14、riceforevaluation.26.4.5 中国关境内的备件供应和售后服务设施Sparepartsandafter-saleservicefacilitiesinthePRCcustomsterritory.根据投标资料表或招标文件其他部分的规定，如果投标人在中国关境内没有维修服务设施和零部件库房，那么，招标人将考虑建立最起码的维修服务设施和零部件库房所需的费用，评标时将所需费用计入评标价。Ifthereisnomaintenanceservicefacilitiesandpartsinventories,thecostofestablishingtheminimumservicefac

15、ilitiesandpartsinventoriesbytheBiddinginviter,asoutlinedintheBidDataSheetorelsewhereinthebiddingdocument,shallbeaddedtothebidprice.26.4.6 投标设备的预计运行和维护费用Operatingandmaintenancecosts.由于所采购的货物的运行和维护费用是设备使用周期成本的一个主要部分，这些费用将根据投标资料表或技术规格中规定的标准进行评价。Sincetheoperatingandmaintenancecostsofthegoodsunderprocure

16、mentformamajorpartofthelifecyclecostoftheequipmentthesecostswillbeevaluatedinaccordancewiththecriteriaspecifiedintheBidDataSheetorintheTechnicalSpecifications.26.4.7 投标设备的性能和生产率1)投标人应响应技术规格中的规定，说明所提供的货物保证达到的性能和效率。高于标准的，不考虑降低评标价；低于标准性能或效率的(假设为100%),每低一个百分点，投标价将增加投标资料表中规定的调整金额；或者，采用投标资料表或技术规格中规定的方法，计算

17、设备在使用年限中的运行成本所额外增加的费用。或者Performanceandproductivityoftheequipment.1) BiddersshallstatetheguaranteedperformanceorefficiencyinresponsetotheTechnicalSpecifications.Nocreditshallbegiventobetterperformanceandhigherproductivity.Foreachdrop(of1%)intheperformanceorefficiencybelowthenormofonehundredpercent(10

18、0%)zanadjustmentforanamountspecifiedintheBidDataSheetwillbeaddedtothebidpricezrepresentingthecapitalizedcostofadditionaloperatingcostsoverthelifeoftheplantzusingthemethodologyspecifiedintheBidDataSheetorintheTechnicalSpecifications,or2）所提供的货物必须具备技术规格中相应条文所规定的最低性能或生产率才能被认为是具有响应性。若所提供的货物与规定的要求有偏离时,评标时

19、将根据该货物实际性能或生产率，采用投标资料表或技术规格中规定的方法，调整其评标价。2) GoodsofferedshallhaveaminimumproductivityspecifiedundertherelevantprovisionintheTechnicalSpecificationstobeconsideredresponsive.Evaluationshallbebasedonthecostperunitoftheactualproductivityofgoodsofferedinthebid,andadjustmentwillbeaddedtothebidpriceusingth

20、emethodologyspecifiedintheBidDataSheetorintheTechnicalSpecifications.26.4.8 其他额外的评标因素和标准OtherAdditionalFactorsandCriteria其他额外的评标因素和标准将在投标资料表和/或技术规格中详细规定。OtheradditionalfactorsandcriteriashallbedetailedintheBidDataSheetand/orintheTechnicalSpecifications.26.5中标候选人的推荐方法RecommendationofSuccessfulCandida

21、tes在投标满足招标文件商务、技术等实质性要求的前提下，评标委员会按照本须知第26.226.4条价格评议规定，确定各投标人的最终评标价格，并根据投标资料表中规定的中标候选人数量，按投标人评标价格由低到高的顺序确定中标候选人。评标价格最低者为排名第一的中标候选人。Tothosebidswhichsubstantiallyresponsiveoncommercialandtechnicalpartsofthebiddingdocument,theBidEvaluationCommitteewill,pursuanttoITBClause26.2-26.4zcalculatethefinaleval

22、uatedbidpriceforbidders,andrankfromlowtohighzthendeterminesuccessfulcandidatesinaccordancewiththecandidatesquantitystipulatedintheBidDataSheet.ThebidwiththelowestEBPranksthefirstsuccessfulcandidate.27.综合评价(适用于综合评价法)ComprehensiveEvaluation(applicabletotheComprehensiveEvaluationMethod)27.1 评标委员会将对招标文件

23、投标资料表中确定采用综合评价法评标的项目进行综合评价。评标委员会仅对初审合格的投标进行综合评价。招标人将依据招标项目的具体情况，确定本次招标项目的评价因素及其权重、评价标准、评价程序和定标原则，详见投标资料表。TheBidEvaluationCommitteewillcarryoutcomprehensiveevaluationtothoseprojectsadoptingtheComprehensiveEvaluationMethodasstipulatedintheBidDataSheet.TheBidEvaluationCommitteewillonlycomprehensivelyev

24、aluatethebidswhichhavepassedpreliminaryexamination.TheBiddinginvitershalldeterminetheevaluationfactoranditsweight,evaluationcriteria,evaluationprocedureandprinciplesfordeterminingsuccessfulbidder,asdetailedintheBidDataSheet.27.2 综合评价法的基本术语及其定义ThetermsanddefinitionsoftheComprehensiveEvaluationMethod2

25、7.2.1 评价因素：系指对招标项目评价的具体内容，例如，各种指标、参数、规范、性能、状况等。为便于权重分配和评价，依据评价因素的属性将评价因素分成若干类，例如，价格、商务、技术、服务等，并把每一类都视为单一的评价因素，称之为第一级评价因素。每个第一级评价因素可以下设若干个第二级评价因素，依此类推。本招标项目的各级评价因素见投标资料表。EvaluationFactorsrefertodetailedcontentsofevaluation,suchasallkindsofindicators,parameters,specifications,performanceandconditionse

