalleviationwithruralrevitalization.Furtherimprovedconsumerfinancialeducationandprotectionmechanism.Thepopularizationoffinancialknowledgewillbesignificantlyimproved,

30、andtheabilityofthepeopleandbusinessentitiestochoosesuitablefinancialproductsandtheirawarenessofriskresponsibilitywillbesignificantlyenhanced.Theeaseofuse,securityandsuitabilityfortheelderlyofdigitalinclusivefinancialproductswillbecontinuouslyimproved,andtheproblemof“digitaldivide”willbefurtherallevi

31、ated.Theprotectionsystemfortherightsandinterestsoffinancialconsumerswillbeimproved,andbehaviorsinfringingupontherightsandinterestsoffinancialconsumerswillbeinvestigatedandhandledinatimelymanner.Moreeffectivenancialriskpreventionandcontrol.Riskpreventionandcontrolcapabilitiesofkeyinstitutionsandfield

32、ssuchassmallandmedium-sizedfinancialinstitutionswillbecontinuouslyimproved,andriskmonitoring,earlywarning,resolutionanddisposalmechanismswillbecontinuouslyimproved.Digitalplatformriskswillbeeffectivelyidentifiedandcontrolled.Illicitfinancialactivitieswillbeeffectivelycurbed.Themechanismforensuringfi

33、nancialstabilitywillbefurtherimproved.Furtherimprovedsupportingmechanismforinclusivefinance.Theinclusionandtransparencyofbasicfinancialinclusionplatformswillbecontinuouslyimproved,andcreditinformationsharingplatformsinkeyfieldswillbebasicallycompleted.Thesupportinglegalsystemwillbefurtherimproved,th

34、ecreditenvironmentforfaithfulperformancewillbebasicallyshaped,andtherisk-sharingcompensationmechanismwillbegraduallyoptimized.Theindexsystemforevaluatingthehigh-qualitydevelopmentofinclusivefinancewillbebasicallysound.II.Optimizingproductsandsen,icesinkeyfieldsofinclusivefinance4. Supportingthesusta

35、inabledevelopmentofmicroandsmallbusinessentities.Financialinstitutionsshallbeencouragedtodevelopproductsandservicesthatmeettheproductionandoperationcharacteristicsanddevelopmentneedsofmicroandsmallenterprisesandindividualindustrialandcommercialhouseholds,andincreasefirst-time,renewal,creditandmedium

36、-andlong-termloans.Thespecializedmechanismforscientificandtechnologicalinnovationofmicroandsmallenterprisesinfinancialservicesshallbeestablishedandimproved,andsupportformicroandsmallenterprisesthatapplyspecial,sophisticatedtechniquestoproduceuniqueandnovelproductsandthatareinstrategicemergingindustr

37、iesshallbeincreased.Financialservicesformicroandsmallmanufacturingenterprisesshallbeoptimizedandnancialsupportforequipmentrenewalandtechnological普惠金融配套机制更加完善。普惠金融基础平台的包容性和透明度不断提升，重点领域信用信息共享平台基本建成。配套法律制度体系进一步完善，诚信履约的信用环境基本形成，风险分担补偿机制逐步优化。普惠金融高质量发展评价指标体系基本健全。二、优化普惠金融重点领域产品服务（四）支持小微经营主体可持续发展。鼓励金融机构开发符合

38、小微企业、个体工商户生产经营特点和发展需求的产品和服务，加大首贷、续贷、信用贷、中长期贷款投放。建立完善金融服务小微企业科技创新的专业化机制，加大对专精特新、战略性新兴产业小微企业的支持力度。优化制造业小微企业金融服务，加强对设备更新和技术改造的资金支持。强化对流通领域小微企业的金融支持。规范发展小微企业供应链票据、应收账款、存货、仓单和订单融资等业务。拓展小微企业知识产权质押融资服务。鼓励开展贸易融资、出口信用保险业务，加大对小微外贸企业的支持力度。transformationshallbestrengthened.Financialsupportformicroandsmallenterp

41、uringthetransitionperiodshallbeeffectivelycompleted,andthecreditsupplyandinsuranceguaranteeforkeycountiesofnationalruralrevitalizationshallbeintensified,toassistinincreasingtheinternaldevelopmentmomentumofareasandpopulationliftedoutofpoverty.Financialsupportforruralindustrialdevelopment,culturalpros

42、perity,ecologicalprotection,andurban-ruralintegrationshallbestrengthened.Theleveloffinancialservicesforruralhouseholds,groupsofpeoplereturningtotheirhometowns,andnew-typeagriculturalbusinessoperatorsshallbeimproved,toeffectivelymeetthefinancialneedsofnewcitizenssuchasagriculturalmigrants,andcontinuo

43、uslyincreasethenumberoffirst-timeborrowers.Financialguaranteeforalllinksandentitiesofgrainproductionshallbeincreased.Themedium-andlong-termcreditsupportforagriculturalandruralinfrastructuredevelopmentshallbeincreased.Thefinancingchannelsfor（五）助力乡村振兴国家战略有效实施。健全农村金融服务体系。做好过渡期内脱贫人口小额信贷工作，加大对国家乡村振兴重点帮扶县

44、的信贷投放和保险保障力度，助力增强脱贫地区和脱贫群众内生发展动力。加强对乡村产业发展、文化繁荣、生态保护、城乡融合等领域的金融支持。提高对农户、返乡入乡群体、新型农业经营主体的金融服务水平，有效满足农业转移人口等新市民的金融需求，持续增加首贷户。加大对粮食生产各个环节、各类主体的金融保障力度。强化对农业农村基础设施建设的中长期信贷支持。拓宽涉农主体融资渠道，稳妥推广农村承包土地经营权、集体经营性建设用地使用权和林权抵押贷款。积极探索开展禽畜活体、养殖圈舍、农机具、大棚设施等涉农资产抵押贷款。发展农业供应链金融，重点支持县域优势特色产业。agriculture-relatedentitiessh

Improvingthequalityoffinancialservicesinthefieldofpeopleslivelihood.Theinvestmentandfinancingsystemsinthes

47、ocialfieldshallbereformedandimproved,andweaklinksinsocialundertakingsshallbepromotedinanacceleratedmanner.Thepoliciesforguaranteedloansforbusinessstart-upshallbeeffectivelyimplementedandtheconvenienceofloansshallbeincreased.Theexpansionofloansforwomensbusinessstart-upshallbepromoted.Financialinstitu

48、tionsshallbesupportedinenrichingfinancialproducts,suchascollegestudentloansandloansforbusinessstart-upofstudentsunderthepremiseofcomplyingwithlawsandregulationsandkeepingrisksundercontrol.Elderly-orientedandfriendlyfinancialproductsandservicesshallbeimproved,andfinancialsupportforindustriesandprojec

49、tsofelderlycareservicesandmedicalandhealthservicesshallbestrengthened.Thedevelopmentofsavings,financialmanagement,insurance,fundsandotherproductswithpensioncharacteristicsshallbesupported.Trustcompaniesshallbeencouragedtodeveloptrustproductsinthefieldofelderlycare.Attentionshallbepaidtostrengtheningmanual,remoteanddoor-to-door（六）提升民生领
