14、ationalYearofPlantHealth.Protectingplants,protectinglifewastheIYPHsloganembodyingtheconceptthatplantsarelifeandcontributetothehealthandwellbeingofpeopleandalllivingbeingsonEarth.Plantsaloneprovideover80percentofthefoodweeatandtheoxygenwebreathe,andkeepingthemhealthyiskeytosecuringseveraloftheSustain

15、ableDevelopmentGoals(SDGs).Yet,planthealthisincreasinglyatrisk.Plantpestsareresponsiblefortheannuallossofupto40percentoffoodcropsglobally.Thisisespeciallyrelevanttothemillionsofsmallholderfarmersandpeopleinruralcommunitieswhorelyonagricultureasaprimarysourceofincomeandseetheirlivelihoodsatrisk.Thecl

16、imatecrisisandunsustainablehumanactivitiesarealteringecosystems,reducingbiodiversityandcreatingnewnichesforinvasivepeststothrive.Concurrently,internationaltravelandtradethatcanunintentionallyspreadpestsanddiseasesrapidlyaroundtheworldhavetripledinvolumeoverthelastdecade,causinggreatdamagetonativepla

17、ntsandtheenvironment.IwouldliketoconveymyappreciationandcongratulatetheGovernmentofFinlandforchampioningthisinitiativefortheglobalplanthealthcommunity,aswellastheIYPHInternationalSteeringCommitteefortheirinvaluableguidanceinimplementingtheIYPHActionPlan.Iwouldalsoliketoextendmyappreciationtoallthego

18、vernmentsandotherrelevantstakeholderswhosupportedtheimplementationoftheInternationalYearofPlantHealth.DespitethedifficultcircumstancesposedbytheCOVID-19pandemic,wesucceededinachievingtheobjectivesoftheInternationalYearofPlantHealth2020.ThisreportsummarizesthekeyachievementsoftheYearanddiscussesitsle

19、gaciesastheinternationalplanthealthcommunityplansitsfuturework:ithelpedraiseglobalawarenessofhowprotectingplanthealthcanhelpendhunger,reducepoverty,protecttheenvironmentandboosteconomicdevelopment;andcatalysedanincreaseintheresourcesdedicatedtoplanthealth,triggerednewpartnershipsandsharedbestpractic

20、esonwaystokeepplantshealthywhilecaringfortheenvironment.Itwasacollectiveeffortinvolvingnational,regionalandglobalactorsinhundredsofeventsandinitiatives.AlthoughtheofficialYearhasended,ourworkwillcontinue.Effortsfortheprotectionforplanthealthareessential.Forthisreason,theworkoftheInternationalPlantPr

21、otectionConvention(IPPC)insettinginternationalstandardsandphytosanitaryregulationsiscrucialtosecuringplanthealthworldwide.FollowingtheSUcCeSSoftheInternationalYearofPlantHealth2020,the42ndSessionoftheFAOConferenceinJunethisyearendorsedtheproposalbytheGovernmentofZambiatoestablishanInternationalDayof

22、PlantHealthtobecelebratedannuallyon12May.TheUnitedNationsGeneralAssemblywillconsiderthisproposalatits76thSession.FollowingtheimpetuscreatedbytheInternationalYearofPlantHealth,theFAOscientificreviewoftheimpactoftheclimatecrisisonplantpestshasalreadyprovidedthescientificbasisforIPPCfutureactionsonasse

23、ssingandmanagingtheimpactsonplanthealthandmakingthenecessaryadjustmentstorelevantphytosanitaryactivities.Moreover,thefirstInternationalPlantHealthConferencewillbeheldinMay2022andwillbringtogethertheglobalplanthealthcommunitytodiscussscientific,technicalandregulatoryplanthealthissues.TheInternational

24、YearofPlantHealth2020raisedawarenessonthefundamentalrolethatplanthealthplaysinachievingtheSDGs.ThenewFAOStrategicFramework2022-2031,andthealignedIPPCStrategicFramework2020-2030,supportthe2030AgendathroughthetransformationtoMOREefficient,inclusive,resilientandsustainableagri-foodsystemsforbetterprodu

