4、alchain,diversebusinessforms,andenormouspotential.Forthepurposesofproactivelyrespondingtopopulationageing,cultivatingnewdriversofeconomicdevelopment,andimprovingthequalityofpeopleslife,withtheapprovaloftheStaleCouncil,thefollowingopinionsondevelopingthesilvereconomyandimprovingthe国务院办公厅关于发展银发经济增进老年人

5、福祉的意见(国办发(2024)1号)各省、自治区、直辖市人民政府，国务院各部委、各直属机构：银发经济是向老年人提供产品或服务，以及为老龄阶段做准备等一系列经济活动的总和，涉及面广、产业链长、业态多元、潜力巨大。为积极应对人口老龄化，培育经济发展新动能，提高人民生活品质，经国务院同意，现就发展银发经济、增进老年人福祉提出如下意见。well-beingoftheelderlyareherebyoffered.I. 6、relevantsidesshallfurtherimplementthespiritofthe20thCPCNationalCongress,groundtheireffortsinthenewdevelopmentstage,implementthenewdevelopmentconceptinacomplete,accurateandcomprehensivemanner,acceleratethebuildingofanewdevelopmentparadigm,concentrateeffortsonthepromotionofhigh-qualitydevelopment,adhe

7、retothepeople-centereddevelopmentphilosophy,implementthenationalstrategyforactivelyrespondingtopopulationageing,insistondoingtheirbestwithintheircapacity,boostthebetterintegrationofanefficientmarketandawell-functioninggovernment,promotethecoordinationofcausesandindustries,acceleratethelarge-scale,st

8、andardized,clusteredandbrand-orienteddevelopmentofthesilvereconomy,cultivateadvanced,sophisticated,andcutting-edgeproductsandhigh-qualityservicemodels,enabletheelderlytosharetheachievementsofdevelopmentandenjoytheirhappyoldageinpeace,andcontinuouslyrealizethepeoplesaspirationsforabetterlife.II. Deve

9、lopingtheundertakingsforimprovingpeopleslivelihoodsandaddressingpressingdifficultiesandproblemsthatareofthegreatestconcerntothepeople1. Expandingmealaidservicesfortheelderly.Cateringenterprises,propertysen,iceenterprises,andpublicwelfare一、总体要求以习近平新时代中国特色社会主义思想为指导，深入贯彻党的二十大精神，立足新发展阶段，完整、准确、全面贯彻新发展理念，

10、加快构建新发展格局，着力推动高质量发展，坚持以人民为中心的发展思想，实施积极应对人口老龄化国家战略，坚持尽力而为、量力而行，推动有效市场和有为政府更好结合，促进事业产业协同，加快银发经济规模化、标准化、集群化、品牌化发展，培育高精尖产品和高品质服务模式，让老年人共享发展成果、安享幸福晚年，不断实现人民对美好生活的向往.二、发展民生事业，解决急难愁盼（一）扩大老年助餐服务。引导餐饮企业、物业服务企业、公益慈善组织发展老年助餐，推动养老机构面向社会开展老年助餐服务。引导外卖平台、物流企业等经营主体 参与老年助餐配送。完善多元筹资机制，允许有条件的地 方给予老年助餐服务机构一定的运营补助或综合性奖励

11、补 助。支持各地结合经济发展水平和财力状况，按规定对享 受助餐服务的老年人给予补贴或发放老年助餐消费券。（二）拓展居家助老服务。鼓励养老机构、家政企业、物 业服务企业开展居家养老上门服务。支持社区助浴点、流 动助浴车、入户助浴等多种业态发展。培育发展专业助老 陪护机构，支持与养老机构共享资源，拓展陪护场景。鼓 励零售服务商、社会工作服务机构等拓展助老服务功能， 提供生活用品代购、家政预约、代收代缴、挂号取药等服 务。andcharityorganizationsshallbeguidedindevelopingmealaidservicesfortheelderly,andelderlycar

13、lowedtogivecertainoperatingsubsidiesorcomprehensiverewardsandsubsidiestomealaidserviceinstitutionsfortheelderly.Alllocalitiesshallbesupportedingrantingsubsidiesorissuingmealaidconsumptioncouponsfortheelderlyenjoyingmealaidservicesasrequiredinconsiderationofthelevelofeconomicdevelopmentandfinancialco

