5、uvenationoftheChinesenation.FujianhasauniquepositionandroleintheoverallworkrelatedtoTaiwan.ForthepurposesofdeepeningtheintegrateddevelopmentofallfieldsonbothsidesoftheTaiwanStraitandpromotingthepeacefulreunificationofthecountry,thefollowingopinionsareherebyofferedonsupportingFujianinexploringanewpat

6、hforcrossStraitintegrateddevelopmentandbuildingademonstrationzoneforcross-Straitintegrateddevelopment.I. GeneralrequirementsGuidedbyXiJinpingThoughtonSocialismwithChineseCharacteristicsforaNewEra,theguidelinesofthe20thNationalCongressoftheCommunistPartyofChina(CPC)shallbethoroughlyimplemented,theCPC

7、soverallstrategytoresolvetheTaiwanquestioninthenewerashallbeadheredtoandcarriedout,theprincipleofpeopleonbothsidesoftheStraitareofthesamefamilyshallbepracticed,integrateddevelopmentthroughaccommodation,benefits,andsentimentshallbehighlighted,andeffortsshallbemadetoestablishademonstrationzoneforcross

8、-StraitintegrateddevelopmentacrosstheentireregionofFujian.TheuniqueadvantagesanddemonstrationroleofFujianinrelationtoTaiwanshallbemaximized,theresourcesofallpartiesshallbemadegooduse,andintegrateddevelopmentshallbefurthered.Weshallalwaysrespect,carefor,andbenefitTaiwancompatriotsandimprovethepolicie

9、sandrulesthatpromotetheirwelfareandequalbenefits.Theproblem-orientedapproachshallbeadheredto,pilotprogramsshallbehighlighted,thedelegationofauthorityandcapabilityshallbeexpanded,andpolicyandinstitutionalinnovationshallbecontinuouslypromoted.Theprincipleofeasierthingsfirst,step-by-stepapproach,contin

10、uousadvancements,andpersistenteffortsshallbeadheredto,measuresshallbeadjustedtolocalconditions,regionswithgoodconditionsandprominentadvantagesshallbesupportedinlaunchingpilotprogramsfirstandpromotingworkinallareasbydrawingupontheexperiencegainedonkeypoints,andotherregionsshallbeguidedtofindtheirrigh

11、tpositioningandworktogethertoenhanceeffects.一、总体要求以习近平新时代中国特色社 会主义思想为指导，深入贯 彻党的二十大精神，坚持贯 彻新时代党解决台湾问题的 总体方略，践行“两岸一家 亲”理念，突出以通促融、 以惠促融、以情促融，努力 在福建全域建设两岸融合发 展示范区。充分发挥福建对台独特优势 和先行示范作用，善用各方 资源，深化融合发展；始终 尊重、关爱、造福台湾同 胞，完善增进台湾同胞福祉 和享受同等待遇的政策制 度；坚持问题导向，突出先 行先试，扩大授权赋能，持 续推进政策和制度创新；坚 持先易后难、循序渐进、持 续推进、久久为功，因时因

12、地制宜，支持条件好、优势 突出的地区率先试点、以点 带面，引导其他地区找准定 位、协同增效。工作目标。两岸融合发展示 范区基本建成，福建作为台Workobjectives.ThedemonstrationzoneforcrossStraitintegrateddevelopmentshallbebasicallycompleted,andtheeffectsofFujianasthefirsthomelandofTaiwancompatriotsandenterprisesshallbefullymanifested.Thepolicyandinstitutionalsystemsforint

13、egrateddevelopmentshallbemorecompleteandthesocialatmospherethatpeopleonbothsidesoftheStraitareofthesamefamily,andFujianandTaiwanpeopleareclosertoeachother“shallbeintensified.PersonnelexchangesbetweenFujianandTaiwanshallbemoreconvenient,tradeandinvestmentshallbesmoother,andexchangesandcooperationshal

14、lbeexpandedtowideranddeeperlevels.ThedemonstrationeffectoftheintegrateddevelopmentofXiamenandKinmenaswellasFuzhouandMatsushallbecontinuouslydemonstrated,andtheroleofthePingtanComprehensivePilotZoneforintegrationwithTaiwanshallbemaximized.II. BuildingFujianintothefirsthomelandofTaiwancompatriotsanden

