1、电力企业信息披露规定（2005年11月30日电监会令第14号发布自2006年1月1日起施行根据2024年1月4日国家发展改革委令第H号修订）第一章总则第一条为了加强电力监管，规范电力企业、电力调度机构、电力交易机构的信息披露行为，维护电力市场秩序，根据电力监管条例，制定本规定。第二条电力企电力企业信息披露规定（2024修订）ProvisionsontheInformationDisclosureofElectricPowerEnterprises（2024Revision）制定机关：国家发展和改革委员会（含原国家发展计划委员会、原国家计划委员会）发文字号：中华人民共和国国家发展和改革委员会令第

4、ntandReformCommissiononJanuary4,2024)ChapterIGeneralProvisionsArticle 1 Forthepurposesofstrengtheningpowersupervisionandadministration,regulatingtheinformationdisclosurebypowerenterprises,powerdispatchinginstitutionsandpowertradinginstitutions,andmaintainingtheorderofthepowermarket,theseProvisionsar

5、edevelopedinaccordancewiththeRegulationonPowerSupervisionandAdministration.Article 2 TheseProvisionsshallapplytotheHicrxInciiqCfthoinfnrm*tinnnnthonnnrconstruction,production,businessoperation,pricing,services,etc.bypowerenterprises,powerdispatchinginstitutionsandpowertradinginstitutions.Article 3 A

6、powerenterpriseorpowerdispatchinginstitutionandpowertradinginstitutionshallfollowtheprincipleofauthenticity,timelinessandtransparencyinthedisclosureofinformation.Article 4 TheNationalEnergyAdministrationanditslocaloffices(hereinafterreferredtoasthe,tpowerregulatoryinstitutions,)shallimplementsupervi

7、sionandadministrationofthefaithfuldisclosureoftherelevantinformationbypowerenterprises,powerdispatchinginstitutionsandpowertradinginstitutions.ChapterIlContentsofDisclosureArticle5Anenterprisecarryingoutpowergenerationbusinessshalldisclosethefollowinginformationtopowerdispatchinginstitutionsandpower

8、tradinginstitutions:(1) Thebasicparametersofthegeneratorsets.(2) Thenewlyaddedordiscardedgeneratorsets,andtheirinstalledcapacity.(3) Theoperationandrepairofthegeneratorsets.(4) Theimprovementofthegeneratorsetsandequipment.业、电力调度机构、电力交易机构披露有关电力建设、生产、经营、价格和服务等方面的信息，适用本规定。第三条电力企业、电力调度机构、电力交易机构披露信息遵循真实、

9、及时、透明的原则。第四条国家能源局及其派出机构（以下简称电力监管机构）对电力企业、电力调度机构、电力交易机构如实披露有关信息的情况实施监管。第二章披露内容第五条从事发电业务的企业应当向电力调度机构、电力交易机构披露下列信息：（一）发电机组基础参数；（二）新增或者退役发电机组、装机容量；（三）机组运行检修情况；（四）机组设备改造情况；（万）、k由广蛾料懵羽ThAfuAfthftthftrmalnw11rnlantnrthwatftrinflowforthehydraulicpowerplant.(6) Theinformationtobedisclosedasrequiredbytheopera

10、tionalrulesonthepowermarket.(7) Otherinformationtobedisclosedasrequiredbythepowerregulatoryinstitution.Article6Anenterprisecarryingoutpowertransmissionbusinessshalldisclosethefollowinginformationtopowergenerationenterprises:(1) Thestructureofthepowertransmissiongrids,andtheplanning,constructionandop

11、erationofpowertransmissionlinesorpowertransformationstations.(2) Thescaleandthedetailsofvariousinstalledpowergenerationcapacitiesinthepowergrids.(3) Theloadinthepowergridsandloadoflargeusers.(4) Thepowersupplyanddemand.(5) Thecompositionofthemainpowertransmissionchannelsandthepowertransmissioncapaci

12、tyofthekeysections,andthepowertransmissioncapacitiesoftheout-goinglinesofthepowerplantinthepowergrids.(6) Theinspectionandrepairplansforpowertransmissionandtransformationequipmentaswellastheexecutionofinspectionandrepair.(7) Thepowerworksafety.或者水电厂来水情况；（六）电力市场运行规则要求披露的信息；（七）电力监管机构要求披露的其他信息。第六条从事输电业