25、ction,betternutrition,abetterenvironment,andabetterlife,leavingnoonebehind.Thisreportwillprovideinvaluableinformationonlessonslearnedandbestpracticestopolicymakers,researchersandotherplanthealthpractitionersinthepublicandprivatesectors,civilsociety,internationalorganizationsandallotherstakeholders,w

26、hosharemyconvictionthatplanthealthisessentialfortheeradicationofhungerandmalnutritionglobally.QuDongyuFAODirector-GeneralPREFACEBYRALFLOPIAN,CHAIRPERSONOFIYPHINTERNATIONALSTEERINGCOMMITTEESince2014,nationalandregionalplantprotectionorganizationsandtheInternationalPlantProtectionConvention,togetherwi

27、thpartnersfromtheprivatesector,non-governmentalorganizationsandtheresearchcommunityworkedtirelesslytoorganizeanInternationalYearofPlantHealth.TheintentionfortheIYPHwastoraiseworldwidepublicawarenessonimportantissuesconcerningplanthealth,inparticularonhowplanthealthcontributestofoodsecurity,povertyre

28、ductionandthepreservationofbiodiversity.WewantedtoshowtothepublicandtopoliticiansaroundtheworldhowplanthealthcontributestotherealizationoftheUnitedNationsDevelopmentAgenda,andweendeavouredtodemonstratethatplanthealthdoesnotonlyconcernagriculture,butisalsointerconnectedwithenvironmentaldegradationand

29、climatechange.Ouraimwastoestablishanunderstandingaroundtheworldthatplanthealthisasimportantfortheenvironmentandourlivelihoodsashumanhealthistothewell-beingofpeople.InDecember2019,theIYPHwaslaunched,andtheinternationalplanthealthcommunitywassettoimplementanambitiousprogrammetopromoteplanthealth.Theap

30、pearanceoftheCOVID-19pandemic,however,reshapedtheInternationalYearofPlantHealthconsiderably,becausetravelrestrictions,worldwidelockdownsandreducedphysicalinteractionsbetweenpeopleledtocancellationsandpostponementsofin-personeventssuchastradefairs,seminars,meetingsandconferences.Thepandemiccausedareo

31、rientationofIYPHcommunicationactivitiesandchannelsand,forthefirsttimeever,aninternationalyearwascentredprimarilyonsocialandvirtualmediaactivities.Theanalyticspresentedinthisreport-thatalmost500millionsialmediaacuntshadbeenreachedandthatpotentially4.4billionreadershavebeenaccessed-aretrulystaggeringa

32、ndareanindicatorofthesuccessoftheseadjustedmmunicationactivities.TheIYPHwasnotonlyaboutcommunicationandpublicawareness,itwasalsoanopportunitytodeveloppoliciestosetthetracksforaddressingfuturechallengestoplanthealth.Theworkundertakeninrelationtoclimatechangeimpactsonplanthealthwillhaveeffectsonplanth

33、ealthpoliciesfordecadestocome.ThenewlyadoptedIPPCStrategicFramework2020-2030identifiedforthefirsttimeadevelopmentagendacontainingtopicsthatshouldbeaddressedbytheinternationalplanthealthcommunityinthenexttenyears.Thepromotionofplanthealthanditsimpactonsustainablefoodsystemsresultedintangiblecontribut

34、ionstoUnitedNationsworkonfoodsecurity.Theorganizationofaninternationalyearandtheimplementationofitsworkprogrammeisamulti-yearundertaking,whichcanonlybeachievedthroughcooperationwithpassionateandcommittedindividuals.AstheChairoftheIYPHInternationalSteeringCommitteeandtheIYPHTechnicalAdvisoryBody,Ihav

35、ebeenluckytobeblessedwiththecooperationofsomanybrilliantandenthusiasticprofessionalsworkingtogether.TheymadetheorganisationoftheIYPHawalkinthepark.IwouldberemissifIdidnotmentionthedeterminingroleofFAOstaff,inparticularthestaffoftheSecretariatoftheInternationalPlantProtectionConvention,forthesuccessf