15、terprises胞台企登陆第一家园的效应 充分显现。融合发展的政策 制度体系更加完善，“两岸 一家亲、闽台亲上亲”的社 会氛围更加浓厚；闽台人员 往来更加便捷，贸易投资更 加顺畅，交流合作向更宽领 域、更深层次拓展；厦门与 金门、福州与马祖融合发展 示范效应不断显现，平潭综 合实验区对台融合作用充分 发挥。二、建设台胞台企登陆 第一家园（一）畅通台胞往来通道。 适度超前开展交通物流基础 设施建设，加大资金等要素 保障力度。推动闽台基础设 施应通尽通，构建立体式综 合性对台通道枢纽，畅通闽 台与大陆其他地区连接通 道。加强物流枢纽等重大物 流基础设施布局建设，完善 区域物流集散体系。进一步 优

16、化、加密福建沿海与台湾 本岛及金门、马祖客货运航 线。为两岸同胞往来闽台和 台胞在闽停居留营造更宽松 政策环境。鼓励更多从未来 过大陆的台湾同胞来闽走访 交流。1. SmoothingaccessforTaiwancompatriots.Transportationandlogisticsinfrastructureshallbeconstructedwithanappropriatedegreeofforwardplanningandthesupportforcapitalandotherfactorsofproductionshallbeincreased.Theopeningofalln

17、ecessaryinfrastructuresbetweenFujianandTaiwanshallbepromoted,andathree-dimensionalcomprehensivehubforaccesstoTaiwanshallbebuilttosmooththeaccessbetweenFujianandTaiwanandotherregionsinthemainland.Theconstructionofmajorlogisticsinfrastructuressuchaslogisticshubsshallbestrengthenedandtheregionallogisti

18、csdistributionsystemshallbeimproved.ThepassengerandcargoroutesbetweenthecoastalareasofFujianandTaiwanIsland,KinmenandMatsushallbefurtheroptimizedandincreased.AmorerelaxedpolicyenvironmentforcompatriotsfrombothsidesoftheStraittotravelbetweenFujianandTaiwan,andforTaiwancompatriotstostayandresideinFuji

19、anshallbecreated.MoreTaiwancompatriotswhohaveneverbeentothemainlandshallbeencouragedtocometoFujianforvisitandexchange.2. PromotingTaiwanstudentstostudyandresearchinFujian.ThepolicyofwelcomingtostudyinFujian,equaltreatment,andnearbyenrollmenf,shallbecarriedoutforthestudyofchildrenofTaiwancompatriotsi

20、nprimaryandmiddleschoolsandpublickindergartensinFujian.UniversitiesandscientificresearchinstitutesinFujianshallbesupportedinrecruitingmorestudentsfromTaiwaninvariousways.CollegesanduniversitiesfrombothsidesoftheStraitshallbesupportedincarryingouthigh-levelcooperationinrunningschoolsanddiversifiedcoo

21、perationinFujianandenterprisesofTaiwansadvantageousandcharacteristicindustriesshallbesupportedinparticipatinginthejoint-stocksystemandmixed-systemrunningofvocationalschoolsinFujian.AnumberofeducationalbasesforyoungstudentsfrombothsidesoftheStraitshallbeestablished.3. EncouragingTaiwancompatriotstose

22、ekemploymentinFujian.VariousenterprisesinFujian,especiallyTaiwanenterprises,shallbesupportedinhiringmoreworkersfromTaiwan.TherecruitmentofTaiwanteachersinvocationalschoolsinFujianshallbeincreased.ThescopeofdirectrecognitionofTaiwanprofessionalqualificationsshallbefurtherexpanded.Medicalpractitioners

23、fromTaiwanshallpracticeinFujianaccordingtotheapplicableprovisions.ThescopeofTaiwanresidentswhohaveobtainedprofessionalqualificationsofthestatetopracticeaslawyersinFujianshallbegraduallyexpanded.Diversifiedhumanresourceserviceinstitutions,includingTaiwan-fundedinstitutions,shallbevigorouslydeveloped.