Expandinghome-basedelderlyassistanceservices.Elderlycareinstitutions,housekeepingenterprises,andpropertyserviceenterprisesshallbeencouragedtoprovidedoor-to-doorservicesforhome-basedelderlycare.Thedevelopmentofdiversebusinessformssuchascommunitybathingassistancepoints,mobilebathingvehicles

15、,andbathingassistanceathomeshallbesupported.Professionalelderlyassistanceandnursinginstitutionsshallbecultivatedanddeveloped,thesharingofresourceswithelderlycareinstitutionsshallbesupported,andescortscenariosshallbeexpanded.Retailserviceprovidersandsocialworkserviceagencies,amongothers,shallbeencour

16、agedtoexpandelderlyassistanceservicefunctionsandprovideservicessuchaspurchasingofdailynecessities,housekeepingappointment,withholdingandpayment,andregistrationformedicinecollection.3. Developingcommunityservicesfortheconvenienceofresidents.Byfocusingon15-minutecommunitylifecircles,agroupofconsumerse

17、rvicecentersfortheconvenienceofresidentsandotherfacilitiesshallbeconstructedandimproved,therationallayoutofphysicalstoresofdailyproductsfortheelderlyshallbeguided,andshoppingmallsandsupermarkets,amongothers,shallbeencouragedtoopenspecialareasorconvenientwindowsfortheelderly.Theconstructionofcomplete

18、communitiesshallbepromoted,community-levelembeddedservicefacilitiesshallbedeveloped,andtheprovisionofservicessuchaslogisticsdistribution,smartparcellockers,vegetabletwthroughtrains/amongothers,inthecommunitiesshallbepromoted.4. Optimizingtheelderlyhealthservices.Theconstructionofgeriatricmedicinedep

19、artmentsingeneralhospitalsandtraditionalChinesemedicinehospitalsshallbestrengthened,thelevelofpreventionandtreatmentofgeriatricdiseasesshallbeenhanced,andthetransformationofscientificresearchresultsinthefieldofelderlyhealthshallbepromoted.Theconstructionofrehabilitationhospitals,nursinghomes(centers

20、,stations),andhospicecareinstitutionsshallbeaccelerated,thebuildingofrehabilitationnursing,healthmanagement,andothercapabilitiesofgrassrootsmedicalandhealthinstitutionsshallbestrengthened,theexpansionofservicesintegratingmedicalcareandelderlycareservicesisencouraged,andtheconstructionofelderly-frien

21、dlymedicalinstitutionsshallbeencouraged.Medicalinstitutionsshallbeencouragedtoextendrehabilitationservicestocommunitiesandfamiliesthroughdaytimerehabilitation,homecarebeds,anddoctorsdoor-to-doorvisits,amongothers;theprovisionof（三）发展社区便民服务。聚焦一刻钟社区生活圈，建设改造一批社区便民消费服务中心等设施，引导老年日用产品实体店合理布局，鼓励商场、超市等开设老年专区

22、或便捷窗口。推进完整社区建设，发展社区嵌入式服务设施，推动物流配送、智能快递柜、蔬菜直通车等进社区。（四）优化老年健康服务。加强综合医院、中医医院老年医学科建设，提高老年病防治水平，推动老年健康领域科研成果转化。加快建设康复医院、护理院（中心、站）、安宁疗护机构，加强基层医疗卫生机构康复护理、健康管理等能力建设，鼓励拓展医养结合服务，推动建设老年友善医疗机构。鼓励医疗机构通过日间康复、家庭病床、上门巡诊等方式将康复服务延伸至社区和家庭，支持开展老年康复评定、康复指导、康复随访等服务，扩大家庭医生签约服务覆盖面。扩大中医药在养生保健领域的应用，发展老年病、慢性病防治等中医药服务，推动研发中医康复

24、ervicesforthepreventionandtreatmentofgeriatricdiseasesandchronicdiseases,amongothers,shallbedeveloped,andtheresearchanddevelopmentoftraditionalChinesemedicinerehabilitationinstrumentsshallbepromoted.（五）完善养老照护服务。引导地方对养老机构普通型床 位和护理型床位实行差异化补助。加大养老机构建设和改 造力度，提升失能老年人照护服务能力，适当增设认知障 碍老年人照护专区。推动医疗卫生机构与养老机构毗

