4、esixkeyareasinaccordancewiththearrangementsoftheCentralEconomicWorkConferenceandtheGovernmentWorkReport,andtheeconomicoperationofChinahasoverallgotofftoastablestart.Inthewakeofincreasedrisksand国务院关于印发扎实稳住经济一揽子政策措施的通知(国发(2022)12号)各省、自治区、直辖市人民政府，国务院各部委、各直属机构：今年以来，在以习近平同志为核心的党中央坚强领导下，各地区各部门有力统筹疫情防控和经济社

5、会发展，按照中央经济工作会议和政府工作报告部署，扎实做好“六稳”工作，全面落实“六保”任务，我国经济运行总体实现平稳开局。与此同时，新冠肺炎疫情和乌克兰危机导致风险挑战增多，我国经济发展环境的复杂性、严峻性、不确定性上升，稳增长、稳就业、稳物价面临新的挑战。challengespresentedbytheCOVID-19epidemicandtheUkrainecrisis,Chinafacesamorecomplicated,worse,andmoreuncertaineconomicdevelopmentenvironmentandnewchallengesinstabilizinggro

7、ntthenewdevelopmentconcept,acceleratetheestablishmentofanewdevelopmentpattern,promotehigh-qualitydevelopment,efficientlyprovidecoordinationbetweenepidemicpreventionandcontrolandeconomicandsocialdevelopment,protectpeopleslifeandphysicalhealthtothegreatestextent,minimizetheimpactoftheepidemiconeconomi

8、candsocialdevelopment,providecoordinationbetweendevelopmentandsecurity,andstrivetoachievetheexpectedgoalsofeconomicandsocialdevelopmentthroughouttheyear.ForthepurposesofthoroughlyimplementingthedecisionsandarrangementsoftheCPCCentralCommitteeandtheStateCouncil,thePackageofSolidEconomicStabilizationP

9、oliciesandMeasuresisherebyissuedforyourconscientiouscomplianceandimplementation.Thepeoplesgovernmentsofallprovinces,autonomousregions,andmunicipalitiesdirectlyundertheCentralGovernmentshallstrengthenorganizationandleadership,makegreatereffortstoensurethecompliancewithandimplementationofthespiritofth

10、eCentralEconomicWorkConferenceandthearrangementsoftheGovernmentWork疫情要防住、经济要稳住、发展要安全，这是党中央的明确要求。要坚持以习近平新时代中国特色社会主义思想为指导，完整、准确、全面贯彻新发展理念，加快构建新发展格局，推动高质量发展，高效统筹疫情防控和经济社会发展，最大程度保护人民生命安全和身体健康，最大限度减少疫情对经济社会发展的影响，统筹发展和安全，努力实现全年经济社会发展预期目标。为深入贯彻落实党中央、国务院决策部署，现将扎实稳住经济的揽子政策措施印发给你们，请认真贯彻执行。各省、自治区、直辖市人民政府要加强组织领

11、导，结合本地区实际，下更大力气抓好中央经济工作会议精神和政府工作报告部署的贯彻落实，同时靠前发力、适当加力，推动扎实稳住经济的一揽子政策措施尽快落地见效，确保及时落实到位，尽早对稳住经济和助企纾困等产生更大政策效应。各部门要密切协调配合、形成工作合 力，按照扎实稳住经济的一揽子政策措施提出的六个 方面33项具体政策措施及分工安排，对本部门本领域本行 业的工作进行再部署再推动再落实，需要出台配套实施细 则的，应于5月底前全部完成。近期，国务院办公厅将会 同有关方面对相关省份稳增长稳市场主体保就业情况开展 专项督查。各地区各部门要进一步提高政治站位，在工作中增强责任 感使命感紧迫感，担当作为、求真

14、ustriesanewaccordingtothe33specificpolicies,measures,andarrangementsfordivisionoflaborinsixaspectsstatedinthePackageofSolidEconomicStabilizationPoliciesandMeasures,andcompleteissuanceofsupportingdetailedimplementingrules,ifnecessary,beforetheendofMay.Inthenearfuture,theGeneralOfficeoftheStateCouncil