24、（二）促进台生来闽求学研 习。对台胞子女在闽中小学 和公立幼儿园就读实行“欢 迎就读、一视同仁、就近入 学”的政策。支持福建高校 和科研院所通过多种方式扩 大招收台湾学生规模。支持 两岸高校在闽开展高水平合 作办学与多元化合作，支持 台湾优势特色产业企业以多 种形式在闽参与职业学校股 份制、混合制办学。建立一 批两岸青少年研学基地。（三）鼓励台胞来闽就业。 支持在闽各类企业特别是台 企聘用更多台湾员工。加大 在闽职业学校招聘台湾教师 力度。进一步扩大直接采认 台湾职业资格范围。台湾地 区医师按规定在闽执业。逐 步扩大取得国家法律职业资 格的台湾居民在闽从事律师 职业的执业范围。大力发展 包括台

25、资机构在内的多元化 人力资源服务机构。（四）扩大台胞社会参与。支持台胞参与福建生态环保、乡村振兴、社会公益等各项事业发展。支持台胞深度参与福建当地社区建设、基层治理等实践活动。支持4. ExpandingthesocialparticipationofTaiwancompatriots.TaiwancompatriotsshallbesupportedinparticipatinginthedevelopmentofvariousundertakingsinFujian,suchasecologicalandenvironmentalprotection,ruralrevitalization

26、,andsocialwelfare.Taiwancompatriotsshallbesupportedinparticipatinginlocalcommunityconstruction,grassrootsgovernance,andotherpracticalactivitiesinFujian.Taiwancompatriotsshallbesupportedinjoiningrelevantindustrial,academic,andprofessionalsocialgroups.ThepilotprogramsforTaiwancompatriotstoserveasthepe

27、rsonsinchargeandlegalrepresentativesofnonreligioussocialorganizationsinFujianshallbecarriedout.Taiwancompatriotsshallbesupportedinparticipatingintheassessmentofhonorsandawardsatvariouslevelsinaccordancewiththerelevantprovisionsissuedbythestate.Taiwancompatriotsshallbeencouragedtoserveasarbitrators,m

28、ediators,people,sassessors,people,ssupervisors,procuratorialliaisonofficers,andjudicialassistants,amongothers,andparticipateinthedevelopmentoftheruleoflawinFujian.5. FacilitatingthelifeofTaiwancompatriotsinFujian.ThetemporaryresidenceregistrationforTaiwancompatriotsinFujianshallbecanceled.Taiwancomp

29、atriotsshallbeencouragedtoapplyforresidencepermitsforTaiwanresidentsandmaysettledowninFujianaslongastheywishtodoso.ThescopeoftheapplicationofidentityverificationofresidencepermitsforTaiwanresidentsshallbeexpandedandeffortsshallbemadetoachieveequalconvenienceinthesocialapplicationofresidencepermitsfo

30、rTaiwanresidentsasthatofIDcardsformainlandresidents.TaiwancompatriotsshallbeencouragedtopurchasehousingpropertiesinFujian.Thesupportsystemsforemployment,medicaltreatment,housing,elderlycareservices,andsocialrelief,amongothers,shallbeimprovedforTaiwancompatriotslivinginFujianandTaiwancompatriotsinFuj

31、ianshallbeincludedinthesocialsecuritysystemofthemainlandinaccordancewiththeapplicablelawsandregulations.台胞加入相关行业性、学术 性、专业性社会团体。开展 台胞担任在闽非宗教社会组 织负责人、法定代表人试 点。支持台胞按照国家有关 规定参评各级荣誉和奖项。 鼓励台胞担任仲裁员、调解 员、人民陪审员、人民监督 员、检察联络员及司法辅助 人员等，参与福建法治建 设。（五）便利台胞在闽生活。 取消台胞在闽暂住登记。鼓 励台胞申领台湾居民居住 证。台胞在闽定居落户实现 “愿落尽落”。扩大台湾居 民居