25、邻建 设、资源共享。建立居家、社区、机构养老之间的服务转 介衔接机制。（六）丰富老年文体服务。建设国家老年大学，推动面向 社会开放办学。依托国家老年大学搭建全国老年教育公共 服务平台，建立老年教育资源库和师资库。治理电视操作 复杂问题，方便老年人看电视。鼓励编辑出版适合老年人 的大字本图书。发展面向老年人的文学、广播、影视、音 乐、短视频等内容行业，支持老年文化团体和演出队伍交5. Improvingelderlycareservices.Localgovernmentsshallbeguidedingrantingdifferentiatedsubsidiestogeneralbedsand

26、nursingbedsinelderlycareinstitutions.Effortsshallbeintensifiedintheconstructionandreconstructionofelderlycareinstitutions,Ihecapabilitiesofprovidingcareservicesforthedisabledelderlyshallbeimproved,andspecializedcareareasforelderlywithcognitiveimpairmentsshallbeaddedappropriately.Theconstructionofmed

Enrichingculturalandsportsservicesfortheelderly.Nationaluniversities

28、fortheelderlyshallbebuilt,andtherunningofschoolsundertheprincipleofopeningtothepublicshallbeboosted.Thenationalpublicserviceplatformforelderlyeducationshallbebuiltbyrelyingonnationaluniversitiesfortheelderly,andresourcedatabasesandteacherdatabasesforelderlyeducationshallbeestablished.流展示。组织开展各类适合老年人

29、的体育赛事活动。加强球类、棋牌等活动场地建设，支持体育场所错峰使用。ComplicatedTVoperationproblemsshallbesolvedtomakeiteasierfortheelderlytowatchTV.Theeditingandpublishingoflarge-printbookssuitablefortheelderlyshallbeencouraged.Literature,radio,filmandtelevision,music,shortvideo,andothercontentindustriesfortheelderlyshallbedeveloped

30、,andexchangeandperformanceactivitiesofelderlyculturalgroupsandperformanceteamsshallbesupported.Varioussportseventssuitablefortheelderlyshallbeorganized.Theconstructionofvenuesforballgames,chessandcardgames,andotheractivitiesshallbestrengthened,andtheoff-peakuseofsportsvenuesshallbesupported.（七）提升农村养

31、老服务。充分利用农村特困人员供养服 务设施（敬老院）等，采用委托经营等方式开展养老服 务。支持当地养老机构、餐饮场所等增加助餐功能。探索 建立养老志愿服务激励与评价机制，开展农村互助式养 老。探索采取“公司（社会组织）+农户+合作社”经营 模式积极发展乡村旅居式养老服务等农村特色养老产业。7. Improvingelderlycareservicesinruralareas.Supportingservicefacilities,amongothers,forpersons(nursinghomes)inextraordinarypovertyinruralareasshallbemadefu

32、lluseoftoprovideelderlycareservicesthroughentrustedoperationsandothermethods.Localelderlycareinstitutionsanddiningplaces,amongothers,shallbesupportedinincreasingmealassistancefunctions.Theestablishmentofincentiveandevaluationmechanismsforvoluntaryelderlycareservicesshallbeexploredtoprovidemutual-aid

33、elderlycareinruralareas.Waysshallbeexploredtovigorouslydevelopruraltravelandresidence-integratedelderlycareservicesandotherruralcharacteristicelderlycareindustriesunderthe“company(socialorganization)+farmerhouseholds+cooerativebusinessmodel.三、扩大产品供给，提升质量水平（八）培育银发经济经营主体。发挥国有企业引领示范作III.Expandingproduc

Cultivatingbusinessentitiesofthesilvereconomy.The用，鼓励和引导国有企业结合主责主业积极拓展银发经济 相关业务。国有企业发展布局银发经济相关产业，或提供 场地设施用于养老服务，相关投入在经营业绩考核中予以 统筹考虑。发挥民营经济作用，完善政企沟通联系机制， 打破不合理的市场准入壁垒，推动银发经济政策、资金、 信息等直达快享。（九）推进产业集群发展。在京津冀、长三角、粤港澳大 湾区、成渝等区域，规划布局10个左右高水平银发经济产 业园区。依托自由贸易试验区、各类开发区、国

35、家服务业 扩大开放综合示范区、国家服务贸易创新发展示范区等平 台，推进银发经济领域跨区域、国际性合作。（十）提升行业组织效能。鼓励依法成立银发经济领域社 会组织，支持企业、科研院所、行业协会等组建产业合作 平台或联合体，深化产业研窕、资源整合、行业自律。加exemplaryandleadingrolesofstate-ownedenterprisesshallbemaximized,andstate-ownedenterprisesshallbeencouragedanddirectedtoproactivelydevelopthebusinessrelatedtothesilverecono