FurtherincreasingexcessVATcreditrefundpolicyefforts.Onthebasisoftheissuedpolicytorefundexistingexcessinputtaxcreditsinfullandrefundnewexcessinputtaxcreditsinfullonamonthlybasistoenterprisesinsixindustries:manufactu

19、ring;scientificresearchandtechnicalservices;electricity,heat,gas,andwaterproductionandsupply;softwareandinformationtechnologyservices;ecologicalprotectionandenvironmentalremediation;andcivilaviation,transport,warehousing,andpostalservices,researchshallbeconductedonincludingenterprisesinsevenindustri

20、es:wholesaleandretailtrade;agriculture,forestry,animalhusbandry,andfishery;lodgingandcatering;consumerservices,repairs,andotherservices;education,health,and国务院2022年5月24日（本文有删减）扎实稳住经济的一揽子政策措施（六个方面33项措施）一、财政政策（7项）1.进一步加大增值税留抵退税政策力度。在已出台的制造业、科学研究和技术服务业、电力热力燃气及水生产和供应业、软件和信息技术服务业、生态保护和环境治理业、民航交通运输仓储和邮政业等

21、6个行业企业的存量留抵税额全额退还、增量留抵税额按月全额退还基础上，研究将批发和零售业，农、林、牧、渔业，住宿和餐饮业，居民服务、修理和其他服务业，教育，卫生和社会工作，文化、体育和娱乐业等7个行业企业纳入按月全额退还增量留抵税额、一次性全额退还存量留抵税额政策范围，预计新增留抵退税1420亿元。抓紧办理小微企业、个体工商户留抵退税并加大帮扶力度，在纳税人自愿申请的基础上，6月30R前基本完成集中退还存量留抵税额；今年出台的各项留抵退税政策新增退税总额达到约1.64万亿元。加强退税风险防范，依法严惩偷税、骗税等行为。socialwork;cultureandsports;andentertai

23、landcommercialhouseholdsremainingtaxrefunds,withassistanceeffortsbeingincreased,andonvoluntaryapplicationbytaxpayers,thecentralizedrefundofexistingexcessinputtaxcreditsshallbebasicallycompletedbeforeJune30;newexcessinputtaxcreditsundervariousexcessinputtaxcreditrefundpoliciesissuedthisyearshallreach

24、about1.64trillionyuan.Thepreventionoftaxrefundrisksshallbestrengthened,andlaxevasion,taxfraud,andotheractsshallbeseverelypunishedinaccordancewiththelaw.2.加快财政支出进度。督促指导地方加快预算执行进度， 尽快分解下达资金，及时做好资金拨付工作。尽快下达转 移支付预算，加快本级支出进度：加大盘活存量资金力 度，对结余资金和连续两年未用完的结转资金按规定收回 统筹使用，对不足两年的结转资金中不需按原用途使用的 资金收回统筹用于经济社会发展急需支持

25、的领域；结合留 抵退税、项目建设等需要做好资金调度、加强库款保障， 确保有关工作顺利推进。2. Acceleratingtheprogressoffiscalexpenditure.Regionsshallbeurgedanddirectedtospeeduptheprogressofbudgetimplementation,breakdownanddeliverfundsassoonaspossible,andeffectivelyappropriatefundsinatimelymanner.Thetransferpaymentbudgetshallbecommunicatedassoon

26、aspossible,andtheprogressofexpenditureatthesamelevelshallbeaccelerated;effortstorevitalizeexistingfundsshallbeincreased,thesurplusfundsandfundscarriedoverfortwoconsecutiveyearsshallberestoredtotheIreaSUryforunifieduseinaccordancewithapplicableprovisions,andthepartnotrequiredtobeusedfortheoriginalPUr

27、POSeofthefundscarriedoverforlessthantwoyearsshallberestoredtothetreasuryforunifieduseinfieldsofeconomicandsocialdevelopmentthaturgentlyneedsupport;fundsshallbeeffectivelyrouted,and3.加快地方政府专项债券发行使用并扩大支持范围。抓紧 完成今年专项债券发行使用任务，加快今年已下达的3. 45 万亿元专项债券发行使用进度，在6月底前基本发行完 毕，力争在8月底前基本使用完毕。在依法合规、风险可 控的前提下，财政部会同人民