32、住证身份核验应用范 围，努力实现台湾居民居住 证与大陆居民身份证社会面 应用同等便利。鼓励台胞在 闽购房置业。完善台胞在闽 就业、就医、住房、养老服 务、社会救助等制度保障， 依法依规将在闽台胞纳入大 陆社会保障体系。（六）完善涉台司法服务。打造汇聚涉台法律研究咨询、台湾地区法律查明为一体的开放性资源共享平台。6. ImprovingTaiwan-relatedjudicialservices.AnopenresourcesharingplatformthatintegratesTaiwan-relatedlegalresearchandconsultationandlegalinvestig

33、ationinTaiwanshallbebuilt.CommunicationandcooperationbetweenarbitrationinstitutionsonbothsidesoftheStraitshallbestrengthened,andcivilandcommercialarbitrationinstitutionsinTaiwanshallbeallowedtosetupbusinessinstitutionsinXiamentoconductarbitrationbusinessinvolvingHongKong,Macao,Taiwan,andforeigncount

34、ries.Moreover,effortsshallbemadetocreateanoptimalregionforTaiwan-relatedjudicialservicesinthemainlandtoprovidelegalguaranteesforTaiwancompatriotsandenterprisestoparticipateincross-Straitintegrateddevelopment.Taiwan-relatedlawenforcement,prosecution,adjudication,enforcementsupervision,andothermechani

35、smsshallbecontinuouslyoptimizedtokeepimprovingTaiwan-relatedlegalservices.III.Promotingin-deptheconomicandtradeintegrationbetweenFujianandTaiwan加强两岸仲裁机构交流合 作，允许台湾民商事仲裁机 构在厦门设立业务机构、开 展涉港澳台和涉外仲裁业 务。打造大陆涉台司法服务 优选地，为台胞台企参与两 岸融合发展提供法治保障。 持续优化涉台执法、检察、 审判、执行监管等机制，不 断完善涉台法律服务。三、促进闽台经贸深度 融合（七）优化涉台营商环境。 支持福建省

36、打造国际一流营 商环境，引导台胞台企共同 建设市场化、法治化、便利 化营商环境。制定促进闽台 融合放宽市场准入特别措施 的意见。鼓励福建自由贸易 试验区扩大对台先行先试。 支持对台小额贸易创新发 展。建设两岸标准共通服务 平台，鼓励两岸产学研企共 同制定行业共通标准，探索 建立台企资质评估及认证体 系。完善台胞台企权益保障 协调联动机制，建立健全政 企沟通渠道，推动在闽台商 台企量增质升。7. OptimizingtheTaiwan-relatedbusinessenvironment.FujianProvinceshallbesupportedincreatingaworldclassbus

37、inessenvironment,andTaiwancompatriotsandenterprisesshallbeguidedtojointlybuildamarket-oriented,law-based,andconvenientbusinessenvironment.TheopinionsonrelaxingspecialmeasuresforpromotingtheintegrationofFujianandTaiwanandrelaxingmarketaccessshallbedeveloped.FujianPilotFreeTradeZoneshallbeencouragedto

38、expandpilotprogramsforTaiwan.Theinnovativedevelopmentofsmall-scaletradewithTaiwanshallbesupported.AserviceplatformforcommonstandardsacrosstheStraitshallbeestablished,enterprises,universities,researchinstitutes,andenterprisesonbothsidesoftheStraitshallbeencouragedtojointlydevelopcommonindustrystandar

39、dsandexploretheestablishmentofaqualificationassessmentandcertificationsystemforTaiwanenterprises.ThecoordinationandconnectionmechanismforguaranteeingtherightsandinterestsofTaiwancompatriotsandenterprisesshallbeimproved,thechannelsforcommunicationbetweenthegovernmentandenterprisesshallbeestablishedan

40、dimproved,andtheincreaseinquantityandupgradeinqualityofTaiwanenterprisesestablishedinFujianshallbepromoted.8. Deepeningindustrialcooperation.Regionswithrequisiteconditionsshallbesupportedinconstructingnewindustrializedindustrydemonstrationbases,industrialcooperationbetweenFujianandTaiwanshallbestren