36、mybasedontheirmainresponsibilitiesandmainbusiness.Wherestate-ownedenterprisesdevelopandmakeoverallplanningfortheindustriesrelatedtothesilvereconomyorprovideplacesorfacilitiesforelderlycareservices,relevantinvestmentsshallbetakenintooverallconsiderationintheassessmentofbusinessperformance.Therolesoft

37、heprivateeconomyshallbemaximized,themechanismofcommunicationandcontactbetweenthegovernmentandenterprisesshallbeimproved,unreasonablemarketaccessbarriersshallberemoved,andthedirectaccesstoandquickenjoymentofthesilvereconomypolicies,funds,andinformation,amongothers,shallbepromoted.9. Promotingthedevel

38、opmentofindustrialclusters.PlanningshallbemadeforthebuildingofaboutIOhigh-levelsilvereconomyindustrialparksintheBeijing-Tianjin-Hebei.YangtzeRiverDelta,Guangdong-HongKong-MacaoGreaterBayArea,Chengdu-Chongqing,andotherregions.Thecross-regionalandinternationalcooperationinthefieldofsilvereconomyshallb

39、eadvancedbyrelyingonplatformssuchaspilotfreetradezones,variousdevelopmentzones,nationalcomprehensivedemonstrationzonesforfurtheropeninguptheservicesector,andnationaldemonstrationzonesfortheinnovativedevelopmentoftradeinservices.10. Improvingtheeffectivenessofindustrj,organizations.Theformationofsoci

41、tion,andindustryselfregulation.Publicdatasharingshallbestrengthened,andindustryorganizationsshallbesupportedinconductingindustrialoperationmonitoringandanalysisandinformationrelease.（十一）推动品牌化发展。培育银发经济领域龙头企业， 支持连锁化、集团化发展。鼓励行业协会分品类举办优质 渠道对接会。依托中国品牌日、全国“质量月”、全国知 识产权宣传周等活动，积极开展银发经济自主品牌公益宣 传。利用中国国际进口博览会、

42、中国进出口商品交易会、 中国国际服务贸易交易会、中国国际消费品博览会等平台 展示推介银发经济前沿技术和产品服务，举办产业对接等 活动。（十二）开展高标准领航行动。在养老服务、文化和旅游、老年用品、适老化改造、智能技术应用等领域开展标 准化试点。对自主研发、技术领先、市场认可的产品，优 先纳入升级和创新消费品指南。用好各领域质量控制和技 术评价实验室，建设高水平、专业化第三方质量测试平11. Promotingbrand-baseddevelopment.Leadingenterprisesinthefieldofsilvereconomyshallbecultivatedandchainand

43、groupdevelopmentshallbesupported.IndustryassociationsshallbeencouragedtoorganizequalitychannelmatchmakingeventsbyproductCaIegOry.ThepublicwelfarepublicityoftheproprietarybrandsofthesilvereconomyshallbeactivelyconductedbyrelyingonChinaBrandDay,National“QualityMonth/NationalIntellectualPropertyPublici

44、tyWeek,andothercampaigns.Thecutting-edgetechnologiesandproductsandSerViCeSofthesilvereconomyshallbedisplayedandpromotedandindustrialconnectionandotheractivitiesshallbeheldbyutilizingtheChinaInternationalImportExpo,theChinaImportandExportFair,theChinaInternationalFairforTradeinServices,theChinaIntern

45、ationalConsumerGoodsExpo,andotherplatforms.12. 1.aunchinghigh-standardpilotageactions.Thepilotprogramsofstandardizationshallbeconductedinfieldssuchaselderlycareservices,cultureandtourism,productsfortheelderly,improvementofpublicfacilitiestomakethemmoresuitablefortheelderly,andapplicationofintelligen

49、relderlyconsumptionshallbesupported,theonlineplacementofordersbychildrenandtheofflineexperienceofservicesbytheelderlyshallbeencouraged,andagroupofcharacteristiceventbrandsshallbefostered.Anumberofonlineplatformsandofflinesupermarketsthatensureworry-freeandconvenientconsumptionbytheelderlyshallbecreated.四、聚焦多样化需求，培育潜力产业（十四）强化老年用品创新。加强服装面料、款式结构、 辅助装置等适老化研发设计，开发功能性老年服饰、鞋帽 产品。鼓励研发适合老年人咀嚼吞咽和营养要求的保健食 品、特殊医学用配方食品。实施推进家居产业高质量发展 行动，重点开发