13、务的企业应当向从事发电业务的企业披露下列信息：（一）输电网结构情况，输电线路和变电站规划、建设、投产的情况；（二）电网内各类发电装机规模及明细；（三）网内负荷和大用户负荷的情况；（四）电力供需情况；（五）主要输电通道的构成和关键断面的输电能力，网内发电厂送出线的输电能力；（六）输变电设备检修计划和检修执行情况；（七）电力安全生产情况；（八）输电损耗情况；(8) Thewastageinthecourseofpowertransmission.(9) Thepowertransmissionpricesapprovedbythestate;powerenergytradingandpowertr

14、ansmissionpricesbetweendifferentregions,provinces(autonomousregions,ormunicipalitiesdirectlyundertheCentralGovernment);thepowertransmissionanddistributionpricesforthepowerdirectlypurchasedbylargeusers;andthefeechargeratesapprovedbythestate.(10) Theconnectionofthegeneratorsetstoandthedirectaccessofth

15、edirectpoweruserstothepowergrids,aswellastheinterconnectionofpowergrids.(11) Otherinformationtobedisclosedasrequiredbythepowerregulatoryinstitution.Article 7 Anenterpriseengagedinthepowersupplybusinessshalldisclosethefollowinginformationtothepowerusers:(1)Thepowersupplyqualitystandardsasprovidedbyth

16、estate;(2)Thepowerdistributionprices,powersalepricesandfeechargestandardsasapprovedbythestate;(3)Theproceduresforhandlingthepowerconsumptionbusiness;(4)Thehandlingofpowercut,limitandemergencyrepair;(5)Thehandlingofcomplaintsofpowerusers;and(6)0therinformationasrequiredbytheelectricityregulatoryinsti

17、tution.（九）国家批准的输电电价；跨区域、跨省（自治区、直辖市）电能交易输电电价；大用户直购电输配电价；国家批准的收费标准；（十）发电机组、直接供电用户并网接入情况，电网互联情况；（十一）电力监管机构要求披露的其他信息。第七条从事供电业务的企业应当向电力用户披露下列信息：（一）国家规定的供电质量标准；（二）国家批准的配电电价、销售电价和收费标准；（三）用电业务的办理程序；（四）停电、限电和事故抢修处理情况；（五）用电投诉处理情况；（六）电力监管机构要求披露的其他信息。笛八冬由力调Article 8 Anwprdisnatchinainstitutionshalldisclosethefo

18、llowinginformationtoenterprisescarryingoutpowergenerationbusiness:(1) Thestructureofthepowergrids,thebasicmaterialssuchasthetechnicalperformancesofthegrid-connectedoperationsets,andtheoperationofthenewlybuiltorre-builtpowergenerationandtransmissionequipment.(2) Themainconstraintconditionsforthesafeo

19、perationofthepowergrids,andchangesintheimportantoperationmethodsofthepowergrids.(3) Theplansontheinspectionandrepairofpowergenerationequipmentandimportantpowertransmissionandtransformationequipment,aswellastheimplementationoftheplans.(4) Theannualpowerdemandforecastandthemedium-andlong-termoperation

20、methodofthepowergrids,andtheannualandmonthlyloadforecastofthepowergrids;totalpowergenerationvolumeandthemaximandminimumloadofthepowergrids,andthechangesintheload;andtheannual,quarterlyandmonthlyplansonthepowergenerationcapacityaswellastheimplementationoftheplans.(5) Theannual,quarterlyandmonthlyplan

21、sforexchangeofpowerenergyvolumebetweendifferentregionsandprovinces(autonomousregions,ormunicipalitiesdirectlyundertheCentralGovernment)andtheimplementationthereof.度机构应当向从事发电业务的企业披露下列信息：（一）电网结构情况，并网运行机组技术性能等基础资料，新建或者改建发电设备、输电设备投产运行情况；（二）电网安全运行的主要约束条件，电网重要运行方式的变化情况；（三）发电设备、重要输变电设备的检修计划和执行情况；（四）年度电力电量需