41、gthened,andtheresilienceandsecurityofcrossStraitindustrialchainsandsupplychainsshallbeenhanced.Thesupportforthefactorsofproductionshallbeincreased,andthebuildingofindustrialbasesandadvancedmanufacturingclustersthatgathercross-Straitresourcestogetherandhaveglobalcompetitiveness,suchastheGuleiPetroche

42、micalIndustryBaseandNingdePowerBatteryClustershallbesupported.EnterprisesinFujianshallbesupportedinestablishingcooperativeallianceswithTaiwanenterprisesinFujian.Thedevelopmentofamulti-levelcross-Straitfinancialmarketshallbesupported,thewaysofcross-Straitsocialcapitalcooperationshallbeinnovated,thees

43、tablishmentofcross-Straitindustryintegrationanddevelopmentfundsshallbepromoted,theinnovationandupgradingofthe“TaiwanInvestmentBoardintheHaixiaEquityExchangeshallbesupported,thecooperationandconnectionwiththeNewThirdBoardshallbestrengthened,thelistingofmorequalifiedhigh-qualityTaiwanenterprisesinFuji

44、aninthemainlandshallbepromoted,andmoreTaiwanenterprisesshallbeencouragedtoparticipateinthedevelopmentofthemainlandfinancialmarket.ThecooperationinfashionandcreativeindustriesonbothsidesoftheStraitshallbesupportedandjointeffortsshallbemadetocultivatethebrandswithChinesecharacteristics.(A)深化产业合作。支持 有条

45、件的地区建设新型工业 化产业示范基地，加强闽台 产业合作，提升两岸产业链 供应链韧性和安全水平。加 强要素保障，支持古雷石化 产业基地、宁德动力电池集 群等建设集聚两岸资源要素 有全球竞争力的产业基地、 先进制造业集群。支持福建 企业与在闽台企共建企业合 作联盟。支持建设多层次两 岸金融市场，创新两岸社会 资本合作方式，推动设立两 岸产业融合发展基金，支持 海峡股权交易中心“台资 板”创新升级，加强与新三 板合作对接，推动更多符合 条件的在闽优质台企在大陆 上市，鼓励更多台企参与大 陆金融市场发展。支持两岸 时尚创意产业合作，共同培 育民族特色品牌。(九)促进台湾农渔业和中 小企业在闽发展。鼓

46、励台湾 农渔民参与福建农村一二三 产业融合发展，参与乡村振 兴。持续造福台湾农渔民， 在用地、融资、开拓内销市 场等方面提供更多便利。深9. PromotingthedevelopmentofTaiwan,sagriculture,fisheries,andsmallandmedium-sizedenterprisesinFujian.Taiwansfarmersandfishermenshallbeencouragedtoparticipateintheintegrateddevelopmentofprimary,secondary,andtertiaryindustriesinrurala

47、reasofFujianandtherevitalizationofruralareas.Taiwansfarmersandfishermenshallbeprovidedwithcontinuousbenefits,andmoreconveniencesshallbeprovidedinsuchaspectsaslanduse,financing,andopening-upofthedomesticmarket.CooperationinthedevelopmentoftourismresourcesbetweenFujianandTaiwanshallbefurtheredandTaiwa

48、nbusinessesshallbesupportedinparticipatinginruraltourismimprovementandupgradinginFujian.MoresupportshallbeprovidedtotheconstructionofentrepreneurshipparksforTaiwanfarmers,exchangesandcooperationinmarineeconomyandotherfieldsshallbecarriedout,thebuildingofnationalruralrevitalizationdemonstrationcounti

49、esinareaswhereTaiwanenterprisesandfarmersgathershallbesupported,andcross-Straitruralrevitalizationcooperationbasesandnationalhigh-qualitymodernagricultureandfisheryplatformsshallbebuilt.Taiwanbusinessesshallbeattractedtoengageine-commerce,healthcare,logistics,catering,andotherserviceindustriesinFujian.QualifiedTaiwanenterprisesinthemainlandshallbesupportedinapplyingfortheregistrationofChinaTime-honoredBrands.Smallandmedium-sizedenterprisesinTaiwanshall
