4、ementingtheList-BasedManagementofAdministrativeLicensingItems(No.22022,theGeneralOfficeoftheStateCouncil),inwhichtheListofAdministrativeLicensingItemsSetbyLaws,AdministrativeRegulations,andDecisionsoftheStateCouncil(2022)wasissued.Sincetheissuanceofthelist,somelawsandregulationshavebeenrevisedinacco

5、rdancewiththedecisions国务院办公厅关于公布法律、行政法规、国务院决定设定的行政许可事项清单（2023年版）的通知（国办发（2023）5号）各省、自治区、直辖市人民政府，国务院各部委、各直属机构：2022年1月，国务院办公厅印发关于全面实行行政许可事项清单管理的通知（国办发（2022）2号），公布法律、行政法规、国务院决定设定的行政许可事项清单（2022年版）。清单印发后，根据党中央、国务院决策部署，一些法律法规作了修订，有的机构职能发生调整，涉及清单中的部分行政许可事项，有关部门已经依法依规施行。按照清单管理工作机制，国务院办公厅会同有关部门对行政许可事项调整情况进行汇总

7、ns.Undertheworkingmechanismforlist-basedmanagement,theGeneralOfficeoftheStateCouncilhas,inconjunctionwithrelevantdepartments,summarizedtheadjustmenttoadministrativelicensingitems,andformeduponrevisiontheListofAdministrativeLicensingItemsSetbyLaws,AdministrativeRegulations,andDecisionsoftheStateCounc

8、il(2023),whichisherebyissuedwiththeapprovaloftheStateCouncil,andtherevisionsarenotifiedasfollows:一、根据中华人民共和国畜牧法修订情况，删去 农业农村部主管的“培育新的畜禽品种、配套系中间试验 审批”、“新选育或引进蚕品种中间试验审批”、“家畜 繁殖员职业资格认定”。I.AccordingtotherevisionoftheAnimalHusbandryLawofthePeoplesRepublicofChina,examinationandapprovalofintermediatetestsfo

10、去 国家林草局主管的“林草种子苗木进出口审批”、“收购 珍贵树木种子和限制收购林木种子审批”、“使用低于国 家或地方规定的种用标准的林木种子审批”。11.AccordingtotherevisionsoftheSeedLawofthePeoplesRepublicofChina,examinationandapprovalofimportandexportofforest,grass,seedsandseedlings,“examinationandapprovalofthepurchaseofprecioustreeseedsandrestrictionsonthepurchaseoffor

11、esttreeseeds,andexaminationandapprovalofuseofforesttreeseedsbelowthenationalorlocalstandardsforseeduse“inthechargeoftheNationalForestryandGrasslandAdministrationaredeleted.三、根据中华人民共和国体育法修订情况，新增 行政许可事项“举办高危险性体育赛事活动许可”，由体 育总局主管，省级、设区的市级、县级体育部门实施；将 体育总局主管的临时占用公共体育设施审批”修改为“临时占用公共体育场地设施审批”，实施机关增加体育 总局。II

14、thorities.四、根据新出台的中华人民共和国噪声污染防治法，中华人民共和国环境噪声污染防治法已经废 止，取消生态环境部主管的“防治污染设施拆除或闲置审 批”中的“防治噪声污染设施拆除或闲置审批”，修改为“拆除或闲置海洋工程环境保护设施审批”。IV. 22、horities.管理办法、上市公司证券发行注册管理办法等关于全面实行股票发行注册制的规定，将证监会主管的“公司发行股票、存托凭证注册、核准”修改为“公司发行股票、存托凭证注册”，“上市公司发行可转换为股票的公司债券注册、核准”修改为“上市公司发行可转换为股票的公司债券注册”。六、根据中共中央办公厅国务院办公厅关于调整国家卫生健康委员会职能配置、内设机构和人员编制的通知、国家疾病预防控制局职能配置、内设机构和人员编制规定有关规定，将“涉及饮用水卫生安全的产品卫生许可”、“饮用水供水单位卫生许可”、“公共场所卫生许可”、“利用新材料、新工艺技术、新杀菌原理生产消毒产品审批”、“消毒产品生产单位审