22、求预测和电网中长期运行方式，电网年度分月负荷预测；电网总发电量、最高最低负荷和负荷变化情况；年、季、月发电量计划安排和执行情况；（五）跨区域、跨省（自治区、直辖市）电力电量交换年、季、月计划及执行情况；（六）并网发电厂机组的上网电量、年度合同电量和其他电量完成情况，发电利用小时(6) Theon-gridpowervolumeofgeneratorsetsofgrid-connectedpowerplants,thecompletionofthetargetsoftheannualcontractualpowervolumeandotherpowervolumes,andthenumberof

23、nniA/orCaCaraiIcnhmrcandthnnnrCanaraiIccvolumeofeachgeneratorsetduringthepeak,valleyandnormalusageperiods,ifthepeak-valleytime-of-usetariffisadopted.(7) Theexecutionofthedispatchinstructionsanddisciplinesbythegrid-connectedpowerplant,thenon-plannedterminationoftheoperationofanygeneratorset,andtheass

24、istantservicessuchaspeakadjustment,frequencymodulation,reactivepowermodulationandstandby.(8) Theevaluationoftheoperationofgrid-connectedpowerplant,andthepowervolumeanduseofthefunds.(9) Therelevantinformationtobedisclosedasrequiredbythebasicrulesontheoperationofthepowermarket.(10) Otherinformationtob

25、edisclosedasrequiredbythepowerregulatoryinstitution.Article9Apowertradinginstitutionshalldisclosethefollowinginformationtoenterprisescarryingoutpowergenerationbusiness:(1) Therulesofthepowermarket,thetradingsystemofthepowermarketandotherinformation.(2) Theinformationonmarketsuspension,termination,an

26、drestart.(3) Themarketcalendarandtradingannouncementinformation.数；实行峰谷分时电价的，各机组峰、谷、平段发电量情况；（七）并网发电厂执行调度指令、调度纪律情况，发电机组非计划停运情况，提供调峰、调频、无功调节、备用等辅助服务的情况；（八）并网发电厂运行考核情况，考核所得电量、资金的使用情况；（九）电力市场运行基本规则要求披露的有关信息；（十）电力监管机构要求披露的其他信息。第九条电力交易机构应当向从事发电业务的企业披露下列信息：（一）电力市场规则、电力市场交易制度等信息；（二）市场暂停、中止、重新启动等情况；（三）市场日历、交易

27、公告信息；（四）市场注册和管理情况；(4) Themarketregistrationandmanagement.(5) Thetradingorganization,executionandsettlementofvarioustypesofcontractualpowervolume,theassessmentofdeviantpowervolume,theallocationandreturnofrelevantcosts,andthepurchaseofpowerbypowergridagents.(6) Theon-gridpowervolumeandpowergenerationu

28、tilizationhoursofgrid-connectedpowergenerationentities,thebasisforpowervolumesettlementandtheprovisionofservices.(7) Theexchangeofpowerenergyvolumebetweendifferentregions,provinces(autonomousregions,ormunicipalitiesdirectlyundertheCentralGovernment),implementationofpowerpriceandcostsettlement.(8) Ot

29、herannouncementinformation,includinginformationdisclosurereports,notificationofviolations,andmarketintervention.(9) Therelevantinformationtobedisclosedasrequiredbythebasicrulesontheoperationofthepowermarket.(10) Otherinformationtobedisclosedasrequiredbythepowerregulatoryinstitution.Article10Theelect

30、ricityregulatoryinstitutionshall,ingoodtime,adjustthescopeandcontentsoftheinformationtobedisclosedbytheelectricityenterprisesandpowerdispatchandtradinginstitutions.Article 111 WaysofDisclosureArticle 112 Thepowerregulatoryinstitutionshall,（五）各类合同电量的交易组织、执行和结算情况，偏差电量考核以及有关费用分摊、返还情况，电网代理购电情况；（六）并网发电主体

31、上网电量、发电利用小时数情况，电量结算依据和服务提供情况；（七）跨区域、跨省（自治区、直辖市）电力电量交换、电价执行和费用结算情况；（八）其他公告信息，包括信息披露报告、违规行为通报、市场干预情况等；（九）电力市场运行规则要求披露的有关信息；（十）电力监管机构要求披露的其他信息。第十条电力监管机构根据监管工作的需要适时调整电力企业、电力调度机构、电力交易机构披露信息的范围和内容。第三章披露方式第十一条电力QnnnrdinntnthoCCCcanHnnntontcCf+hoinformationdisclosedbypowerenterprises,powerdispatchinginstitu

