13、总体要求以习近平新时代中国特色社会主义思想为指导，认真落实中央经济工作会议和中央财经委员会第四次会议部署，完整、准确、全面贯彻新发展理念，统筹扩大内需和深化供给侧结构性改革，坚持统筹联动、市场为主，立足各地交通运输发展实际和能源资源禀赋，实施城市公交车电动化替代、老旧营运柴油货车淘汰更新、老旧营运船舶报废更新、老旧机车淘汰更新、邮政快递老旧设备替代、物流设施设备更新改造、标准提升七大行动，大力促进先进设备和北斗终端应用，促进交通能源动力系统清洁化、低碳化、高效化发展，有序推进行业绿色低碳转型。到2028年，船加运力结构得到有效改善；新能源公交车辆推广应用持续推进；重点区域老旧机车基本淘汰，实现

Actiontoe1.iminateandrep1.aceo1.ddiese1.-poweredcommercia1.trucks（一）加快淘汰更新老旧营运柴油货车。支持老旧营运货车淘汰更新工作。鼓励引导遒珞货运经营者加快淘汰更新国三及以下标准营运类柴油货车，提前淘汰更新国四标准营运类柴油货车。依托道路运输车辆达标车型管理工作，对标国际先进水平，持续提升营运货车节能低碳水平。（二）有序推广新能源营运货车。鼓励各地结合道路货运行业发展特点、区域产业环境和新能源供应能力，推动新能源营运货车在城市物流配送、港口集疏

Actiontoscrapandrep1.aceo1.dcommercia1.ships（一）加快高能耗高排放老旧运输船船报废更新。支持内河客船10年、货船15年以及沿海客船15年、货船20年船龄以上老旧船舶加快报废更新。加强船舶燃油质量监管，健全船舶大气污染物监视监测体系，实施船舶大气污染物排放

29、控制区监测监管示范工程。鼓励有条件地区建立现有燃油动力裕舶退出机制。1. 37、，提升新能源船舶装备供给能力。支持新建新能源、清洁能源动力船舶，支持绿醇、绿氨等燃料动力国际航行将舶发展，推动1.NG、生物柴油动力船舶在具备条件的沿海、内河航线应用，支持纯电池动力在中小型、短距离内河船舶试点应用，支持招舶探索开展箱式电源等可移动设备换装模式试点应用，逐步扩大绿电、1.NG,生物柴油、绿醉等能源在船舶领域的应用。完善客运船舶重大改建政策，实施新能源船舶优先靠离泊等激励措施，保障电力、1.NG、生物柴油、绿醉等能源供应能力。鼓励探索建立区域性拓舶全面新能源化先行示范区。（三）完善新能源清洁能源动力运输船舶配套基础设施。加强岸线资源集约高效利用，支持1.NG,生物柴油、绿醇等加注

44、。组织有关企业针对不同地域、不同场景打造谱系化、平台化中国标准新能源铁路装备平台，实现机车排放、油耗、舒适性等指标均达到国际先进水平。依托复兴型等系列机车产品研发，采用大功率动力电池、新一代柴油机、内电双源、氢动力系统、低碳/零碳燃料发动机等技术，推动老旧内燃机车更新升级。采用混合动2. 48、andtheseria1.izationofdynamicsets.High-efficiencyACdrivetechno1.ogysha1.1.beadoptedtoachieveiterativeupgradingof1.ocomotiveproducttechno1.ogy.VI.Actiontorep1.aceo1.dequipmentforposta1.expressde1.ivery力及新能源动力等技术，实现调车机车替代应用；装用新一代低排放低油耗中高速柴油机，实现干线货运机车替代应用；采用柴油机+动力电池桀成应用，实现干线客运机车替代及动集系列化；采用高效交流传动技术，实现机车产品技术迭代升级。六、邮政快递老旧设备替代行动（一）支持老旧安检设备更新。推动邮政快递企业淘汰更新老旧微剂量X射线安全检查设备，配置使用邮件快件智能X射线安全检查设备。推动出台邮件快件安全检查管理办法等部门规章，修订邮件快件智能X射线安全检查设备技术要求。指导邮政快递企业因地制宜制定智能安全检查设备更新计划。深入推进邮政业智能安检系统研发，不断提升智能安检设备工艺技术。鼓励邮政快递企业加强安检信息化建设，强化互联网、大数据、云计算、人工智能、区块链等现代信息技术在安检领域的应用，推动安检工作向信息化、智能化管理迈进。1.