28、银行、银保监会引导商业银 行对符合条件的专项债券项目建设主体提供配套融资支 持，做好信贷资金和专项债资金的有效衔接。在前期确定 的交通基础设施、能源、保障性安居工程等9大领域基础 上，适当扩大专项债券支持领域，优先考虑将新型基础设 施、新能源项目等纳入支持范围。4.用好政府性融资担保等政策。今年新增国家融资担保基 金再担保合作业务规模1万亿元以上。对符合条件的交通运输、餐饮、住宿、旅游行业中小微企业、个体工商户，theguaranteeoftreasurybalancesshallbestrengthened,inlightoftheneedsofexcessinputtaxcreditref

Acceleratingtheissuanceanduseoflocalgovernmentspecial-purposebondsandexpandingthescopeofsupport.Thetasksofissuanceanduseofspecial-purposebondsforthisyearshallbecompletedwithoutdelay,theprogressofissuanceanduseof

30、special-purposebondsintheamountof3.45trillionyuanasapprovedthisyearshallbeaccelerated,theissuanceshallbebasicallycompletedbytheendofJune,andeveryeffortshallbemadetobasicallycompletetheusebytheendofAugust.Subjecttolaws,regulations,andtheprincipleofcontrollablerisks,theMinistryofFinanceshall,inconjunc

31、tionwiththePeoplesBankofChinaandtheChinaBankingandInsuranceRegulatorj,Commission,guidecommercialbanksinprovidingsupportingfinancingsupportforeligibleownersofprojectsfinancedbyspecial-purposebonds,andeffectivelyconnectcreditfundswithproceedsofspecial-purposebonds.Onthebasisoftheninemajorfieldsdetermi

32、nedearlierincludingtransportinfrastructure,energy,andaffordablehousingprojects,thefieldssupportedbyspecial-purposebondsshallbeappropriatelyincreased,andpriorityshallbegiventoincludingnewtypesofinfrastructureandnewenergyprojectsinthescopeofsupport.4. Effectivelyusingpoliciesongovernmentfinancingguara

33、ntees,amongothers.Thisyear,thescaleofthenewreguaranteecooperationbusinessoftheNationalFinancingGuaranteeFundshallexceed1trillionyuan.Government鼓励政府性融资担保机构提供融资担保支持，政府性融资 担保机构及时履行代偿义务，推动金融机构尽快放贷，不 盲目抽贷、压贷、断贷，并将上述符合条件的融资担保业 务纳入国家融资担保基金再担保合作范围。深入落实中央 财政小微企业融资担保降费奖补政策，计划安排30亿元资 金，支持融资担保机构进一步扩大小微企业融资担保业务

34、规模，降低融资担保费率。推动有条件的地方对支小支农 担保业务保费给予阶段性补贴。5.加大政府采购支持中小企业力度。将面向小微企业的价 格扣除比例由6M10%提高至10%-20%o政府采购工程要落 实促进中小企业发展的政府采购政策，根据项目特点、专 业类型和专业领域合理划分采购包，积极扩大联合体投标 和大企业分包，降低中小企业参与门槛，坚持公开公正、 公平竞争，按照统一质量标准，将预留面向中小企业采购 的份额由30%以上今年阶段性提高至40%以上，非预留项目financingguaranteeinstitutionsshallbeencouragedtoprovidefinancingguara

36、edtodisburseloansassoonaspossible,andshallneitherblindlyaccelerateloansnordelaydisbursingloansnordenyrenewalofloans,andtheforegoingeligiblefinancingguaranteebusinessshallbeincludedinthescopeofre-guaranteecooperationoftheNationalFinancingGuaranteeFund.Thecentralfinancespolicyonrewardsandcompensationf