32、tions,andpowertradinginstitutions,determinethecorrespondingmethodsandtimelimitsforthedisclosureofinformation.Article 113 Apowerenterprise,powerdispatchinginstitution,orpowertradinginstitutionmaydisclosetheinformationbythefollowingmethods:(1) Portalandsubsidiarywebsites,technicalsupportsystemsforthep

33、owermarket,andofficialaccounts,etc.(2) Thenewspapersandperiodicals,radio,televisionandothermedia.(3) Theinformationreleaseconferences.(4) Thebulletinsandannouncements.(5) Othermethodsthatfacilitatethedisclosureofinformationinatimelymanner.Article 13 Apowerenterprise,powerdispatchinginstitution,orpow

34、ertradinginstitutionshallensuretheauthenticity,timelinessandintegrityoftheinformationdisclosedandfacilitaterelevantpowerenterprisesandusersaccessthereto.监管机构根据电力企业、电力调度机构、电力交易机构披露信息的范围和内容，确定相应的披露方式和期限。第十二条电力企业、电力调度机构、电力交易机构披露信息可以采取下列方式：（一）门户网站及其子网站，电力市场技术支持系统、媒体公众号等；（二）报刊、广播、电视等媒体；（三）信息发布会；（四）简报、公告；

35、（五）便于及时披露信息的其他方式。第十三条电力企业、电力调度机构、电力交易机构披露信息应当保证所披露信息的真实性、及时性、完整性，并方便相关电力企业和用户获取。第十四条电力企业、电力调度机构、电力交易机构应当指定具体负责信息披露的机构和人员，公开咨询电话和电子咨询邮Article 14 Apowerenterprise,powerdispatchinginstitution,orpowertradinginstitutionshalldesignateaspecificinstitutionandpersonstoberesponsiblefortheinformationdisclosure

37、rtradinginstitutions.Apowerregulatoryinstitutionshall,accordingtotheworkneeds,conductirregularspotchecksovertheinformationdisclosurebypowerenterprises,powerdispatchinginstitutionsandpowertradinginstitutionsandannouncetheinformationaboutthespotcheckstothepublic.Article 16 Anelectricityregulatoryinsti

38、tutionshallcommendtheentitiesandindividualswhohavemadeoutstandingachievementsintheinformationdisclosurework.Article 17 Whereapowerenterprise,apowerdispatchinginstitution,orapowertradinginstitutionfailstodisclosetherelevantinformationinaccordancewiththeseProvisionsordisclosesanyfalseinformation,itsha

39、llbecriticizedandorderedtotakecorrectiveactionbythepowerregulatoryinstitution;andwhereitrefusestotakecorrectiveaction,itshallbesubjecttoafineofnotlessthan50,000yuannormorethan500,000yuan,andthedirectlyliablepersonsinchargeandotherdirectlyliablepersonsshallbesubjecttosanctionsinaccordancewiththelaw.箱

40、，并报电力监管机构备案。第四章监督管理第十五条电力监管机构对电力企业、电力调度机构、电力交易机构披露信息的情况进行监督检查。电力监管机构根据工作需要，对电力企业、电力调度机构、电力交易机构披露信息的情况进行不定期抽查，并将抽查情况向社会公布。第十六条电力监管机构每年对在信息披露工作中取得突出成绩的单位和个人给予表彰。第十七条电力企业、电力调度机构、电力交易机构未按照本规定披露有关信息或者披露虚假信息的，由电力监管机构给予批评，责令改正；拒不改正的，处5万元以上50万元以下的用款，对直接负责的主管人员和其他直接责任人员，依法给予处分。第五章附则ChapterVSupplementaryProvi

41、sionsArticle 18 TheRegionalRegulatoryBureauoftheNationalEnergyAdministrationshalldevelopimplementationmeasuresinaccordancewiththeseProvisions,andimplementthemwithapprovaloftheNationalEnergyAdministration.第十八条国家能源局区域监管局根据本规定制定实施办法，报国家能源局批准后施行。第十九条本规定自2006年1月1日起施行。Article 19 TheseProvisionsshallcomeintoforceasofJanuary1,2006.