26、tc.Fortheconvenienceofweightdistributionandevaluation,theevaluationfactorsaredividedintoseveralcategoriesinaccordancetotheirfeatures,suchasPriceFactor,CommercialFactor,TechnicalFactorandServiceFactor.Eachcategoryisregardedasthefirst-stageEvaluationFactorunderwhichacertainnumberofsecond-stageevaluati

27、onfactorscanbedefined,andsoforth.Forvariousstagesofevaluationfactors,pleaserefertotheBidDataSheet.27.2.2 评价因素响应值：系指投标文件对评价因素的响应情况，包括具体数值、状况、说明等。27.2.3 EvaluationFactorResponsiveValuereferstothebid,SresponsivenessonEvaluationFactorzincludingfigures,conditionsandexplanationsetc.27.2.4 评价值：系指评标委员会对评价因素

28、响应值的评价结果。评标委员会成员对评价因素响应值的评价结果称为独立评价值。评价值二O有关有效独立评价值的规定见投标资料表。评价值的表示方式见投标资料表。最优的评价因素响应值得最高评价值，该最高评价值称为基准评价值，其余的评价因素响应值将依据其优劣程度获得相应的评价值。小数点后的精确位数见投标资料表。27.2.5 EvaluatedValuereferstotheresultassessedonEvaluationFactorResponsiveValuebytheBidEvaluationCommittee.IndependentEvaluatedValuereferstotheresulta

33、eticalerror,thebidpricewillbecorrectedpursuanttoITBClause24.2.2） IfanyDeclarationonpricemodification,thebidpricewillbeadjustedaccordingly.3） Ifanydifferentcurrencies,thebidpricewillbeconvertedintosingleevaluationcurrency.4）如有不同的价格条件，以货物到达招标人指定的到货地点为依据进行调整：关境外产品：QF价+进口环节税+消费税（如适用）+关境内运输、保险费+其它相关费用；（采

34、用CIP.DDP等其他报价方式的，参照此方法计算。）关境内制造的产品：出厂价（含增值税）+消费税（如适用）+运输、保险费+其它相关费用；已进口的产品：销售价（含进口环节税、销售环节增值税）+运输、保险费+其它相关费用。4） Ifanyotherpriceterms,adjustmentwillbemadeonthebasisthatthegoodsaredeliveredtothedesignatedplace.a) ForgoodsfromoutsidePRCcustomsterritoryCIFprice+import-relateddutiesandtaxes+consumptionta

36、nofEvaluatedValueonPriceFactor1)按照投标资料表中载明的价格评价函数(评价标准)计算投标价格的评价值。2)是否设置最高投标限价，见投标资料表。如设置，最高投标限价金额或最高投标限价计算方法见投标资料表。若投标人的投标价格超出最高投标限价，其投标将被否决。1) EvaluationFactoronbidpriceiscalculatedbasedonpriceevaluationfunction(evaluationcriteria)statedintheBidDataSheet.2) Theceilingpricepermittedornotzpleaserefe

38、若投标资料表中规定，仅对第一级商务评价因素进行综合评价，将由评标委员会成员直接评价：最优的评价因素得基准评价值，其余的评价因素将依据其优劣程度获得相应的评价值。IfstipulatedintheBidDataSheetzcomprehensiveevaluationonlyonfirst-stagecommercialEvaluationFactorwillbemadedirectlybytheBidEvaluationCommitteemembers:themostsuperiorEvaluationFactorisBenchmarkEvaluatedValue,andtheotherEva

39、luationFactorwillgetcorrespondingEvaluatedValuecomparedwithBenchmark.27.4.2 若投标资料表中规定对第二级评价因素分别进行评价，将按下述规定进行评价：1)交货期符合招标文件要求的交货期，得基准评价值。在此基础上，每延迟交货一周，将按照招标文件投标资料表的规定获得相应的评价值。或者若投标资料表中规定可接受的几周时间范围内交货(或启运)，提前交货得基准评价值，晚于或早于交货时间范围供货的投标将被否决。在这段可接受的时间范围内，每迟于货物需求一览表中规定的最早交货时间一周，将按照招标文件投标资料表的规定获得相应的评价值。Ifth

41、naccordancewiththestipulationsintheBidDataSheet.b) Ifthegoodsaredelivered(shipped)withintherangeofweeksacceptablespecifiedintheBidDataSheet,earlydeliverywillgetBenchmarkEvaluatedValue.Bidsoffereddeliveryscheduleearlierorlaterthanthisrangeofweeksacceptablewillberejected.Withintherangeofweeksacceptabl

42、e,foreachweeklaterthantheearliestdeliveryschedulestipulatedintheScheduleofRequirementswillgetcorrespondingEvaluatedValueinaccordancewiththestipulationsintheBidDataSheet.2）付款条件和方式符合招标文件要求的付款条件和方式，得基准评价值。在此基础上,将按照招标文件投标资料表中规定的利率计算提前支付所付的利息及招标人可能增加的风险，并按照投标资料表的规定，依据利息多少及可能增加的风险获得相应的评价值。如果投标资料表中规定了最大的偏离

43、范围或规定不允许有偏离，超出最大偏离范围的或有偏离的将被视为非实质性响应投标而被否决。3）其它第二级评价因素的评价对商务因素的其它第二级评价因素（如果有）的评价将按照招标文件投标资料表中的规定进行。2） Termsofpaymenta） ThebidwiththepaymenttermssatisfyingtherequirementinthebiddingdocumentwillgetBenchmarkEvaluatedValue.Onthisbasis,interestforearlierpaymentandpotentialaddedriskontheBiddinginviterwill