37、orreductioninfeesforfinancingguaranteesformicroandsmallenterprisesshallbeimplementedindepth,and3billionyuanoffundsproposetobearrangedtosupportfinancingguaranteeinstitutionsinfurtherexpandingthescaleofmicroandsmallenterprisesfinancingguaranteebusinessandreducingfeeralesforfinancingguarantees.Regionsw

38、ithgoodconditionsshallbepromptedtoprovideadhocsubsidiesforinsurancepremiumsofguaranteebusinessinsupportofsmallbusinessesandruralareas.5. Increasingthesupportofgovernmentprocurementforsmallandmediumenterprises.Thepricedeductionpercentageformicroandsmallenterprisesshallbeincreasedfrom6%-10%to10%-20%,A

39、governmentprocurementprojectshallimplementgovernmentprocurementpoliciesthatpromotethedevelopmentofsmallandmediumenterprises,reasonablycreateprocurementpackagesaccordingtoprojectcharacteristics,professionaltypes,andprofessionalfields,要给予小微企业评审优惠，增加中小企业合同规模。6.扩大实施社保费缓缴政策。在确保各项社会保险待遇按 时足额支付的前提下，对符合条件地区

Expandingtheimplementationofthepolicyondeferredpaymentofsocialinsurancepremiums.Conditionalonensuringscheduledandfullpaymentofvarioussocialinsurancebenefits,allmicro,smallandmediumenterprisesandi

43、ndividualindustrialandcommercialhouseholdsparticipatingintheinsuranceinamannerasanemployer,whichfacetemporarydifficultiesinproductionandoperationinthewakeoftheepidemicineligibleregions,maydeferadhocthepaymentofcontributionstothethreepiecesofsocialinsurancepayablebytheemployersuntiltheendofthisyear.O

44、nthebasisofimplementingthepolicyondeferredpaymentofpremiumsforthethreepiecesofsocialinsuranceforfiveindustriesfacingextremedifficulties:catering,retail,tourism,civilaviation,androad,water,andrailtransport,thedeferredpaymentpolicyshallbeextendedtootherindustriesfacingextremedifficultieswhicharesevere

45、lyaffectedbytheepidemic,inwhichenterprisesexperienceproductionandoperationdifficultiesonalargescale,andwhichcomplywiththenationalindustrialpolicy,withpaymentofpensioninsurancepremiumsdeferredadhocuntiltheendofthisyear.7. Increasingsupportforstabilizationofemployment.Thepolicyonunemploymentinsurancer

46、efundsforstabilizingemploymentshallbeoptimized,refundratesshallbefurtherraised,andrefundratesforlargeenterprisesshallbefrom30%to50%.Thescopeofbeneficiariesofunemploymentinsurancesubsidiesforemploymentretentionshallbeexpandedfrommicro,smallandmediumenterprisestoallenterprisesparticipatingintheinsuran

47、cewhicharetemporarilyunabletoengageinproductionandoperationnormallybecauseofthesevereimpactoftheepidemic.Ifanenterpriseemploys,signslaborcontractswith,andenrollsforunemploymentinsurancehighereducationinstitutiongraduatesinthefirstyearofgraduation,itmaybegrantedemploymentincreasesubsidiesinalumpsumat

48、arateofnotmorethan1,500yuanperperson,subjecttospecificsubsidyratesdeterminedbyeachprovince,inwhichcaseitmaynotreceivethelump-sumemploymentsubsidies;thepolicyshallbeeffectiveuntiltheendofthisyear.II.(Five)monetaryandfinancialpolicies8. Encouragingtheimplementationofdeferredpaymentofprincipalandintere

49、stforloansraisedbymicro,smallandmediumenterprises,individualindustrialandcommercialhouseholds,andtruckdriversandpersonalhousingandconsumerloansaffectedbytheepidemic.Commercialbanksandotherfinancialinstitutionsshallcontinuetoindependentlynegotiatewithmicro,smallandmediumenterprises(includingmicro,smallandmedium-sizedbusinessowners),individualindustrialandcommercialhouseholds,andtruckdrivers,7. 加大稳岗支持力度。优化失业保险稳岗返还政策，进步提高返还比例，将大型企业稳岗返还比例由3
